By doing so, how to proceed with regard to Items 18 and 21 will become clearer. The vast majority of residents within our city want anti-camping laws enforced. 1. What does the environmental report regarding soil issues say with regard to Cameron Lane? Doesn't it state that if paved, the site will be safe for the sprung structure installed at county expense? If so, it makes sense to enter into the short-term lease agreement. What would be the cost to remediate the chemical issues so that it can be used for a more permanent structure? 2. Regardless of those answers, we will still need to protect everyone's health and safety by providing a temporary shelter for the remaining homeless people. If Item 18 will provide "basic necessities", does that include showers, laundry facilities, and food? Will it be possible to get judicial approval so that we can enforce the anti-camping laws? Will it provide the services needed so that they do not return to the streets? What are all the available sites where we could set up the shelter quickly and ensure enough space and amenities to help the homeless avoid COVID-19? As you know, I was strongly in favor of the city plan to purchase the Cameron Lane site for the purpose of addressing the homelessness, housing, and quality of life crises facing the city, way back on Feb. 18 before covid-19 caught up with all of us. I am pleased to see council action is being contemplated to expand the potential for the Cameron site, and it is always welcome news to see that another site is being considered to supply emergency and essential services (which should include meals, laundry, shower, counseling, evaluation intake/treatment for mental illness and drug addiction, as well as training/support for residents seeking employment and permanent housing) to the unhoused population in the city. It was just over a year ago, and very early on in my involvement with Homeless United Huntington Beach when I sat in a council conference chamber with you, Shirley Dettloff and Ralph Bauer. On that July 10 afternoon, I witnessed a pragmatic, problem solving yet solidly conservative member of the community lay out a grand design involving the housing element and its connection to the creation of a navigation center. It was not quite a "you had me at hello" moment, but I am proud to have your leadership on the council, and I look forward to your further activity at the county level. I support agenda item 23 submitted by Council Member Peterson. Our own limited temporary homeless facility or Governor Newsom's homeless trailers can be established here at the southwest corner of the facility and will give us time to make future decisions. The city vehicles can be moved to the above central lot parked in parallels. This can be 10 to 40 beds. Building private homeless rooms or the homeless trailers would be the best solution to preventing the spread of disease. This is a better location because homeless people can potentially use their food stamps at Stater Brothers. This area is a better vibe to accommodate a limited number of homeless people and is less likely to be targeted by government agencies versus Beach Blvd. The National Guard & FEMA can also be deployed here,the Huntington Beach Gothard Fire Station facility and at the City Hall parking lot. The homeless can also plant flowers in wooden planters here. Some of the plants can then be relocated to nature projects around the city. I'm against item 20 Cameron Lane and ask that it be removed and that targeting this potential open space city museum lot be stopped permanently. 100 beds is too much and we don't want the county involved. Disease can easily be spread in this facility and they will likely be jamming them with detrimental medication. This area should be open space (America Park) and I'd like the State Assembly people to amend USB funds to include parks. Beach Boulevard is not a third downtown, it's a relaxed crucial Highway dependent on smooth traffic compared to the 405 and is used for the timeliness of the food supply and all sorts of travel. The Housing Authority is a joke, I'm very familiar with it. 96% of the nature robbing current development plan is currently a joke. I encourage you all to check out Long Beach Boulevard littered with ill timed development and government agencies before you make this disastrous decision, this is how it will turn out. We don't want a subway project on Beach Boulevard. I don't like the direction the city has gone in targeting potential open space since around the year 2000. The more potential open space you target the less likely future Generations will be inclined to place value on their families properties, hence %50 senior population. Running on sidewalks gives people nerve damage in their knees and the sidewalk is also a dangerous place to run because people can throw things at you from the highway. The more runnable open space you have the more likely heart&knee healthy future Generations will place value on their families properties and want to start business in the city like cafes, restaurants & even shoe factories. The hiking shoe and running shoe selection at REI and Dick's Sporting Goods is horrible because so much open space has been ruined. So people simply aren't buying here. 1 ,p . / 13 The shoe quality is horrible because well,we should be making our own shoes in local shoe factories. And I want to remind everyone that the Chinese government forces many of it's people to eat recycled garbage out of the street, you can watch it on YouTube. I have no doubt that the covid-19 virus is linked to this situation. I'm sorry to say but what we're experiencing here is the same type of over-development scheme they have in China. The world has a chance to address this. My Garfield Park design can also include a small city owned dirt lot storage facility offshoot best likely suited off of the Gothard side.
