Adopt Resolution No. 2020-30 supporting the Orange County Board of Supervisors' efforts to
address Commercial Re-Openings in response to COVID-19
Statement of Issue:
The COVID-19 pandemic is creating severe financial strain on our local businesses. To help minimize
the long-term impacts of COVID-19, the County of Orange has formed the Orange County Business
Recovery Ad Hoc Committee to receive guidance from business leaders and medical professionals to
help develop a safe way to re-open commercial businesses.
Financial Impact:
None by this action.
Recommended Action:
Adopt Resolution No. 2020-30, "A Resolution of the City Council of the City of Huntington Beach
Supporting the Orange County Board of Supervisors' Efforts to Address Commercial Re-Openings in
Response to COVID-19."
Alternative Action(s):
Do not approve the recommended action and direct staff accordingly.
Analysis:
Per Mayor Semeta's request and the need for timeliness, a resolution to support the Orange County
Board of Supervisors' efforts to re-open commercial businesses is being brought forth for the City
Council's consideration.
The Orange County Board of Supervisors recently formed the Orange County Business Recovery Ad
Hoc Committee. This Committee will bring Orange County business leaders and medical
professionals together to assist the region in recovering from the impacts of COVID-19 closures. The
Committee's joint expertise will help plan for the best method of re-opening commercial businesses,
while ensuring safety measures are put into place to protect the County's residents and workforce.

Similarly, before the City Council tonight is an item to form a Huntington Beach Economic Recovery
Task Force to bring together business experts across industries to focus on our community's efforts.
To further these efforts at the regional level, Resoution No. 2020-30 outlines the City Council's
support for the Orange County Board of Supervisors' efforts to re-open commercial businesses.
Together, these efforts may lead to a speedier economic recovery, while balancing the health and
safety needs of those who live, work, and visit our community and region.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH
SUPPORTING THE ORANGE COUNTY BOARD OF SUPERVISORS' EFFORTS TO
ADDRESS COMMERCIAL RE-OPENINGS IN RESPONSE TO COVID-19
WHEREAS, on March 4, 2020, Governor Gavin Newsom declared a State of Emergency
in the State of California in response to the COVID-19 outbreak; and
WHEREAS, on March 15, 2020, Governor Newsom called for bars,wineries, nightclubs,
and brewpubs to close throughout the State; and
WHEREAS, on March 19, 2020 Governor Newsom issued a Shelter at Home order to
slow the spread of COVID-19; and
WHEREAS, the COVID-19 pandemic has caused tremendous negative impacts to the
global and local economies; and
WHEREAS, many of Huntington Beach's businesses have experienced significant losses
of income as a result, many of which are at risk of going out of business; and
WHEREAS,the Orange County Board of Supervisors recently formed the Orange
County Business Recovery Ad Hoc Committee to receive guidance from business leaders and
medical professionals to help develop a safe way to re-open commercial businesses.
NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby
resolve as follows:
SECTION 1. The City Council of the City of Huntington Beach declares its support for
the efforts of Orange County Board of Supervisors to re-open commercial businesses in a
manner that will protect the health and safety of the County's residents, workforce, and visitors.
SECTION 2. This resolution shall take effect immediately upon its adoption by the City
Council.

regular meeting thereof held on the 4th day of May, 2020.

Mayor Semeta,
I do not feel the safety of our Huntington Beach community is your first concern. The angry
protestors you invited Friday is an example of your lack of concern for our community. Your refusal
to work with Governor Newsom for a win win solution related to the opening or closing our beaches
put your constituents at risk. (There was an option that would have been a win win solution similar
to Ventura County,you choose not to consider)Your red versus blue gang war with the governor
opened our community to protestors that spread hatred literature on HB letterhead and instilled
fear in our community; the community your were voted to represent, Not only did your invite angry
protestors that used HB letterhead to spread hate to local residents,you passed up a great
opportunity to demonstrate strong female leadership.
Instead of engaging in a win/loose situation with the governor,there is an opportunity to lead our
community to re-opening. Our community is full of manufacturing and small businesses. Business
that want to re-open ASAP. To be able to re-open requires many variables to be present.
Manufacturing will need help gaining loans to re-configure assembly lines, small business owners
need to understand how to keep employees and customers safe with PPE supplies, hospitals need
support to ensure they have supplies to fight an outbreak.
You have the opportunity to demonstrate leadership by working with the small businesses and
manufactures to help prepare for our community to re-open. Supporting our local business is
what we need right now. Kindly put your red versus blue gang war aside and be a leader in the
community. Ensure our hospitals can support an outbreak of Covid-19, ensure our residents can get
tested, ensure our business owners understand how to keep employees and staff safe so everyone
can return to work, and most of all;stop supporting angry protestors, When you publicly disregard
the governor, you invite angry protesters from outside our community that put our first responders
and our residents of Huntington Beach at risk.
Please reach across to the blue team and start engaging in better solutions for our community.

Good Morning -
Thank you for doing everything you are doing to reopen our beaches. I am a long time
resident of Sunset Beach,and I work for the company that owns the Pasda Hotel & Spa, and
our beaches need to be open.
I would like to provide a couple of observations regarding the beach closure:
1. Due to the beach closures, bike path closures and sidewalk closures, we noticed
yesterday that this alarmingly forced hordes of people on to the bike lane adjacent to
Pacific Coast highway. This included, bikers,walkers, runners, and people walking
their dogs. This was especially concerning along the stretch of Highway between Beach
Boulevard and Brookhurst where the ice plant meets the asphalt and the speed limit
increases. Bikers were riding outside of the white line to pass people walking or
running, and then slightly going in to the lane of traffic where cars had to veer over to
the other lane or put on their brakes, it was entirely unsafe and is worse of a safety issue
than allowing people to ride on the bike path.
2. 1 have a vacation ownership in Hawaii and I follow a lot of the Hawaiian news. As the
beaches are iconic to Southern California it is even more so in Hawaii. The government
there has closed the beaches to lounging(towels,chairs, etcetera), but allows other
activities such as running or walking on the sand, surfing, swimming,etcetera. I don't
think they have the bike paths like we do, but if they did, I'm sure riding bikes would be
allowed as well. If this sort of thing was done, I think it would be the perfect
compromise until we come through this pandemic.

Dear Councilmember Posey,
Please work cooperatively with our Governor to benefit us all.Please make decisions that work with California's Stages of Re-Opening,
not defying them for some political adgenda.I think that the our Governor Newsom and his administration have all been working
extremely hard and diligently to help us all get through this incredibly difficult era of the COVID-19 crisis,making sure the people of the
State of California and by extension,the United States of America and the World come out of this safe,healthy and well.As a business
owner of a salon in Orange County, as well as a self employed massage therapist,I have had to close my salon and 1 haven't had an
income since March 16th.All my co-workers,some single mothers,some their family's breadwinner,are without income as well.That
lays heavy on my heart.I understand that people want to get the economy back up and running,I want that too.However,as a woman
who has struggled with asthma the majority of my life and a roommate of my 8S year old grandma,1 want it to be done safely,smartly
and slowly.It is not safe to try to move salons,hair,nail,barbering,waxing,massage,etc.into a stage sooner than stage 3.We cannot
physically distancing ourselves from our clients,that is the nature of the professions.

Huntington Beach city council,
I did not write this, but this is how I feel!!
" In response to item#15. Why would we need temporary outdoor dining when no dining is allowed under
the governor's current orders? If this council is going to try and override the governor's orders they better
be doing it for ALL of Main Street businesses, not just restaurants. I own a hair salon on Main and can't
even guess as to when I'll be able to work again. This smells like a sneaky way to try and get our street
closed to traffic AGAIN. It's a very despicable thing to try and do when all of us businesses are vulnerable
&stressed. Restaurants are doing the best they can with takeout right now and if the flow of cars is
stopped they will have fewer diners taking out.And where do you residents think all of these people
coming into town would park if we lose our parking spaces right now? If counsel were to come up with a
plan to close Main street for extra dining it will immediately be shut down because no outdoor or any
dining is allowed right now so, therefore, leaving the street closed and closed off to car's for someone's
personal agenda to turn Main street into a walking area. How low can you let slide this in when we are all
exhausted and preoccupied?

It is becoming more clear every day that the numbers are not bearing out to support a lock down of our
city.

that scale.

diseases.
• 1981: HIV/AIDS
• SARS (2002- 2003) outbreak increased awareness about preventing viral disease transmission.
• Swine Flu (2009-2010)was a fast-moving outbreak that should have changed the world in more ways
than it did.
• Ebola, which began in 2014, is estimated to have cost a total of$4.3 billion.
•2019: COVID-19-The novel coronavirus or COVID-19 pandemic has pushed the world toward a
recession, as its largely uncontained spread prompted governments to encourage social distancing in an
attempt to limit infection. By March, the American economy saw record levels of unemployment and a
plummeting stock market. It also resulted in an unprecedented number of people working from home
indefinitely, with untold ramifications for the future of office life.
Although the road to recovery may seem daunting, long and hard, its imperative that we begin the
process of recovery and partner with our sister beach cities to help reboot our local economy. Lets reopen
our beaches and parks so that our local economy can begin recovery and our community can begin to
heal.
