Adopt Resolution No. 2020-38 approving Plans and Specifications for the County of Orange
East Garden Grove-Wintersburg Channel Project
Statement of Issue:
The County of Orange requires that the City of Huntington Beach approve plans and specifications
for their East Garden Grove-Wintersburg Channel project, in order for the project to be constructed
within the City. This project will improve the storm water drainage and flood control protection in the
area from Warner Avenue to Goldenwest Street.
Financial Impact:
No financial impact associated with this action.
Recommended Action:
Adopt Resolution No. 2020-38, "A Resolution of the City Council of the City of Huntington Beach
Approving Construction of the Improvements to the East Garden Grove-Wintersburg Channel
(Facility C05) to be Funded by the Orange County Flood Control District."
Alternative Action(s):
Do not adopt Resolution No. 2020-38, and direct staff accordingly.
Analysis:
The County of Orange Public Works Department, on behalf of the Orange County Flood Control
District, is proposing to construct improvements to its East Garden Grove-Wintersburg Channel
(Facility C05). The project is an effort to provide 100-year flood protection and will improve the storm
water drainage in the area. The limits of the improvements to the channel are from Warner Avenue
to Goldenwest Street. The existing trapezoidal earthen channel will be improved with vertical sheet
pile walls to increase the capacity and reliability of the channel. Construction is expected to begin
this summer.
Approval of plans and specifications for the project by the City of Huntington Beach is required under
provisions of the California Public Contract Code (Section 29020.9). The subject resolution will
satisfy this requirement and allow the County of Orange to move forward with the project.

As the project will utilize a design-build delivery method, the initial plans and specifications for the
project will be approved by City Council, with subsequent approval for the remainder of the project
delegated to the Director of Public Works or their designee, in order to expedite the continuing
construction.

RESOLUTION NO. 2020-38
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH
APPROVING CONSTRUCTION OF THE IMPROVEMENTS TO THE EAST GARDEN
GROVE-WINTERSBURG CHANNEL (FACILITY C05) TO BE FUNDED BY THE
ORANGE COUNTY FLOOD CONTROL DISTRICT.
WHEREAS, the Orange County Public Works Department on behalf of the Orange
County Flood Control District proposes to construct the 100-year old channel improvements to
the East Garden Grove-Wintersburg Channel (Facility No. C05) from Warner Avenue to
Goldenwest Street (the "Project"); and
The Project has been found to have beneficial impacts for flood control protection to
homes and businesses located within the City; and
Approval of plans and specifications for the Project by the City Council is required under
the provisions of the California Public Contract Code,
NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby
resolve as follows:
That the progress plans and specifications (dated March 24, 2020) for the Project as
proposed by the Orange County Public Works Department are hereby approved. Authority to
approve final plans and specifications is hereby delegated to the City of Huntington Beach,
Director of Public Works or his designee.
PASSED AND ADOPTED by the City Council of the City of Huntington Beach at a
regular meeting thereof held on the 15thday of June , 2020.
