—Governor Newsom issued a Statewide "Stay at Home"Executive Order • March 18,2020 —City began transition operations to our COVID-19 Response Plan—Phase III Operating Level —This involves the closure of City facilities to the public,while also maintaining revised operational models across every City department • March 23,2020 —Daily Executive Briefing Sessions started with Mayor&City Council to discuss City's ongoing COVID-19 response • 3 • 3/31/2020 Maintain Vital City Operations • Phase III Operating model —Scaled-down service delivery model,however,every department continues to provide public services —Police and Fire have instituted new operational models to respond to COVID-19 —Vital Public Works,utility operations, maintenance activities,and capital projects continue to be functional —Plan check,permitting,and inspection services are continuing to operate with the use of digital technologies —Senior Care programs are continuing to function —Digital library services being offered to the public —Internal service functions(finance,IT,legal)continue to operate —Telework options deployed Citywide to allow our team to work offsite —Day care program for essential personnel developed and instituted •Social Distancing and Pandemic Response Changes for Staff — Moved operations briefing to Zoom meetings—to protect/isolate operational leadership — Developed and implemented a leadership continuity plan for essential operations — Updated in person meetings to comply with social distancing standards — Developed Situational Status Report for daily information to Incident Commander and City Council Outreach To Our At-Risk Communities • City has made contact with 150 at-risk facilities located throughout town,including skilled nursing facilities • Phone Survey—designed to assess conditions,PPE supply and compliance with CDC guidance documents used at all at- risk facilities • 12 informational boards distributed to all Vons,Albertsons,Costco and Target—refreshed twice per week • Initiated the Senior Pen Pal Program designed to connect children with seniors • Senior at risk email group sent Quick Guide instructions for FaceTime,Facebook,and Skype—Virtual connection opportunity with no visitors due to restrictions • Focused messaging on fraud and scams related to Covid-19 incident • 4 • 3/31/2020 Fire/ EMS Operational Update • Fire Operations —Made continual updates to our operating and response model >Developed a plan for implementation of two designated COVID-19 ambulances—program begins April 1st >Daily evaluation of staffing levels in order to maintain operational readiness >Completed contingency plans for service delivery modifications based on available suppression staffing >Current algorithm focuses on responder safety by directing the proper risk assessment and appropriate level of PPE for the situation —Integrated Dr.Sam Stratton,former OCEMS Medical Director and current HB resident,as a medical advisor to provide guidance and medical oversight —Average daily calls for service from March 15—March 30 was 48,compared to 54 during same time period in 2019 Police Department Operational Update • Police Operations —The PD has developed a Department Operations Center to manage the crisis >We have altered our methods of taking police reports and responding to citizens by: —Encouraging online reporting —Established telephone reporting unit —Having officers call complainants asking them to step outside when we do respond — PD operations have been reorganized into critical functions >All specialty sworn positions have been put back into patrol > Patrol group has been divided up into platoons on 13 hour shifts to avoid any cross contamination of each other >The schedule is built to minimize officer exposure and prevent the virus from afflicting too many officers at one time >A decontamination areas has been established in the parking lot — Enforcement posture on Governor's Order —We are educating business by handing out the order and asking for compliance —Thus far,we have gained compliance, but many stores operate in a gray area :o • 5 • 3/31/2020 Key Operational Adjustments • Beach Access Management Plan — Pier closed — Beach parking lots closed —Traffic reader boards deployed on PCH and Beach Boulevard — Social distancing signage installed — Instituted enhanced police patrols — Hourly social distancing reminders from Tower Zero —Additional response mechanisms being considered • Active Recreational Facilities Closed —While parks remain open,all active recreational facilities are all closed > Meadowlark Golf Course closed > Disc Golf closed > Tennis and pickleball courts closed —Social distancing/safe hygiene practices signage being deployed at all park facilities > Over I am a downtown resident who would like to keep the beach open. However, not everyone who is coming downtown to the beach is following the guidelines of 6 feet. Can we close parking along PCH at the meters for a start. This would limit the number of people coming to the beach. If you close the beach to everyone, this would stop us, those who live here, pay the price, both financially and with other inconveniences, from being able to use our backyard. Downtown residence don't literally have backyards because we have the beach. Please try restricting parking on PCH. Since most are home bound in the area, there is limited street parking anyways. thank you. cs. They somehow have convinced themselves they are an essential business.People are buying cars for fun right now,not out of necessity.While I can accept keeping a small number of people working for online sales.This is just absurd.It is negligent to all the employees and their families.Turning a blind eye to these types of businesses does not help the situation. He understand current legislation ties the hands of what PD can do when responding to calls like these. However, he wants to continue to reach out because he is practicing social distancing and his family is having a hard time understanding why those folks are using the park facilities and they can't. Further, he underscores that his main concern is public health, given the COVID-19 pandemic and the proximity, he has all the natural concerns should any of the homeless folks contract the virus. Please note that this is my personal statement and is not an official statement on behalf of the city of Huntington Beach or the H B H RTF. First, I wanted to express appreciation to Chief Handy and the HRTF on the statement and press release made last week regarding the hate incident that took place within our city and about how we should treat and take care of one another as neighbors and community members here in HB. Second, I wanted to share my statement below that supports the city's statement and goes a bit further in giving direction on how we can better take care of one another and on what to do if a member of our community is targeted or witnesses discriminatory behavior. Since the outbreak of the Coronavirus, there have been concerns about whether Asian Americans would be racially profiled, discriminated against, or even targeted with violence. These fears have been realized across the country and in Southern California. Sadly, these acts of fear-fueled discrimination have now occurred within our own HB community. Acts of hate, bigotry, and cowardice are unacceptable. We are One HB. We are a great community. We show who we are as a city, who we are as a community, by how we take care of one another. 1 During this crisis, we've seen great acts of kindness and care in HB. The better angels of our nature have taken center stage in so many little moments—as we see neighbors reach out to one another(from a distance), as we work together to care for our isolated and vulnerable populations, as we see businesses transform in an effort to serve the community during these challenging times, as we follow recommendations from our local health departments and local and state governments on social distancing to protect ourselves and one another. Let us call on all of Huntington Beach to unite together and stand up against hate, from our leaders, to our neighbors, to our family members. As Huntington Beach's Declaration of Policy about Human Dignity states, "When acts of hate are committed against any citizen, it is considered an act against the entire community." We will not tolerate acts of hate in our city. What to do if you're targeted... Please consider the following steps when it is SAFE do so: Interrupt: Pause and take an active time out. Say: "Hang on. I want to go back to what you called the virus." "Just a second—let's get into your point that the virus is somebody's fault." "Before we talk about that, I want to talk about the language you just used." Question: Ask a question to better understand why the person said or did what they did. ''Why did you call it the 'Chinese Coronavirus'?" "Why do you think that?" "Where did you get that information?" "What made you say that?" Educate: Continue the conversation and explain why what they've said or done needs rethinking. To educate folks around racism associated with the coronavirus, we need to understand not only the virus but also the racism. "For example, you might explain that it's actually not common anymore to name a disease after its place of origin, that there's a long, bad history of associating diseases with specific groups of people and that the name COVID-19 was chosen very carefully to avoid repeating those mistakes. If someone doesn't understand why a comment they made was racist, you can educate them about the long history of stereotyping immigrants—and Asian people, specifically—as people who bring disease. You can explain how this stereotype is both wrong and harmful. And if someone tries to play down racist phrases as"just a joke," you can educate them about the discrimination and racism many AAPI folks are facing right now, so they better understand the impact of their words." Echo: Have each other's backs. When someone else speaks up, echo them. 2 Thank them, and emphasize or amplify their message any way you can. This not only encourages more speaking up—it also ensures that no one thinks your silence in response to biased ideas or language means you're OK with it. Online, we can re-share antiracist messages. It is both in the best interests of the unhoused population and in the best interests of the community at large to implement a rapid rehousing solution within our city. Funds have been appropriated from the state to the County of Orange. Please continue to press the County to move quickly. Time wasted will result in loss of life. And, we must remember that ALL lives count. I stand before you to express my concerns about today's meeting being hosted in a public setting without providing members of our community who wish to remain safely at home the option to participate via a remote application. I call attention to Governor Newsom s Executive Orders (N-25-20 dated 3/12/20, and N- 35-20 dated 3/21/20) that provide temporary suspension of certain Brown Act restrictions, including the ability to hostlattend public meetings via teleconference or other remote meeting tool I have been actively sharing with staff information on how other cities are changing their meeting models to allow remote participation in response to the health and safety guidelines issued by the State to prohibit public gatherings City staff is prepared to move forward with a remote application that allows the Council to conduct legislative meetings remotely. while also allowing remote participation by their constituents It is my opinion that hosting a Council meeting open to the public at this critical time in history does not send the appropriate message to our residents, even with social distancing measures in place.
