Daniel, a Huntington Beach restaurant owner since 2012, was invited to speak and shared his recent experience with a Huntington Beach Code Enforcement Officer, and requested that the City Council encourage Code Enforcement staff to show some compassion during the pandemic. (00:04:39) Caller#457, Steve Farnsworth, was invited to speak, thanked outgoing Councilmembers Brenden, Hardy, and Mayor Semeta for their service, and wished them the best in their future endeavors. (00:08:37) Cathy Ryder was invited to speak, thanked the outgoing Councilmembers for their service, and congratulated the incoming Councilmembers. (00:10:02) Carson Taylor was invited to speak and shared his expectations that the Huntington Beach City Council treat everyone fairly by understanding, informing and respecting all people. (00:11:45) Caller#409, a resident of Huntington Beach, was invited to speak and shared his concerns related to recreational vehicle length and residential street parking in Huntington Beach. He congratulated the incoming Councilmembers and thanked the outgoing Councilmembers and Mayor Semeta for their excellent service. CONSENT CALENDAR 2. 20-2041 Approved and Adopted Minutes A motion was made by Posey, second Carr to approve and adopt the City Council/Public Financing Authority regular meeting minutes dated November 16, 2020, as written and on file in the office of the City Clerk. The motion carried by the following vote: AYES: Posey, Delgleize, Carr, Semeta, Peterson, Hardy, and Brenden NOES: None Council/PFA Regular Meeting December 7, 2020 Page 3 of 9 3. 20-2048 Adopted Resolution No. 2020-86 approving application for Per Capita Funds under the California Drought, Parks, Climate, Coastal Protection, and Outdoor Access for All Act of 2018 A motion was made by Posey, second Carr to adopt Resolution No. 2020-86, "A Resolution of the City Council of the City of Huntington Beach Approving Application(s) for Per Capita Grant Funds." The motion carried by the following vote: AYES: Posey, Delgleize, Carr, Semeta, Peterson, Hardy, and Brenden NOES: None 4. 20-2042 Adopted Ordinance No. 4223 amending Chapter 10.44 of the Huntington Beach Municipal Code regarding Recreational Vehicles Approved for introduction November 16, 2020—Vote: 7-0 A motion was made by Posey, second Carr to adopt Ordinance No. 4223, "An Ordinance of the City Council of the City of Huntington Beach Amending Chapter 10.44 of the Huntington Beach Municipal Code Regarding Recreational Vehicles." The motion carried by the following vote: AYES: Posey, Delgleize, Carr, Semeta, Peterson, Hardy, and Brenden NOES: None ADMINISTRATIVE ITEMS 5. 20-2068 Approved a Professional Services Contract between the City of Huntington Beach and RDG Planning & Design Art Studio for the Commissioning of Public Art in Huntington Central Park, and Appropriated Funds in the amount of$300,000 from the Public Art in Parks Fund 236 City Manager Oliver Chi introduced Director of Community and Library Services, Chris Slama who presented, in conjunction with Community Services Manager, Ashley Wysocki, a PowerPoint communication entitled Huntington Central Park Public Art with slides titled: Public Art in Parks, Opportunity in Huntington Central Park, Call for Artists (2), RDG Planning & Design Art Studio, RDG Planning & Design Art Studio, Professional Services Contract, Next Steps/Recommended Action, and Questions? Mayor Semeta thanked staff for the excellent presentation, and thanked everyone involved for their efforts to reach this point in the project in such a timely manner. She also thanked Devin Dwyer and former members of Council for approving the Art in Public Parks funding mechanism, as well as the developers through the years who have paid into the fund. Mayor Pro Tern Carr thanked Mayor Semeta for making this project a priority during the past year, and noted there was unanimous support for selecting RDG Planning & Design Art Studio for this piece of Public Art. A motion was made by Semeta, second Carr to approve and authorize the Mayor and City Clerk to execute "Professional Services Contract Between the City of Huntington Beach and RDG Art Studio for Council/PFA Regular Meeting December 7, 2020 Page 4 of 9 the Design, Fabrication and Installation of a Public Art Work for Central Park" in a not-to-exceed amount of$300,000; and, authorize the appropriation of$300,000 in the Fiscal Year 2020/21 budget, account 23645001, to be used to fund the fabrication and installation of a public art piece in Huntington Central Park, as amended by supplemental communication. The motion carried by the following vote: AYES: Posey, Delgleize, Carr, Semeta, Peterson, Hardy, and Brenden NOES: None AWARDS AND PRESENTATIONS 6. 20-2049 Mayor Semeta presented the Mayor's HB Excellence Award to Lieutenant David Dereszynski of the Huntington Beach Police Department Mayor Semeta stated that for this month's award she personally made the selection of Lieutenant David Dereszynski, rather than following the normal procedure where staff nominates the awardee. She described Lieutenant Derezynski as a person who wears many hats for his job, including managing Traffic, Special Events, Homeless Detail, and Downtown Area Commander, in addition to the Mounted Horses Unit, and a Liaison to the Emergency Operations Center. Lieutenant Dereszynski thanked Mayor Semeta, his family members and friends who were watching remotely, as well as the supervisors and great team members who help collaborate and carry out the day-to-day activities that he is responsible for. Interim Police Chief Julian Harvey congratulated Lieutenant Dereszynski for receiving well-deserved recognition for his service on the job, as well as for his many community volunteer projects. 7. 20-2050 Mayor Semeta presented the Making a Difference Award to Chris Merkle for his work with the Waves of Valor Surf Camp and other efforts supporting U. S. Veteran's Mayor Semeta stated how important it is to her to recognize community volunteers and the selfless work they provide to better the community. This month's awardee, Chris Merkle, Founder of the local Team Red, White and Blue, and Volunteer Coordinator for Waves of Valor Surf Camp, who was in remote attendance, was described as a passionate individual certainly making a difference for wounded veterans. Chris is a 14-year Marine Corps Combat Veteran who served in Iraq and Afghanistan, and former State Department High Threat Security team member. During the past seven years, more than 2,400 volunteers have helped over 400 veterans surf through the Waves of Valor Surf Camp. Chris accepted this award on behalf of the community members and veterans who participate in and benefit from the program. He also thanked City Council and City Attorney Michael Gates for their strong support over the years. i 8. 20-1960 City 2020 Retrospect(or Comments) by Outgoing Mayor Semeta City Manager Oliver Chi, on behalf of staff, thanked Mayor Semeta for her leadership and steady guidance during this past year under the extra strain of COVID-19, and presented her with a custom "Semeta Street" sign. City Manager Chi described Mayor Semeta as a model of patience, class, and Council/PFA Regular Meeting December 7, 2020 Page 5 of 9 grace during many trying times this past year. A prerecorded video was played with community members John Etheridge, Shirley Dettloff, Diane Dwyer and Patricia Rogers each expressing their appreciation and thanks for her outstanding leadership this past year. Mayor Semeta expressed her gratitude for the privilege of serving as Mayor, gratitude for the sacrifices her family made during the past year, gratitude to all of the staff for their support and hard work, and gratitude for the incredible resilience, strength and generosity of the people of Huntington Beach as she shared highlights of her expectations and accomplishments during this unique year. 9. 20-1961 Presentations by Mayor Semeta to Colleagues Mayor Semeta shared the background of how she selected the picture of PT Townend "Threading the Needle" as he surfed through the Huntington Beach Pier. Mayor Semeta expressed her personal appreciation to her fellow City Councilmembers, City Manager Chi, City Clerk Estanislau, City Treasurer Backstrom and City Attorney Gates as she presented each one with a copy of"2020 —The Year of Threading the Needle". Mayor Semeta presented a floral bouquet to Cathy Fikes, City Council Administrative Assistant, and thanked Ms. Fikes for her passion for the City and support throughout the year. Each councilmember expressed their gratitude to Mayor Semeta and shared what they personally valued during her challenging year of leadership. 10. 20-1968 Public Comments, including Presentations by Community Members to the Outgoing and Incoming Mayor, and Outgoing and Newly Elected Officials — 10 Call-In Speakers Prerecorded video comments from State Senator Tom Umberg thanked outgoing Mayor Semeta, and Councilmembers Brenden and Hardy for their service, and congratulated incoming Councilmembers Kalmick, Moser and Ortiz on their successful election. Prerecorded video comments from Assemblywoman Cottie Petrie-Norris thanked outgoing Mayor Semeta and Councilmembers Brenden and Hardy for successfully serving Huntington Beach, and congratulated newly elected Councilmembers Kalmick, Moser and Ortiz, as well as thanking incoming Mayor Carr. Zoom communication with Tim Whitacre, representing Chairwoman Michelle Steele, Orange County Board of Supervisors, and Congresswoman Elect, who expressed appreciation for Mayor Semeta's ethical and poised leadership, and presented her a Certificate of Appreciation. Mr. Whitacre also shared comments and Certificates of Appreciation for the service of Councilmembers Hardy and Brenden. Kelly Miller, local resident and Visit Huntington Beach President and CEO, was invited to speak and thanked Mayor Semeta for her steadfastness during this challenging year, and Councilmembers Brenden and Hardy for their service and wished them well as they continue to provide leadership in the City. Gina Clayton-Tarvin, President, Ocean View School District Board of Trustees, was invited to speak, and on behalf of the Trustees and School District thanked Mayor Semeta and Councilmembers Council/PFA Regular Meeting December 7, 2020 Page 6 of 9 Brenden and Hardy for their service, and congratulated incoming Councilmembers Kalmick, Moser and Ortiz. Ms. Clayton-Tarvin also congratulated City Clerk Estanislau and City Treasurer Backstrom on their re-elections, and reported on a recent meeting with Interim Chief of Police Julian Harvey. Pat Goodman was invited to speak and congratulated incoming Councilmembers Kalmick, Moser and Ortiz, thanked outgoing Mayor Semeta and Councilmembers Brenden and Hardy for their service, and congratulated incoming Mayor Carr. Melvyn Stein, father of re-elected City Treasurer Alisa Backstrom, was invited to speak and expressed family appreciation for the opportunity to remotely observe the Oath of Office ceremony. Caller#772, Rachel Carr, was invited to speak and congratulated her mother, incoming Mayor Carr, as well as incoming Councilmembers Kalmick, Moser and Ortiz. Ms. Carr also made personal comments to thank outgoing Mayor Semeta and Councilmembers Brenden and Hardy for their service. Bethany Webb was invited to speak and congratulated incoming Mayor Carr, as well as incoming Councilmembers Kalmick, Moser and Ortiz. Ms. Webb also thanked outgoing Councilmember Hardy for her many years of service. Jennifer Quong was invited to speak and expressed appreciation to outgoing Mayor Semeta and j Councilmembers Brenden and Hardy, and congratulations to the incoming Councilmembers, Kalmick, Moser and Ortiz. COMMENTS BY CURRENT AND OUTGOING COUNCILMEMBERS City Manager Oliver Chi shared staffs appreciation for outgoing Councilmember Brenden's efforts to bring consensus, presented him a "Brenden Boulevard" street sign, and shared a pre-recorded video from Joe Pedick, Phil Burtis, John Etheridge and Councilmember Delgleize thanking him for his service and wishing him the best for his future. Outgoing Councilmember Brenden shared his gratitude for the privilege and honor of serving for four years, and explained that since he is no longer in a position to focus full-time on City Council duties, he made the choice to step down. He reviewed key highlights from his time of service, and thanked the many City staff members and community volunteers he has appointed to City boards and commissions. He closed his remarks by thanking his wife Anto for her sacrifices during his time of service. Each Councilmember expressed their appreciation for outgoing Councilmember Brenden's service by highlighting shared experiences. City Manager Oliver Chi shared staffs appreciation for outgoing Councilmember Hardy's 16 years of service, especially during the challenging times this past year when her experience provided appropriate solutions, presented her a "Hardy Way" street sign, and shared a pre-recorded video from Debbie Cook, Shirley Dettloff and Diane Dwyer thanking her for her service and wishing her the best in the future. Outgoing Councilmember Hardy shared various experiences and highlights from her time of service, including working with many community volunteers, and observing the City's attitude change from "that will be too hard to do"to "let's work together to find a solution." She thanked her family, which has resided in Huntington Beach since 1926, her parents, siblings, husband and children, as well as people Council/PFA Regular Meeting December 7, 2020 Page 7 of 9 throughout Huntington Beach and City staff members who have provided support during her service. She congratulated incoming Mayor Carr and Councilmembers Kalmick, Moser and Ortiz, and shared a reminder that each Councilmember is an equal part of a seven-member team focused on what is best for the residents of Huntington Beach. Councilmember Hardy expressed her continued interest in being involved with the City's Youth Board, and noted that she is tied with former Councilmembers Peter Green and David Sullivan for length of service and is the longest serving woman for Huntington Beach. Each Councilmember expressed their appreciation for outgoing Councilmember Hardy's service by highlighting shared experiences. CITY CLERK'S REPORT 11. 20-1964 Adopted Resolution No. 2020-83 Reciting the Facts of the General Municipal Election of November 3, 2020, and Declaring Results City Clerk Robin Estanislau presented a PowerPoint communication entitled 2020 Election with slides titled November 3, 2020 Voter Turn Out, November 3, 2020 Results- City Council, November 3, 2020 Results- City Clerk, November 3, 2020 Results- City Treasurer, Recommended Action. A motion was made by Semeta, second Peterson to adopt Resolution No. 2020-83, "A Resolution of the City Council of the City of Huntington Beach, California, Reciting the Facts of the General Municipal Election held on November 3, 2020, Declaring the Results and Such Other Matters as Provided by Law." MAYOR CARR PRESIDES 16. 20-1963 Mayor Carr called for a motion to elect new Mayor Pro Tempore A motion was made by Peterson, second Carr to elect Tito Ortiz as Mayor Pro Tempore. The motion carried by acclamation. City Clerk Estanislau administered the Oath of Office to Mayor Carr and Mayor Pro Tempore Ortiz. Outgoing Mayor Semeta presented a gavel to incoming Mayor Carr. Incoming Mayor Carr presented the "Ultimate Challenge" sculpture to outgoing Mayor Semeta. COMMENTS BY NEWLY ELECTED MAYOR, MAYOR PRO TEMPORE AND COUNCILMEMBERS Mayor Pro Tempore Ortiz, who has lived in Huntington Beach for 45 years, thanked all of his donors and voters for allowing him to become a player rather than remain a spectator; his Campaign Manager Rick Brown; and stated his focus will be on keeping Huntington Beach safe and homeless issues, working in a cooperative manner using common sense and educated solutions. Councilmember Kalmick thanked his wife, his family, campaign team and volunteers, and Huntington Beach voters who placed him on City Council after 8 years as a Planning Commissioner. He also acknowledged this Anniversary of Pearl Harbor, and thanked the outgoing Councilmembers for their service. He stated his efforts will focus on bridging the issues that have divided Huntington Beach, and working towards data-driven solutions that benefit the most and protect those with the least, to make Huntington Beach better for everyone. Councilmember Kalmick announced his appointment of Kayla Acosta-Galvin to the Planning Commission. Councilmember Moser expressed her gratitude for parents who raised her in Huntington Beach, her husband Matt, her children Ethan and Riley, family, friends, good health, mentors, campaign team, volunteers, donors and voters. She also thanked the outgoing Councilmembers for their service. Having served as a member of the Human Relations Task Force, she now looks forward to addressing issues related to the pandemic, homelessness, affordable housing, and fostering economic Council/PFA Regular Meeting December 7, 2020 Page 9 of 9 development, sustainability, civic engagement and community healing through inclusivity, evidence- based solutions, and empathy. City Manager Chi introduced a pre-recorded video of congratulations and support for Mayor Carr from Debbie Cook, Shirley Dettloff and Arlis Reynolds. Mayor Carr expressed her appreciation to former and new Councilmembers, and City staff. She stated that history, including events like Pearl Harbor, remind us that when people are united it is possible to overcome great challenges and diversity. She thanked all Council candidates for stepping up in the middle of a pandemic, welcomed the successful candidates, and thanked her family for their support. Mayor Carr continued by stating that she will be an advocate for the local business community on every level, including Sacramento, and that her goal is to build on the accomplishments of 2020 and continue to look for new opportunities to create a thriving, vibrant, sustainable and inclusive Huntington Beach in 2021.
