Subject:

Statement of Issue:
There is a need for City Council to approve the revised Master Plan for redevelopment of the
Rodgers Seniors' Center site.
Financial Impact:
Funding in the amount of$925,000 is included in the Fiscal Year (FY) 2020/21 Capital Improvement
Program (CIP) budget with an additional $875,000 scheduled for FY 2021/22. The FY 2020/21
amount is budgeted in the Park Development Impact Fund 228, account 22845018.
Recommended Action:
Approve the revised Rodgers Seniors' Center Site Master Plan, as included in Attachment 3, and
direct staff to complete the design process and issue a bid package for construction.
Alternative Action(s):
Do not approve the recommended action, and direct staff accordingly.
Analysis:
City Council previously directed staff to work through the Community Services Commission (CSC) to
seek public input and make recommendations to City Council on re-use of the Rodgers Seniors'
Center site (RSC). As part of City Council action, staff was also directed to consider utilizing a
charrette format to enable the highest level of public input. The two-acre RSC is located at 1706
Orange Avenue. For many years, it served as a public park and as home of the Michael Rodgers
Seniors' Center and Senior Outreach Building.
On Saturday, September 28, 2019, RJM Design Group (RJM) conducted the charrette-style
workshop at the RSC. The goal of the charrette workshop was to gather input from the community

for the future use of the site. The meeting was well attended with approximately 100 local residents
participating. The workshop included activities where attendees were broken out into groups. Tools
were provided for each group to assist with communicating their ideas for the future use of the site.
The groups provided input on likes, dislikes, issues, concerns, and park and facility amenities. Most
groups created a concept plan for the site, from which RJM created a composite plan that included
the former Senior Outreach building, tot lot, parking area, and green space, which ultimately led to
the development of a draft conceptual plan for recommendation.
On November 13, 2019, staff presented RJM's design proposal and conceptual diagram (Attachment
1) to the CSC for recommendation to City Council for their consideration. A slightly modified version
of the proposed diagram was approved by the CSC at that meeting, with the playground equipment
removed from the plan, in response to several public comments requesting more open green space.
At the City Council study session on February 18, 2020, staff presented the revised conceptual plan
approved by the CSC (Attachment 2), seeking City Council feedback in order to complete the draft
Master Plan for the Rodgers Seniors' Center site. Further discussion ensued regarding parking
needs, requirements, and possible options for the location of parking spaces - on and/or off-site.
Based on the variety of feedback from the City Council at the February 18, 2020, study session, staff
worked with RJM to devise a revised draft Master Plan. The newly-proposed plan features a parking
lot located adjacent to Orange Avenue, placing it closer to the building for accessibility (Attachment
3). The proposed lot would include 13 parking spaces, which in combination with on-street parking,
would support assemblies of 30-40 people in the building, as well as provide park access. Per City
Council direction and public input process, the smaller, former Senior Outreach building, would
remain and be utilized by the American Legion Post 133 for certain storage and meeting space
needs, while also serving as a reservation facility for the general public according to the City's Master
Fee and Charges Schedule.
The total budget for the redevelopment of the RSC is estimated at $1,800,000. Of this amount,
$925,000 is included in the FY 2020/21 CIP budget with the balance scheduled for FY 2021/22 using
Park Development Impact fees. Should the City Council approve the recommended action, staff will
immediately continue the design process in order to produce a package for a competitive bidding
process to construct the park.
Environmental Status:
The project will go through appropriate CEQA clearances as identified in the entitlement process.

Please accept my email in support of Agenda #17 to return the Rodgers Site to its original use as a neighborhood park.
This parkland as noted in CC minutes over several decades recognizes it as one of the City's 3 original & historic parks.
Neither Lake Park/Circle Park nor Triangle Park as historic neighborhood parks have parking lots. Therefore, it's great
to see that the Attachment#3 recommendation for this parkland will only have to give up a minimal amount of land for
parking spaces! Thank you!!!
As the chair of the City's Historic Resources Board in 2013, 1 oversaw the plaque dedication of historic Triangle Park. As
a member of HB Preserve Our Past I was proud to oversee the plaque dedication of Lake Park in 2016. As a supporter of
historic preservation and as a downtown resident,your anticipated support of this action item is very,very much
appreciated!

Dear Council members of the City of Huntington Beach:
I am an owner of several apartment buildings south of the area that will be affected by Resolution No. 2020-47
establishing Permit Parking District 'T' affecting residents along the Heil Avenue frontage road between
Goldenwest Street and Gothard Street, and Sabot Lane between Heil Avenue and Sunlight Drive.
Please, please do not establish this permit parking district. My residents are in pride of ownership buildings
that are all 2 and 3 bedroom apartment homes. Since 1967 there have been many revisions to the available
open parking that have made a problem for availability of parking to residents of that area. I was a resident of
the housing tract affected by this permit parking district, and have seen firsthand that making the Heil
frontage road a private road for only a few homeowners is simply making a public maintained street available
for use by only a chosen few.
Creating an even worse parking problem for this area, and lowering of property values will be only a few of the
side effects of this ill-advised permit parking district.
Please help me keep my apartment buildings pride of ownership buildings with good property values.

My Dear Madam Mayoress,
I am writing in support of Item XVII,the park usage master plan for the Michael E. Rodgers
Center,1706 Orange Avenue.
This park usage plan was designed at Mrs. Knight's town hall on September 19, and approved
by the Huntington Beach Community Services Commission unanimously is a wonderful usage
plan. It provides open space and grass for downtown Huntington Beach. Additional Outdoor
space is an excellent addition, particularly at a time when outdoor events are increasing in
frequency.
In addition, it provides a permanent assembly hall to the American Legion's 133rd post. Mr.
McClish and the legionnaires deserve a post hall for their meetings. Veterans deserve special
recognition for their accomplishments and sacrifices.
At the same time, additional deliberative assemblies can use the assembly hall. This is a way of
encouraging dialogue and civil deliberation at a time when incivility is sadly increasing
nationwide.
We must also ensure that Mr. Rodgers' legacy is preserved as the planning of this new park
begins. I am hopeful the Huntington Beach Community Services Commission will reconsider the
naming issue that Professor Miller believed should be postponed until after the development of a
usage plan, and consult the Huntington Beach Historic Resources Board on this issue.

In regards to the above item, I have spoken numerous time to this council on the future of Rodgers site as well
as talking individually with numerous city council member on this subject. I believe that Option 3 is a good
compromise with green space and a smaller facility that can accommodate the American Legion and other
possible meeting/class/etc. space needs for this area. My only hesitation in the parking. No other park this size
in the city has parking lot. It's not a destination park, but a neighborhood walk to park. I understand the need
for parking for meetings a be held in the building. However 90%+ of the time building and parking lot will go
used. An alternative to a parking lot would be angled in parking similar to Triangle park along 18th St and
Orange streets. If a parking lot is deemed required then make it multipurpose. Put a gate on the parking lot
when the building is not in use. The parking lot could then be utilized as possible basketball court, skate
boarders, etc. Hopefully this is something to consider during the design phase of the project.
Thanks to Chris Slama, Oliver Chi and the City Council for finally get this site moved towards a neighborhood
asset and another great amenity for the city.

I wish to express my support, and to urge you to vote YES for AgenANWi *.revised conceptual plan for
Rodgers/1 T" Street Park.
This plan represents years of public expression of support for the long overdue restoration of this community park. It is
also an excellent compromise which serves the local community AND assists the American Legion with establishing a
home in Huntington Beach.
I also urge the Council and Community Services to reconsider the large parking lot for such a small community park. No
other City parks of this size and nature have onsite parking lots. Much larger parks with services such as Lake, Farquhar,
and Triangle parks have onsite structures and are examples of parks with no onsite parking and angled street parking.
Since the American Legion has many senior members, if parking must be provided, please make any onsite parking lot
handicapped parking only. Since the Legion would use the facility only monthly or so, the parking lot would be empty
much of the time, our used by beach goers looking for free parking. Also, a parking lot would attract overnight campers,
which are already are problem in this area. A Handicapped parking only lot would be a deterrent to these other unwanted
activities.
Any onsite parking should also be painted for other recreational uses, such as basketball or other sports.
I realize that approving a plan for a project such as this during these troubling times can be a difficult choice. However, in
the grand scheme of things, this proposed project represents the fulfillment of a promise made to the citizens of HB over a
decade ago. Approving this plan now shows the character and resolve we look for in our elected officials to do the right
thing, and faith in our collective future. We will get through this together and come out better for it.
I want to thank the Council, the Community Services Commission, the HB Community Services Department, Chris Slama,
and our City Manager Oliver Chi who have all done the hard work to advocate for restoration of this wonderful City asset,
and to engage the public in a manful way throughout this long process.
