The City could also be liable for consequences from people who get Covid-19 and can show that our police could be a high probability source due to the lower mask frequency within that the group. I would be qualified to serve as an expert witness for plaintiffs in such legal actions. From the first demonstrations when you put numerous public safety employees on the streets, none of the groups were wearing face masks to reduce the probability of virus transfer from either an infected asymptomatic employee or from the public. They were all issued masks, just not used. I commented to both police groups and the fire department groups with the paramedics. Trying to find officials in charge and pointing out their"biosecurity"problems got"I don't want to wear a mask"and"that is not my responsibility"and"we're not required to wear a mask" shine-off type responses from the Police, including Sheriffs and Parks departments The following week end, I observed, however, all the fire and paramedics wore masks, but none of the police seemed able to listen to reason. The subject of"biosecurity"and stoping the spread of pathogens has occupied a significant fraction of my half a century of work in Huntington Beach dealing with world wide issues related to animal diseases. Owning, and operating a specific pathogen free (SPF) high tech (all recycled water) in Huntington Beach and having lived in HB since 1975, as well as being a well trained scientist, I have picked up a considerable knowledge about pathogen transmission and epidemiology. For our government officials to oppose mandatory mask wearing while banning surfing (where no one gets close to each other) is an indication of the pure magical thinking that is destroying the economy without having a significant impact on the socially determined reproductive rate of this virus R(o). This official behavior is responsible for the 100,000 unnecessary deaths as our government institutions failed. Watching our police and civil servants rejecting mask wearing is appalling. I know you probably have people around you who will support the original deliberately false information provided by the Surgeon General, CDC, FDA and state officials that masks don't work for civilians, but I would like you to observe the reality,that has exposed these falsehoods, by demonstrating the leadership our city deserves. For the good of all our citizens, including the police, consider the following: If we look at health care workers(HCW), their personal protective equipment(PPE)consists of masks and outer garments along with shoe covers. For most activities and interactions with infected people more extreme PPE isn't required(bunny suits)and not used. If we look at the 2 million known (tested)cases in the US and note that about 200,000 of those people ended up in the health care system,the effectiveness of Personal Protective Equipment is clearly demonstrated by the fact that only about 10,000 HCW have became infected. These are people who have been in direct high-intensity contact with those 200,000 critical cases that entered the system. The effective reproduction rate R of the virus within the PPE utilization population is <0.05. R values less than 1.0 result in the virus not surviving. It is clear that PPE works very effectively. All external garments and masks can be sanitized with respect to this virus by heating them to greater than 60°C (140'F) for 30 minutes. This makes it possible for private citizens to make use of a version of PPE which will work the same way it does for HCW. Household clothes dryers achieve a sufficiently high temperature that external garments can be rendered sanitized even without having to be washed. Home ovens will also do the job against this virus and allow re-use of PPE.No damage to N95 masks at these temperatures. If masks don't work, as our failed government institutions initially claimed,why would the WHO, CDC, FDA and the rest of the people who claim N-95 masks from industry (90%of the market for masks in normal times)must be diverted to HCW,thus increasing the health risk for industrial workers?To say that masks dQl t work for civilians but do work for HCW is either magical thinking or deliberately false information. As Mayor,you need to lead on this issue. It is incumbent on you to require all our government employees to use masks all the time and sanitize them and their clothes and shoes by heating to 140°F for 30 minutes at least daily. I consult for businesses who are reopening and wish to remain open by keeping their employees healthy. This is the standard operating procedure for these business. It should be standard operating procedure for our city as well. Carelessness in exposing oneself to a potentially lethal disease and carelessness in exposing others to a potentially lethal disease should not continue to be an option within our city employees,especially within the police department, given their intimate contacts with citizens.
