The Council Members have made several modifications to the proposed Resolution of the City Council to Stand Together in Unity, which includes the deletion of a few sections and modification of others. However, the intent of the substitute Resolution is similar to that of the original. Both acknowledge the unjust killing of George Floyd and proclaim the City Council's commitment to stand in unity against racism. Council Members Carr and Delgleize requests City Council to consider this substitute Resolution as part of their H-Item tonight. City Council/ ACTION AGENDA June 15, 2020 Public Financing Authority Authority to execute the "Memorandum of Understanding between the City of Huntington Beach and the Orange County Small Business Development Center to Administer the COVID-19 Small Business Relief Program" and to allow the City Manager to take all administrative and budgetary actions to execute the program. Approved 7-0 as amended by Supplemental Communication to revise Item B 23. 20 1712 TABLED TO A SPECIAL MEETING OF JUNE 29 - Consideration of an Agreement with Choura Events to create a Pilot Program to close the Second Block of Main Street to traffic for outdoor commerce as a response to the COVID-19 pandemic Recommended Action: If the City Council does decide to move forward with the Pilot Project, authorize and direct the City Manager to execute an Agreement with Choura Events in an amount not to exceed $175,000 with a 20% contingency in a form approved by the City Attorney. Approved 7-0 to table the item to a Special Meeting of June 29 to allow for another meeting with the BID to address issues raised by Council. COUNCILMEMBER ITEMS 24. 20-1714 Approved Item Submitted by Councilmember Carr - Reaffirmed the City's Commitment to the Declaration of Policy About Human Dignity Recommended Action: In an effort to unify our Huntington Beach community, I am requesting that the City Council vote to reaffirm the City's commitment to its Declaration of Policy About Human Dignity. His senseless and tragic death has led to worldwide protests against injustice. Given our current state of affairs, with the widespread social unrest we are seeing in both America and across the globe, we think it would be fitting for the City of Huntington Beach to respond with the adoption of a resolution urging that we stand together in unity against all forms of intolerance, racism, and hate. You may recall that our Interfaith Council was established, at the request of the HB City Council,as a follow-up to a vicious hate crime In the city.Our role,through the years, has been to speak out in favor of understanding and appreciation of our fellow human beings, regardless of their backgrounds. In light of the rise in hate we have witnessed over the past months, it is imperative that the City of Huntington Beach reaffirm its commitment to human dignity. It is also right that the Council speak out clearly concerning the death of George Floyd in Minneapolis. I,therefore, urge an affirmative vote on Items 24 and 25. Also agenda item#25 is necessary in these times of police violence in our world regardless of whether it is one officer or the entire force and hatred in our city toward homeless people. Sadly,we need to remind ourselves of these values we cherish. They are aspirational but make us proud to live in Huntington Beach.
