Subject:
Adopt Resolution No. 2020-47 establishing Permit Parking District "Z" affecting residents

Statement of Issue:
Residents along the Heil Avenue frontage road between Goldenwest Street and Gothard Street, and
along Sabot Lane between Heil Avenue and Sunlight Drive, have petitioned the City to establish a
residential permit parking district, Permit Parking District "Z", in Huntington Beach.
Financial Impact:
The regulations of Huntington Beach Municipal Code Chapter 10.42 (Permit Parking Districts) require
that the residents choosing to participate in a residential permit parking district pay a proportionate
share of the cost to establish or amend the district, making the district cost neutral to the City. Typical
costs include, but are not limited to, fabrication and installation of signs, curb markings, which are
initially funded in the General Fund Signs and Marking business unit 10085302, and staff time to
issue permits, which are funded in the General Fund Transportation Management business unit
10085301. The total cost for this parking district is estimated at $1,390, or $66 per address.
Recommended Action:
Adopt Resolution No. 2020-47, "A Resolution of the City Council of the City of Huntington Beach
Establishing Permit Parking District `Z' Within the City of Huntington Beach."
Alternative Action(s):
Do not adopt Resolution No. 2020-47, and direct staff accordingly.
Analysis:
Residents along the Heil Avenue frontage road between Goldenwest Street and Gothard Street, and
adjacent to Sabot Lane between Heil Avenue and Sunlight Drive, have petitioned the City requesting
a permit parking district be created due to commuter vehicle parking impacts and related issues. The
neighborhood is located on the north side of Heil Avenue between Goldenwest Street and Gothard

Street, as shown in Attachment#2.
In addition to the commuter vehicle parking impacts on parking availability, residents expressed their
concerns with associated issues of late-night noise, littering, parking too close to driveways, and
finding curbside areas to place trash bins on the street on collection day. The requested permit
parking restrictions are 6 p.m. to 6 a.m. every day, including holidays.
Following procedures in Municipal Code (MC) Chapter 10.42 Permit Parking Districts, staff validated
the petition, determined the concerns of the residents merit further consideration, and considered the
proposed area to be reasonable.
Staff prepared and sent letters to the affected properties explaining the permit parking district
requirements, boundaries, and included ballots for voting on the permit parking district proposal. As
stated in MC Chapter 10.42, a minimum of 75% of the property units must vote in favor of the parking
district to move the request forward for further consideration. The voting results met the minimum
criteria initiating the evaluation of the conditions of the requested permit parking area.
Following the procedures outlined in MC Chapter 10.42, staff investigated the conditions to examine
the parking conditions and related concerns. Field observations and discussions with the residents
demonstrated that the street experiences recurring parking impacts from commuter vehicles, with the
most significant impacts occurring on the weekend. Although noise and trash bin moving issues
were not observed by staff, these concerns were mentioned by several of the residents as frequent
commuter vehicle parking related issues. Due to these conditions, staff determined that the
unrestricted parking creates situations where the commuter vehicle parking regularly interferes with
residents and their guest parking, and creates other concerns for the residents.
The City Council was originally set to consider the permit parking district request at the June 15,
2020, meeting that recommended including only the west portion of the frontage road. Notifications
were sent to the surrounding area. As a result of these notifications, some residents expressed
interest in being included in the permit parking district, and two residents communicated they wished
to change their original vote from opposed to being in favor. The change of the two votes resulted in
the entire frontage road meeting the 75% support threshold. The revised voting results showed the
Heil Avenue frontage road between Goldenwest Street and Gothard Street, and Sabot Lane between
Heil Avenue and Sunlight Drive, met the 75% minimum support voting requirement to request
establishing permit parking on those streets.
Based on the voting results, field surveys, discussions and comments received from the residents,
staff believes findings can be made demonstrating that commuter vehicle parking unreasonably and
regularly interferes with the use of available on-street parking for residents and guests, and causes
other related disturbances. These findings are consistent with requirements of the Municipal Code
as a basis for establishing permit parking.
The number of affected addresses that would comprise Permit Parking District "Z" is 21 addresses
and is shown in Attachment#3. Notices were sent to the affected properties, as well as properties
within 500 feet of the proposed district boundaries, indicating the date and time of the City Council
meeting.

The citizens of the residential street frontage road along the north side of Heil Avenue

Drive have petitioned for establishment of a permit parking district:
The Director of Public Works reviewed the petition, sent a ballot for further consideration
to residents of the petitioned roadway, and caused an investigation which reasonably established
that:

resolve as follows:

Original Permit Parking District Request:
Figure 1 shows the original petitioned permit parking area along the Heil Avenue frontage road. The
requested parking restrictions are 6 p.m. to 6 a.m. every day, including holidays. Including the
commuter vehicle parking impacts, residents expressed their concerns with associated issues of late
night noise, littering, parking too close to driveways, and finding areas for placing trash bins on the
street on the collection day as the reasons for initiating the process to establish permit parking on their
street.
As required by Municipal Code Chapter 10.42, staff reviewed the request, determined the petition and
concerns of the residents were valid, and considered the proposed area to be reasonable.
Staff prepared and mailed letters to the affected properties explaining the permit parking district
requirements, boundaries, and included ballots for voting on the permit parking district request.

Per Municipal Code 10.42 a minimum of 75% of the property units (1 vote per unit) shall be in favor of
establishing permit parking to move the request for further consideration. Of the 19 affected
properties, 18 ballots were returned with 15 votes in favor of permit parking (83%) and three votes not
supporting permit parking. The 75% minimum support requirement was satisfied to continue the
evaluation. Table 1 summarizes the voting results of the original Heil Avenue frontage road permit
parking district request.

permit parking street. The code requires that facts exist that reasonably establish that unrestricted
parking creates a situation in which the subject streets cannot be used for regular parking by residents
or their guests, or creates a situation that commuter vehicles or their occupants produce significant
sources of health, safety, or welfare concerns to continue the process for further consideration. Below
summarizes the field surveys of the parking conditions in the originally requested permit parking area.

Analysis:
During the weekdays, parking impacts were observed between the evening to early morning hours.
The most impacted field observation occurred on the weekend where a majority of the available on-
street parking was occupied by commuter vehicles. These parking impacts could affect the availability
of on-street parking for the residents and their guests. In addition to the parking impacts, the
residents expressed concerns with trash left on the street and front yards, and late night noise
attributed to the commuter vehicle parking. Although staff observations of the area did not witness
occurrences of trash on the street or noise, these concerns were expressed by many of the residents as
recurring commuter vehicle parking issues.
Municipal Code 10.42 requires that specific conditions shall exist for a parking district request to move
forward for consideration to the City Manager's office. These include: unrestricted parking creates a
situation where on-street parking cannot be regularly used by residents and guests; or, unrestricted
parking by commuter vehicles produces significant sources of health, safety, or welfare concerns.
Based on the field evaluations and discussions with the residents, staff determined that the
unrestricted parking creates a situation where the commuter vehicle parking regularly interferes with
residents and their guests parking, and produces significant sources of welfare concerns, and
recommended establishing the permit parking district.
Revised Voting Results:
Prior to the original request being considered by City Council, staff mailed notifications to properties
within a minimum of 500 foot radius of the proposed permit parking district area. Staff received
several responses from residents in the neighborhood supporting and opposing the permit parking
district request. In addition to receiving responses from residents outside the parking district area,
staff was contacted by a resident within the proposed parking district who communicated the desire to
change their vote from "YES" to "NO". Due to this change, the original permit parking district area no
longer met the minimum 75% support requirement, however, the west section of the Heil Avenue
frontage road still qualified with a minimum of 75%voting in favor of the request. The revised voting
results for the west and east section of the Heil Avenue frontage road based on the one vote change is
shown on Table 2 and Figure 2.

Updated Permit Parking District Request:
Due to the revised voting results and responses received by staff from residents on nearby streets after
the notifications were mailed, staff's decided to re-ballot the area to give an opportunity for residents
on the adjacent streets to participate in permit parking and confirm the affected addresses support for
the proposal. Staff received comments from the residents on Sabot Lane and Sunlight Drive expressing
interest in joining the Heil Avenue frontage road for permit parking, prompting staff to re-ballot the
area to determine if these streets would qualify to be included in a new permit parking district. The
voting results showed the west section of Heil Avenue frontage road and Sabot Lane between Heil
Avenue and Sunlight Drive qualified to be considered for permit parking. Voting results are shown on
Table 3 and Figure 3.

Resident Comments Requesting Entire Frontage Road for Permit Parking:
Prior to the updated permit parking district being considered by City Council, staff received comments
from the residents on the east section of the Heil Avenue frontage road who expressed interest in
being included in the parking district. The residents on the east section of the Heil Avenue frontage
road commented that the entire frontage road, not just the west section, should become permit
parking due to the likely result of on-street parking impacting the east section of the Heil Frontage road
if only the west section ispermitted. Because of these comments the updated permit parking district
area was revised to include the entire frontage road and Sabot Lane north of Heil Avenue and is shown
in Figure4.

Staff Recommendations:
Based on the updated voting results, field surveys and discussions with residents staff has determined
that the provisions in Municipal Code 10.42 have been met as a basis for establishing a permit parking
district. Staff recommends establishing Residential Permit Parking District "Z" consisting of Heil
Avenue frontage road between Goldenwest Street and Sabot Lane, and Sabot Lane between Heil
Avenue and Sunlight Drive and is shown in Figure 4. The parking district is recommended to include
Sabot Lane due to the probable shift in commuter vehicle parking to that street with permit parking
implemented on the Heil Avenue frontage road.

Subject: proposed establishment of Permit Parking District "Z" (Resolution No. 2020-47)
To the City council of Huntington Beach California:
I am asking that the city council please do not adopt Resolution No. 2020-47 establishing Permit Parking
District 'T' affecting residents along the Heil Avenue frontage road between Goldenwest Street and Gothard
Street, and Sabot Lane between Heil Avenue and Sunlight Drive.
This resolution will do nothing to solve the current parking problems (and lack of parking) for the residents in
this area. By privatizing a city maintained road for only a few select residents, this measure does not solve the
real problem of lack of adequate parking space.
The apartment buildings between Heil Avenue and Norma (south of the proposed permit area) have already
lost originally planned parking when Golden West and Heil were red curbed for no parking and increased
traffic lanes. Also, there is no allowed overnight parking at Murdy Park or the closed Park View School.
Please do not make the parking situation for the entire area and residents worse by establishing this permit
parking zone.

Today I received notice of the proposed parking permit along Heil Ave. I work full time and attend school full
time at Cal State Fullerton. During the school year, I often do not get home from work until after midnight
because I attend lectures during the day. On these nights, parking on the West side of Heil Ave is generally
completely full, forcing me to park on the other side of the street. If the ability for me to park on that side of the
street is taken away from me, I would have literally nowhere to park my car at night.
It also does not make sense to me, considering that my address is 7102 Heil Avenue, that I would be forbidden
from parking on one side of Heil Avenue. Please take this into consideration when deciding on this new policy.

July 20, 2020. This is a very short notice for those taxpaying citizens that wish to attend the
meeting.
With reference to my email letter sent 6/12/2020 and noted below, I am resubmitting this email to
you and hopefully you will read and understand the seriousness of public parking in our area.
I am having difficulty understanding the sense of urgency on a proposed residential permit
parking during a COVID Pandemic. This is no time to consider taking away parking from the
less fortunate resident tenants for the the benefit of some homeowners.
May I encourage you to drive by the Heil Ave. Frontage Rd. and notice some parked/storage
motor vehicles, such as the red 4-door Toyota, Cambry in the first parking space nearest to
Goldenwest St.
This vehicle uses this parking space for as long as I can remember.
And, the enormous 5th Wheel vehicle parked on Heil, in front of one the houses, near Sabot
Ln. You can't miss it.The 5th Wheel has been there every day this week, as I did drive by each
day. I asked someone who the owner is and I was told its a homeowner, a retired L.A. Sheriff and
he is parking the 5th wheel in front of his house.

The public parking is meant for the needs of our committee, not for the parking and storage of
homeowner's personal recreational vehicles and other personal motor vehicles.
I do believe you will understand the needs of all of our Huntington Beach residents. The
Sabot/Heil tenants are trying to survive during these difficult times, like times they have never
experienced before.

to conduct business on this non-urgent matter. When I received Mr. Stachelski letter I
immediately called him and inquired as to the urgency. He stated to me the Heil Ave.
homeowners have been waiting for over a year on this issue. Please, both sides of this public
parking matter needs to be fully considered.
The residents impacted by a proposed change in public parking would like to attend a public
meeting and voice their concerns to the City Council members in less restrained health
conditions. However, some folks will attend the City Council meeting on June 15th.
I do understand approximately 12 residential homeowners on Heil Ave. would like the public
parking for their own use. My observation is the homes all have a two (2) car garages as well
as their parking driveways. And, one of the homes does has a three (3)car garage and
driveway.
This proposed public parking change would give the homeowners additional parking and
parking for their guests. I don't have control who parks in front of my home and few people do
as it is public.
The Covington four-plexes across the street from the residential houses on Heil Ave. were built
in 1968/1969, and they have been a residential rental community for all of these years.
Some years ago the City took away the street parking on Goldenwest St., causing all the
residents of the Covington four-plexes on Goldenwest St. to move their motor vehicles inward
to the alleys and to the next street, Bartlett Lane creating a parking nightmare.

The residents occupying the Covington four-plexes, some long-term and hard working families
would love to be the proud owners of a Huntington Beach house but circumstances don't
permit them from having the luxury of home ownership.
The above-mentioned public parking on Heil Ave. has been valuable for some tenants because
they work late at night and when they arrive to their apt. there is no parking is available. Their
jobs in the restaurant, food service business, home service industry often requires them to
close up the business at night.
Also, in normal times, no pandemic we have night school students that can only go to school at
night due to their day jobs and parking is a real issue. We are once again reminded of the
"essential service" provided by hard-working Americans, many are tenants in our community.
There should not be any discrimination between homeowners and tenants. They are all
people attempting to make a decent living and raise their children. In keeping the current public
parking on Heil Ave. for all is the best most fair and the decent thing to do.

I live at the apartments across the way. This will cost a hardship for the Huntington beach residents on my
track. Parking is very limited to begin with as residents already park near trash bins or wherever a spot is open.
Sometimes I get home at 1 Ipm and have no choice but to park wherever I am lucky to find a safe spot. Also
with Covid EVERYONE is working from home.
Where can I park my car when I get home at 11 pm?

almost my whole life, living in both the apartments and the Prestige home track for many years.
I am sending you this email to request that you reiect the adoption of Resolution number 2020-47. "A resolution of the
City Council of the City of Huntington Beach establishing Permit Parking District' ' within the city of Huntington Beach",
that you will be voting on Monday,July 20, 2020.
This rejection request or postponement of this Resolution is necessary because information presented in the previous
meeting on October 7`h, 2019 is not correct. I addition to that, with the added street of Sabot.The investigation by the
city to determine if facts exist and the creation of the field survey do not include Sabot Lane in their analysis.Also, figure
4 of the staff evaluation, shows the eastern part of the frontage road as part of the parking district when it only received
57%of the approval.
The apartment area that was discussed is directly across from the homeowners,they share Heil for their addresses. The
biggest misinformation claim is that there is sufficient parking for the apartments, and that the residents are not utilizing
the available parking and are abusing the situation. To clarify the situation; each individual 4 unit apartment building
located on Heil and the surrounding area, have two private parking spaces and two 2 car garages. There is also a shared
space located between buildings. Each individual 4 plex has a three bedroom apartment in the front and three two
bedrooms units = nine bedrooms for that building, which means that without any street parking, each apartment has 1
and a half parking spaces that they can use. It was also stated that you could park in front of the garages, this is
incorrect and unsafe. When done the garages are blocked and become inaccessible, the alleyway becomes a hazard.
It was also stated that the garages are being used for storage, this is an unpermitted change on some buildings and the
city should correct those owners through enforcement. Each apartment has access to one car sized spot in a shared 2
car garage and rotating use of a exterior% space parking spot. In comparison to the four available spots for each
home(2 on driveway-2 in garage).
If I have not said this clear enough—there is insufficient parking for the area. The Street parking is constantly packed.
In addition, there is a large apartment complex that has limited parking for the number of units that it has. Exact
numbers are not available at this time.
It's understandable that there has been some confusion as it appears that there are large parking areas at the Park and
closed school, but none of those spaces are available for parking by the residents of the neighborhood.
Since the expansion of the Murdy Park Community Center(2017),the increase in noise, trash, and criminal activity has
increased for the residents of the apartments. That is where the claims of criminal activity are coming from.This
Community Center is open 24 hours and needs to have reduced hours as most of the parks in Huntington Beach already
have.
Apartment Owners must be very careful when limiting vehicles as it can be construed by Fair Housing as a violation. For
example: You have a 2-bedroom apartment. You limit the resident to one car. Which means that you will give
preference to a family with children that are not of driving age, or families over roommates. Even if the owner or
manager does not state this.

This is a clear violation of Fair Housing. However, this was a recommendation I received when I called Public Works
about the situation.
The homeowners have unfortunately ignored the park as the center of the problems. Which is located next to the
apartment complexes. Currently the city has closed certain areas of parking which has pushed even harder on the
residents as people return to the park.True "commuters" park on the resident streets even though the residents are not
allowed to park on the school or the park, they have been told this by the city and threatened with towing.
Concerning the frontage road and blocking the use of the frontage road from the Apartment residents from across Heil,
this will not widen the frontage road if the homeowners continue to use the road themselves. If there is not sufficient
space, the frontage road should be declared a Fire Lane and restrict all cars from parking there.
A Fire Lane would address all space issues for Trash pickup day, emergency vehicles, tight turns to get out of drive ways
and increases visibility.
Putting in a Restrictive Parking District in this area, moves the issue to another, nearby area.
If the apartments do not get access to the basic amenity of parking, then the area will decline as residents move and
owners struggle to fill a unit that can only have one car in it.
To truly give these homeowners the quiet and space that they are requesting, it is imperative that the true parking
shortage be addressed in the neighborhood. Please be a stand-up city council and help the owners of these apartment
properties, many of whom have as much pride in their properties as these homeowners do.

On June 10, 2020 we sent an e-mail to all council members expressing our opposition to the proposed residential permit
parking on Heil Ave. It has come to our attention that the matter was postponed until the July 20, 2020 City Council
Meeting. Below please find our original comments regarding the proposed residential permit parking district. We remain in
opposition to the proposal.
"Dear Council Member
We currently own five rental properties within the City of Huntington Beach. Two of the properties are located at 7092 and
7102 Heil Avenue across from the proposed residential permit parking district. We respectfully ask that you vote against
the proposal.
As providers of multifamily housing our tenants are hard working individuals who often work odd hours or evening shifts.
In addition, to help with expenses our tenants often double up. As an example, one of our larger three-bedroom units has
three roommates and three cars. They are provided two parking spaces on the property. These individuals are health care
workers and therefore considered essential workers during the pandemic. They work long hours and often come home
later in the evening when parking is a premium. In our effort to provide affordable, safe housing, parking for our tenants is
a must. Over the past few years household formation has increased and it is not unusual that apartment dwellers have
multiple drivers with two and three cars. This taxes older properties with 60's and 70's parking requirements and
allocation.
We would like to add that the red curb along Golden West has placed added stress on parking in the area as tenants who
would have parked along Golden West now must park along an interior street.
Again, we ask for a no vote on the proposal."

Covington four-plexes on Goldenwest St. to move their motor vehicles inward to the alleys and to the
next street, Bartlett Lane creating a parking nightmare.
The residents occupying the Covington four-plexes, some long-term and hard working families would love
to be the proud owners of a Huntington Beach house but circumstances don't permit them from having
the luxury of home ownership.
The above-mentioned public parking on Heil Ave. has been valuable for some tenants because they work
late at night and when they arrive to their apt. there is no parking is available. Their jobs in the restaurant,
food service business, home service industry often requires them to close up the business at night.
There should not be any discrimination between homeowners and tenants. They are all people

My name is Hung Le. I am a U.S. Navy vet and home owner on Heil Avenue between Goldenwest Street and

I am writing this letter in strong support of a residential permit parking district my neighborhood for three (3)
main safety reasons.
I. Emergency Ingress and Egress. Not too long ago, i had to call 911 due to a medical emergency for my
father. I witnessed first hand that firetruck and ambulance had a hard time to get to my property
because there were too many vehicles parking on both sides of Heil Ave frontage road. The vast
majority of these vehicles belonged to drivers who residing from the south side of Heil Ave in multi-
family complexes.
?. When these drivers park on Heil Ave frontage road, they jaywalk across Heil Ave busy traffic. We are
not only talking about adult drivers but also jaywalking across the traffic with them are young children
as well.
3. The debris that they left behind include condoms, used hypodermic needles, and broken beer bottles
to name a few. I have no choice but to clean up myself for the well being and safety of my young
children. I spent years of my life to defend this country and its constitution yet feel so powerless to
protect my children in my own neighborhood.
Now it would have been an ideal solution to have the city to put up either a four-foot high continuous wall
from Goldenwest Street to Sabot Lane or beautiful shrubs to deter the jaywalk and congested
parking. The aforementioned might sound unrealistic to the City Council but we ,home owners, do pay high
property taxes and expect to enjoy our properties to the full extent.
A more realistic approach is to approve a parking permit district on Heil Ave frontage road to keep our
neighborhood and children safe.

I understand this has been proposed before,and I don't see how the circumstances have changed.
Why is this being addressed again,and again?
During this PANDEMIC,when so many may not be able to attend this meeting to make there
voices heard, it should not have even been scheduled. Also getting notified on late Thursday is
not enough time to prepare.

I am a current resident that lives on 7062 heil Ave. I wanted to address the letter that I received in the mail about the
parking permit.As a resident across the street from the houses we don't get a lot of parking in the first place.Some of
the renters over here have over 3 cars in a house hold that end up taking over a lot of our street parking.That ends up
leaving us with no parking or trying to find spots deep into the neighborhood not even close to where we live.Also some
of the cars parked on heil never move there cars or even leave because of the COVID-19 issue that we all are dealing
with.As a renter I understand the frustration that the home owners are going through across the streets with parking
issues. I also spoke to one of the home owners and asked why they we're trying to prevent the parking.They said that
late at night cars would park there and just sit with loud music on disrupting there sleep. I understand the frustration
they are dealing with but also I don't think the renters across the street should suffer because of random people driving
by that don't live there or here.As a renter at 7062 heil Ave sometimes I can't find parking anywhere and I've had no
choice to park across the street along the wall. I have a 2 year old and I'm not going to park super far away and walk
with her to my apartment. I believe that every renter on heil Ave should be aloud one parking permit to be able to park
across the street along the wall. It's fair to us because we all live one heil Ave just like the homeowners. It's a very selfish
thing to allow just homeowners to have permits and not the renters across the street.We all live on heil Ave and should
have the same parking rights.

Good Evening,
I've been made aware that there is a request to have parking permits required for the street on the north side of
Heil Ave between Goldenwest and Gothard.
I strongly oppose this request for the following reasons which were written by my landlord and 1100%agree
with.
1) Our tenants work varying shifts and often come home late.As owners safety and parking availability are paramount.
2)The parking configuration of apartments built in the 60's and 70's is outdated relative to current needs.
3)Tenants have room mates and thus multiple cars.
4) Families have grown children and thus have multiple cars.
5)The red curb along Golden West has forced more cars to interior streets.
I would also like to add that I am someone who gets home late from work some nights and there are countless
times when I have looked for parking on Sabot Ln, Maddox Dr. , and Kellog cir. and there were no spots
available. I resort to parking in the neighborhood across the street on the north side of heil since my apt is on the
south side of heil. As a smaller woman, I am already uncomfortable walking from that side of the
neighborhood, crossing the street, and walking to my apt that late at night. If I am not able to park in the
neighborhood across my apt, I would need to park much further into the neighborhood (if I could even find a
spot)and be further away from my apt, therefore, making it an even longer walk to my apt late at night. The
neighborhood is safe for the most part, but I do see homeless looking through our trash bins often, very
intoxicated people traveling down the alley ways, and there have been times when a criminal is running through
the neighborhood with cops coming by and telling us to stay inside our homes. I just want to look out for my
own safety at the end of the day and if this parking permit request gets approved,that would compromise my
safety.

The parking is not clear. I thought last time, we only voted for the west side area of Sabot lane, not east side.
I called Bob Stachelski, and he told me on the phone the vote was not on the side where my house is located
east side), so I do not have to worry that much.
Why do we keep changing it?Also, the time did not change from 12PM to 6AM, public parking in the beach
area allowed people park until 10PM,why do we have to start from 6PM?
The residents in this neighborhood should not pay any parking fee. Non-residents who want to park in this
area should pay.
The City should contact owners of those apartments to solve the problem instead of bothering these home
owners. City can also make the owners of those apartments pay parking permit instead.
Again, I don't mind if the time start from 12PM. We have a big family, people come visit and have dinner with
us all the time, start from 6PM is ridiculous.
I never seen a single house resident area without HOA needing a city permit to park in-front of our own
house, and family relatives cannot come visit after 6PM in the free country United States of America.
I'm sure you can change the times, since you already changed the area many times.

I am following up on an e-mail I sent eight days ago regarding your last minute decision to revise the parking
times for the Parking District on Heil. Do requests for answers and information usually go unanswered?
It appears that the minority of residents on the east end of Heil have once again made more noise and once
again effected change to the Parking District. First they do not want it, and get it removed from the agenda day
of the vote. Then the westside moves ahead as west end only and the east end gets it pulled from your agenda
again on the day of voting.Now they want to be added back on the agenda item. Then they are added, do not
show up to speak at the City Council Meeting, and yet get their way once again. And even perhaps a few
apartment owners, who are not residents of our tract, spoke at the Council Meeting and swayed you as well?
Were the considerations of the Woodlake and Whiffle Tree apartments residents and owners taken into account
when you granted the residents of Plymouth Lane a 24 hours Parking District, totally cutting off the apartment
residents from parking on Plymouth? We were simply asking for a reasonable 12 hours be granted with the
same consideration you gave Plymouth Lane, as well as many other parking districts in Huntington Beach. The
apartment owners on Heil should be ensuring adequate parking on their side. Garages used for parking and not
storage or living, etc.
Does someone need get run over j-walking on Heil? Does my neighbor need to get assaulted again?Do we need
our yards used as escapee's routes from villains fleeing the police? How much trash are we expected to have to
cleanup to keep our neighborhood looking nice? We've had cars keyed, driveways block, and a total disregard
for our neighborhood pride from non-residents filling our street up. NON RESIDENTS of our tract. I can't
express that enough. Why is our street such a low priority?
If Murdy Park activities are driving this, again I ask why? Why should events at a park the City should be
providing adequate spaces for effect us? Maybe permits should not be issued to groups to large for the spaces
allotted at Murdy's parking lot. And lets be honest, even before COVID, its rare I think that Murdy is having so
many events each and every night, that apartment residents need to park in another tract.
Only one resident on the west side of Heil was spoken to by a City Council member. ONE. Please reconsider
and approve what the actual agenda item was; 6pm-6am. We are just asking for a little consideration for all the

time (over 19 months) and work that has been put into this. Not only from residents, but also the nice people
down at City Hall like Darrin. We have never wavered, never called to pull items from the agenda at the last
minute, and never asked for anything else, but a 6pm - 6 am timeframe for the parking district.
I work from home and welcome a call, e-mail, or a site visit. I will show you how narrow our street is. I will
walk you through all the details and incidents we have had here in front of our homes. I am sure I could even
round up a few of my neighbors as well who have been affected by the parking situation.

Good afternoon,
I am one of the two residents of the Heil frontage road that spoke at Monday's meeting. I spoke up for a parking district with the
hours of 6pm-6am.I was dumbfounded when I found out the parking district was approved as 1 Opm-6am.For me,the 6pm-
6am was a compromise I was willing to live with.I would have preferred 24/7,365 days a year like some of the parking districts
have across the city.
The residents of this Heil frontage road,particularly west of Sabot Ln.,have been put through many difficulties over the past 19
months,from the agenda item being removed at the last minute,to residents confusing other residents with an alternate plan
which was not actually an alternate plan,nor a plan that followed any current city codes. I have professionally addressed my
fellow residents with my reasoned analysis based on more than 25 years of experience in Architecture and Land Planning.
I have supported the 12 hour Parking restriction,even though I wanted a 24 hour solution,seeing it as an agreeable compromise.
To find out later the council arbitrarily changed the core of what I supported,I find to be a violation of the process.And once
again letting the Eastside of Heil control the issue with little to no regard for the westside,which bears the brunt of the issue.
I continue to witness trash being dumped,parents dragging their kids through traffic,and vehicle maintenance work being done
on the street with a total disregard for the residents on Heil.I have spoken with many of the people who park on Heil and have
politely asked them to reposition their cars so I could safely back out of my driveway,and 9 out of 10 ignored my request.
If residents on the east side want a 1 Opm-6am to accommodate family gatherings,I understand. But they can purchase permits
like I will need to do.To deny so many others and reward the very few outspoken seems so inconsiderate to those who in good
faith supported this 6pm-6am parking District since December 2018.We want a cohesive street,but I want to know why the few

on the Eastside of Heil seem to have the control of the original proposal and successfully removed the issue from the agenda at
the 1 Ith hour.Then when we moved forward as just the westside,they got the proposal pulled again.And now somehow they get
the hours changed without the rest of us being notified?I want to know how that happens.It's not what I supported.
If the Eastside wants 1 Opm-6am.Fine,let them have it.But what the Westside voted for,supported,and spoke up for,before the
City Council no less,was 6pm-6am. It seems a fair and agreeable compromise,once again,to do that.
If you honestly believe anyone who comes home and parks on Heil,jaywalks across Heil to their apartment,is returning before
1 Opm to move their car,you just do not understand the issue at hand and have given one resident control over 18 other residents
in regard to the timeline. I am out late on frequent walks and I work at home.I work odd hours so I
see what's going on. It's rare that cars move after 8pm.A few late arrivals maybe looking for a spot to park,but that's about it.
Once they park,they don't leave until the morning.No one parks on Heil to walk over to Murdy Park.Murdy Park does
not run enough late events to account for the people parking on the Heil Frontage road because
of Murdy Park events. No one parks on Heil to run across to the mini mart at Arco. We are impacted by non residents of
the frontage road of Heil who have no pride of ownership,but seem to live by the policy dump and run."
