Subject:
Considering the Duration of the Closure of the Second and Third Block of Main Street for
Restaurant / Retail Use During the COVID-19 Pandemic
Statement of Issue:
On July 1, 2020, Governor Newson ordered the closure of indoor operations for restaurants, personal
care services, hair salons, and other select businesses, in response to an increase in coronavirus
cases statewide. To help ease the impact of these restrictions on the Huntington Beach business
community, the City developed a Temporary Emergency Use Permit program, whereby businesses
could apply to expand their operations outdoors. Additionally, on July 6, 2020, the City Council
directed the City Manager to temporarily close the 2nd block of Main Street to provide greater
opportunity for downtown businesses to operate outdoors. After a successful pilot program on the 2
nd block that increased business and pedestrian activity in the area, particularly for dining
establishments, the City Council further directed on August 3, 2020, that the City Manager expand
the street closure program and temporarily shut down the 3rd block of Main Street. These measures
were directed to be short-term in duration, and that the street would be reopen to vehicular traffic
when the State permitted indoor restaurant operations to resume.
Recently, the City has received competing requests regarding the closure of the 211 block and 3rd
block of Main Street. First, the Downtown Business Improvement District (BID) has asked that the
City extend the closure of the 2nd block of Main Street until December 31, 2020.
Additionally, we have received requests from certain retail businesses on the 3rd block of Main Street
that the road be reopened to vehicular traffic. Concurrently, we have received competing requests
that the 31 block of Main Street remain closed in coordination with the decisions made on the 2nd
block.
Financial Impact:
The fiscal impact to continuing or modifying downtown street closures and expanded outdoor
operations is minimal. City staff time is required to process permit requests, conduct necessary
inspections, install and maintain the safety bollards and closure barricades for the street closure, and

patrol the area for compliance with COVID-19 related health and safety guidelines.
Recommended Action:
A) The City Council is being asked to choose one of the following options for the 2nd block of Main
Street:
1. Authorize the City Manager to extend the temporary closure of the 2nd block of Main
Street through at least December 31, 2020;
-or-
2. Direct that the existing determination for the 2nd block of Main Street (i.e., that the street
be reopened to vehicular traffic once indoor restaurant dining is allowed) be maintained.
B) The City Council is being asked to choose one of the following options for the 3rd block of Main
Street:
1) Maintain the 3rd block closure of Main Street to vehicle traffic in coordination with the
determination made on the 2nd block of Main Street;
-or-
2) Reopen the 3rd block of Main Street to vehicular traffic, while also allowing restaurants
and commercial operations to continue utilizing parking spaces and / or walkways for
business expansion purposes.
Alternative Action(s):
Do not approve the recommended actions and provide staff with alternative direction.
Analysis:
Following Governor Newsom's July 1, 2020, order restricting many types of indoor business
activities, including restaurant and retail operations, the City Council approved the creation of an
expedited Temporary Emergency Use Permit program to help businesses across the city expand
their operations outdoors to reduce the economic toll of COVID-19. Across Huntington Beach, the
program has been well received with over 80 businesses having applied for a Temporary Emergency
Use Permit.
In the downtown area specifically, 17 businesses have expanded their operations outdoors following
the closure of the 2nd and 3rd blocks of Main Street. These measures were intended to be temporary
in duration and to be reevaluated, as needed, based on changing State and County business
regulations.
Due to the success of the 2nd block street closure, which has resulted in increased business activity
(particularly for dining establishments), the BID has submitted a letter showing the support of 19
downtown businesses requesting that the street closure be extended until at least the end of the

calendar year.
Against the success of the 211 block closure of Main Street, the 3rd block closure has been met with
mixed results, as there are fewer dining establishments and more retail businesses on that section of
the street. Restaurants have largely reported a positive increase in revenue, while retail store
operators have shared that they have been negatively impacted since the street closure. Due to this
downturn in retail, the retail business owners have requested that the City reevaluate its decision to
close the street. If the City Council were to direct that the street be reopened, it would be possible to
institute a modified approach on the 3rd block that would allow for the reopening of the street to
vehicular traffic, while also allowing businesses the option of using the parking spaces and / or
walkways in front of their operations for expanding their business functions.

Dear Mayor Semeta and City Council Members,
The mission of the Huntington Beach Downtown BID is to be the advocate voice for our
coastal downtown community, creating economic vitality and the premier entertainment
destination. The BID recognizes a significant opportunity to deliver on this mission by
extending the outdoor dining and shopping program on the 2"d block of Main St. The
BID respectfully requests your support of this ask for an extension of the temporary
closure through Dec. 31, 2020.
Situation Analysis: Restaurants and retailers have enjoyed significant gains on
revenue and traffic since the closure of the 2nd block on July 11th. Businesses on the 2"d
block received the attached email on Friday, Aug. 28th asking for their feedback on an
extension of the closure. Businesses on the 1st and 3rd block were not included in the
polling. Per the attached documentation, the following businesses support an extension
of the temporary closure through Dec. 31, 2020. The BID has not received any
responses against the extension. Businesses unaccounted for have not responded to
the email or in-person follow-up.

As a long time HB resident and patron of Main Street, I feel compelled to share my opinion about recent
developments.
I just learned that the City Council is considering removing the outdoor dining options recently put into place
on Main Street. That this is even being considered is extremely disappointing especially for the businesses on
the block between Olive and Orange that only recently were allowed this option. Earlier,when businesses were
initially moving outdoors, my husband and I considered returning to Main Street establishments. However,
we did not feel that it was safe enough with clear boundaries etc. Only recently, now that there is more

experiences have been very positive and we plan to continue to do our part to support the area.
Through discussions with business owners on Main we realize the investment that has been made and we know
for some long-standing businesses the next action would have been to close down and leave the area. Thanks to
the expansion into the street these businesses are actually regaining some of the momentum lost during the
pandemic. While apparently some businesses are complaining about lack of vehicular traffic, it should be
considered that if we have a volume of unoccupied businesses there will be an even greater economic impact.
Some of the hallmarks of this crisis include changing guidelines (example: from no need to wear masks, to
masks help, to masks are mandatory) and a lack of concern for public safety. To "end" the current state so soon
given the time and effort thus far would be a huge mistake and send the wrong message. In addition, all
guidelines still refer to the need to be outside vs. indoors.
In a time of unprecedented economic and physical loss, let's give the businesses a fighting chance and keep our
HB residents safe. This community is innovative and agile, surely there is a way to give all businesses on Main
a chance to survive.

My name is Jim Hall with Surf City Ale House. Respectfully I submit this email as my support for 3rd block and 2"d block to
remain closed until the end of the year. Perhaps longer depending upon pandemic regulations. The 3rd block street
closure has been amazing for our business and our 40+employees, not to mention the locals and tourists
overwhelmingly support the street closure.
To add some substance to my position, our sales are up 15%when comparing the 3 weeks prior to the street closure to
the 3 weeks after the street closure. The city provided the "opportunity" and we developed our plan and made
investments by procuring tables, chairs, umbrellas, heaters,green turf, plants and lighting to make the main street
dining experience amongst the best looking on Main Street. We take pride in the final product! We've invested
thousands of dollars based upon a commitment that 3" block was going to remain closed until the end of the year. I've
also hired 4 new employees with 2 more about to start this week as the additional sales warranted the hiring of more
employees. Proudly, I was able to pay my full rent to my landlord as a result of the increased business in August. I'm
happy to confidentially share other financial reports upon request if needed.
I know a select few are not happy about the street closure. Many or most of those business owners did not embrace the
closure.Some hibernated within their business and spent lots of energy fighting the city council's decision, rather than
embracing the "opportunity." I'm empathetic to them because these are scary and concerning times as a business
owner. I've made it a point to support some of the business, such as Rockin Fig. We purchased 2 surf boards and 10
hats for our staff to wear and promote his business. However, as a business owner, we don't have time to fight the
changes. Changes have come and will continue to come and they need to be met head on with innovation, adaptive
mentality and strategic planning. Just like so many of the businesses have done in downtown. I applaud them and I
applaud the city council for providing the "opportunity".
Retail business is under siege right now by Covid -19 restrictions, a sluggish economy, supply chain interruption,Amazon
(and other online companies) dominating the market and this is a tough time to be in retail. No doubt! The 3rd block
street closure is far from the top of the list of threats to our local retail. In fact, if surveyed the 2nd block retailers have
been very vocal about their success. I want all of HB local businesses to survive this pandemic. We will do our part to
continue to support our local businesses and cross promote.
In summary,the 3'd Block street closure (as well as the 2"d Block street closure) are great for business, community,
employees and the City of Huntington Beach. 3`d block has over 150 restaurant employees and growing. The vast
majority of the businesses support the full closure of the street.

As residents of downtown Huntington Beach Margie and I are thrilled to see sections of Main Street and 5th Street
cordoned off to create outdoor dining spaces for restaurants (the Surf City Open Air Dining Program). Margie and I wish
to congratulate the City Staff and the City Council for establishing the very innovative and out-of-the box initiative known
as the Surf City Open Air Dining Program. The operators of those establishments say that they are seeing an uptick in
business volume. even when compared to this same period in 2019. They also say that this change is transforming the
character of downtown in a positive direction.
The Covid-19 Pandemic generated functional restrictions that put many small businesses in Huntington Beach at risk of
total financial collapse. Many of those small businesses are resident and visitor serving restaurants. The closure of
indoor dining has brutalized the financial health of our Huntington Beach restaurants.
The positive impact of the Open Air Dining Program on the Huntington Beach downtown district is remarkable. While
carefully practicing various Covid-19 protective measures, the downtown business community is now on the road to a bit
of hard-earned breathing room in their journey toward financial recovery.
As downtown residents for over 20 years we believe that the additional outdoor dining and retail spaces, along Main
Street in particular, has created a positive and visitor friendly environment that should remain long after the Covid-19
Pandemic indoor dining restrictions are eased. The closure of Main Street for Surf City Nights for over a decade should
be expanded to bring a much larger and more permanent footprint to outdoor dining. To the contrary, the daily cruising
traffic up and down Main Street brings little if any contribution to the economic vitality of our town. In fact, we have long
believed that the first 3 blocks of Main Street should be transformed into a walking/shopping/dining area (like 3rd Street in
Santa Monica).
We believe that a thriving food service community benefits all of Huntington Beach by further opening Main Street to
welcome our residents and visitors.

My wife and I have lived in HB for almost 40 years. We love the weather, the lifestyle, and the convenience of being
able to get to whatever activity we want to within 15 minutes.
Having said that, we seldom went downtown. The area was always nice, but it just didn't attract us; it never felt like
"home." However, that all changed with the street closure resulting from COVID-19. Downtown now seems to us like a
real part of the HB community. We have spent more time (and money)there in the last few months than we did in the
last 40 years!
We have done a lot of traveling in Europe and the beachside communities over there are always wonderful places to
hang out...not only for visitors, but also for the locals. HB is an amazing area and being downtown with the street
closed, dining outside, and strolling through the shops is awesome! It puts HB on a par with some of the best seaside
cities in Europe. In our humble opinion, it would be highly imprudent to capitulate by reopening the street. In fact, we
believe that all three blocks should be closed to traffic permanently!

I applaud the council for closing Main Street to traffic. I am a HB resident who enjoys the home-like feeling and
nostalgia of Main Street. My enjoyment was often interrupted by the sounds of motorcycles intentionally revving their
engines, and some autos doing the same. Often these vehicles also were driven recklessly. Now with them prohibited,
the original vitality of the street has been restored, and replaced by pedestrians enjoying what Main Street has to offer
without the risk and noise.
This model-elimination of vehicular traffic in the downtown area— has become the emerging trend in Europe's large,
tourist friendly cities. And not just a Covid-specific phenomena. Let's make this change permanent too.

Dear Mayor Semeta and Council members;
Mary and I wish to thank you for the courage to do the right thing during these challenging times. The
outdoor dining on the 2nd and 3rd blocks of Main St. has been and continues to be a major success. The
Surf City Open Air Dining Program is an example of what could be, for our downtown, on a permanent
basis. As home owners on Main and Olive here are a few things we've observed;
• Businesses are thriving and finally able to recoup their losses while they were closed. The foot
traffic has increased to include more families, tourists, and visitors from our surrounding
communities also contributing to our local vendors.
• It appears there has been a reduction in transients and intoxicated individuals passed out on our
stairs and sidewalks.
• The loud exhaust from motorcycles and cars has decreased significantly.
• We enjoy a meal downtown every day and have heard all have positive views of the new closed
streets from many locals as well as visitors.
• Crime downtown is down!
It is understandable how some may resist change and would like to return to the old set up, but I would
offer to you and the counsel that courage and vision are what make change possible. Please don't let the
network of social and business politics get in the way of progress and positive change. These are our
neighbors and we support them as we all should as members of the same community.
With all that Corvid 19 has impacted and the divided social issues of the day, it is a bright spot to see a
city that has vision and is using this opportunity during a pandemic to show all the property owners and
residents of Huntington Beach what a future vision of down town could look like.
Please keep block 2 and 3 on Main street closed forever!!

Not sure if this is the correct place to send my comments about Main Street. Please forward if needed.
I'm a resident of Huntington Beach and for years I have been disgusted by the loud cars, motorcycles and other vehicles
on Main Street. My comment has always been. Why doesn't the city close Main Street for the first 3 blocks and have a
nice walking promenade. It would allow for outdoor seating and really upgrade our town.
So one of the positives of covid is that the 2nd and 3rd block of Main Street have been closed. It has been so positive.
More families and people walking, eating AND shopping on Main Street.
I have to say that covid has limited shoppers (and many stores currently limit the number of people coming in).
However I encourage the city council to look into keeping Main Street PERMANENTLY closed to traffic at least the 2 & 3
block. Locals and tourists love the ability to walk and so much more foot traffic will actually help downtown merchants.
Let's take this positive and make it permanent.

CLOSURES
Dear City Council Members -
At a time when our city is seeking to do whatever it can for our downtown businesses and increase the potential
for more tourism, extending the current closures along Main Street should be a "no-brainer".
I not only support the proposed extension of both current closures, but I would support expanding the program
to include all of Main Street extending to PCH permanently.
In addition to providing extra space for the businesses along Main Street, the dedication of existing parking and
drive lanes to pedestrians creates a unique environment that extends the "beach experience" from the water's
edge directly into our downtown business district. Additionally, these closures also create an attractive
environment for locals looking to safely venture into our downtown.
Let face it, in southern California, there's nothing special about vehicles. They are noisy, polluting, take up tons
of space, and are everywhere. By simply carving out this small sliver of our city for people rather than vehicles,
you would be enhancing the unique character of"Surf City". BTW: last time I checked, it's the people buying
goods and services in our downtown area, not cars. So why dedicate so much of our downtown cityscape to
accommodating vehicles?
PLEASE VOTE TO EXTEND THE MAIN STREET CLOSURE.

City Council Members:
1.1 hope that Main Street will continue to be blocked off as it now is. The road is so narrow that when
large pickup trucks park on the street, they stick out so much as to block the traffic lane. In my
opinion, Main street should be a plaza with no cars from Pch for 3 blocks.
2. 1 hope that once the homeless center is operational, something can be done with the numerous
homeless people sleeping near business and parks.

My husband and I have been HB residents within walking distance of downtown Main Street since 2013. We
have always patronized the merchants each week and especially love the Tuesday night street fair with the street
closed to vehicle traffic.
Please continue the closures you've implemented during COVID-19 to allow the merchants into the street for
dining and open air bars. With the 2 parking structures and Olive open for Uber/LYFT, it's a safer more
enjoyable experience for pedestrians.
