HomeMy WebLinkAboutAdopt Resolution No. 2020-65 Approving Submittal of Grant Fu City of Huntington Beach File #: 20-2020 MEETING DATE: 12/21/2020 REQUEST FOR CITY COUNCIL ACTION SUBMITTED TO: Honorable Mayor and City Council Members SUBMITTED BY: Oliver Chi, City Manager PREPARED BY: Sean Crumby, Director of Public Works Subject: Adopt Resolution No. 2020-65 approving submittal of a grant funding application for a traffic signal and signal coordination improvement project on Bolsa Avenue to the Orange County Transportation Authority (OCTA) under the competitive Measure M2 Regional Traffic Signal Synchronization Program (RTSSP) Statement of Issue: A resolution is required in order to submit a project grant funding application to the Orange County Transportation Authority (OCTA) under the competitive Measure M2 Regional Traffic Signal Synchronization Program (RTSSP). The project is a traffic signal synchronization project along Bolsa Avenue in cooperation with the Cities of Westminster, Santa Ana, and Tustin, along with Caltrans and the County of Orange. Financial Impact: No funding is required for this action. However, if the grant application is approved by the OCTA, the City will be responsible for up to $50,000 in local matching funds. A separate City Council action will be required, typically as part of the annual Capital Improvement Program, with a request for allocation of matching funds from the City's Air Quality Management District Fund. Recommended Action: Adopt Resolution No. 2020-65, "A Resolution of the City Council of the City of Huntington Beach Approving the Submittal of an Improvement Project to the Orange County Transportation Authority for Funding Under the Competitive Measure M2 Regional Traffic Signal Synchronization Program." Alternative Action(s): Deny approval of the project listed in the resolution, forgo eligibility to receive grant funds through the RTSSP for this project, and withdraw from participation with the other participating agencies. Analysis: On August 10, 2020, the Orange County Transportation Authority (OCTA) announced a call for projects for the Competitive Measure M2 Regional Traffic Signal Synchronization Program (RTSSP). These projects are regional and competitive. As a condition of eligibility, the City is required to adopt a resolution approving the submittal of the application for RTSSP funding. In general, the resolution declares the City's desire to implement the submitted project, as well as an affirmation to follow RTSSP procedures, should funding be approved and allocated. An application was submitted to OCTA for a Regional Traffic Signal Synchronization Program project on Bolsa Avenue from Bolsa Chica Street in the City of Huntington Beach to Newport Avenue in the City of Tustin. The City of Santa Ana will be the lead agency, in conjunction with Caltrans, the County of Orange, and the cities of Huntington Beach, Westminster and Tustin. The overall project cost is estimated at $3,789,600 with $216,400 of work within the City of Huntington Beach. An OCTA grant in the amount of$3,031,680 has been requested with the City of Huntington Beach providing matching funds in the amount of$43,280. This project will provide operational and infrastructure improvements at 55 intersections along Bolsa Avenue / First Street from Bolsa Chica Street in Huntington Beach to Newport Avenue in Tustin. The City of Santa Ana will be the lead agency, and the project will be managed by OCTA with participation by the State of California Department of Transportation, the County of Orange, and the Cities of Huntington Beach, Westminster and Tustin. As a first stage, equipment upgrades will be installed to improve the intersection operations including the installation of new traffic signal controllers and video detection equipment within the City of Huntington Beach. The second stage of the project will be the development of new coordinated traffic signal timing which will reduce stops and delays along the corridor. Public Works Commission Action: Not required. Environmental Status: This project is categorically exempt pursuant to the California Environmental Quality Act Section 15303(c). Resolution No. 2020-65, "A Resolution of the City Council of the City of Huntington Beach Approving the Submittal of an Improvement Project to the Orange County Transportation Authority for Funding Under the Competitive Measure M2 Regional Traffic Signal Synchronization Program" City of Huntington Beach Page 2 of 2 Printed on 12/16/2020 powere `§.LegistarTM RESOLUTION NO. 2020-65 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH APPROVING THE SUBMITTAL OF AN IMPROVEMENT PROJECT TO THE ORANGE COUNTY TRANSPORTATION AUTHORITY FOR FUNDING UNDER THE COMPETITIVE MEASURE M2 REGIONAL TRAFFIC SIGNAL SYCHRONIZATION PROGRAM The Measure M2 Regional Traffic Signal Synchronization Program targets over 2,000 signalized intersections across Orange County to maintain traffic signal synchronization, improve traffic flow, and reduce congestion across jurisdictions; and The City of Huntington Beach has been declared by the Orange County Transportation Authority to meet the eligibility requirements to receive revenues as part of Measure M2; and The City of Huntington Beach must include all projects funded by Net Revenues in the seven-year Capital Improvement Program as part of the Renewed Measure M Ordinance eligibility requirement; and The City of Huntington Beach authorizes a formal amendment to the seven-year Capital Improvement Program to add projects approved for funding upon approval from the Orange County Transportation Authority Board of Directors if necessary; and The City of Huntington Beach has currently adopted a Local Signal Synchronization Plan consistent with the Regional Traffic Signal Synchronization Master Plan as a key component of local agencies' efforts to synchronize traffic signals across local agencies' boundaries; and The City's Circulation Element is consistent with the County of Orange Master Plan of Arterial Highways; and The City of Huntington Beach will provide matching funds for the project as required by the Orange County Comprehensive Transportation Program Procedures Manual; and The City of Huntington Beach will not use Renewed Measure M funds to supplant Developer Fees or other commitments, The City Council of the City of Huntington Beach desires to implement the multi- jurisdictional signal synchronization listed below; and NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby resolve as follows: The City Council of the City of Huntington Beach hereby requests the Orange County Transportation Authority to allocate funds in the amounts specified in the City's application from 20-9012/235314 1 Resolution No. 2020-65 the Regional Traffic Signal Synchronization Program. Said funds if approved shall be matched by funds from the City as required and shall be used as supplemental funding to aid the City in signal synchronization along the following street: Bolsa Avenue PASSED AND ADOPTED by the City Council of the City of Huntington Beach at a regular meeting thereof held on the 21 st day of Decemb , 2020.
