COVID-19 Situational Overview
• The US is experiencing an unbelievable COVID-19 surge that is straining
medical resources across the country
• Nationally
• Last Friday,we had+251,000 confirmed daily COVID-19 infections... a new record.
• Last Wednesday,we had 3,611 reported daily COVID-19 deaths...a new record.
• California
• Last week, CA had an average of 41,726 new COVID-19 cases every day,a 113%increase
from just two weeks ago.
• Orange County
• Yesterday,Orange County reported 4,606 daily COVID-19 cases,a new record.

COVID-19 Virus Progression
• —87%of patients infected with COVID-19 are able to recover without enhanced
medical care
• However, since the start of the pandemic, 12%- 13%of all patients infected with
COVID-19 in the US do require hospitalization
• Further, in the US, every 100 new cases of COVID-19 has resulted in —1.6 deaths
• Those impacted with COVID-19 typically experience their first symptoms around
day 5 post exposure
• Day 5-7: Present with fever, cough, muscle aches,fatigue, loss of taste/smell
• Day 7-10: Potential to develop more acute respiratory symptoms to require hospitalization
• Day 10-14: Either patient begins to have decrease in symptoms or potential for ARDS
• Day 14-18+:Those who are acutely ill experience death—18 days from onset of symptoms
Orange County ICU Status
• Regional ICU bed availability: 0% (adjusted)
• Total COVID-19 hospitalized: +1,500 (over 35% of total hospital census)
• 23% of hospitalized COVID-19 patients are in an ICU
• 59% of all ICU patients are COVID-19 positive
• 76% of COVID-19 ICU patients are on ventilators

Running Out of Hospital Capacity
• There is a very real concern that we're going to run out of hospital
resources here in Orange County
• We have 26 emergency service hospitals in Orange County
• Hospitals have begun surge capacity capabilities utilizing tents, cancellation of
elective procedures, and reallocation of staff/ beds
• Current surge has led to crisis status with emergency departments and critical
care services (ICU)
• Emergency departments begun closing to 911 ambulance traffic on a
consistent basis due to lack of available ER beds
- Fire Chief's have been discussing the very real possibility that when a resident
calls 911, we won't have ambulance resources to send

Orange County Hospital System Status
• December 15 —total of+230 diversion hours in a 24-hour period from
all Orange County hospitals... an unprecedented situation
• Ambulance Patient Offload Time (APOT) increased to over 70 minutes
• Pre-COVID average was 15-20 minutes
• Hospitals reporting staffing shortages due to personnel with COVID-
19 infections
• We only have —30 available ICU beds at any one time in Orange
County, with +500 beds currently occupied
Response to Hospital System Status
• CDPH allowed an increase in ICU nurse : patient ratio from 1:2 to 1:3
to allow for capacity expansion
• Orange County EMS instructed that hospitals cannot enter into
ambulance diversion status
• Deployment of mobile field hospitals throughout the County will
allow for an expansion of up to 200 beds

HBFD Response to Hospital System Status
• Progressively increased emergency transport capability to account for the
current situation
• We normally operate four 24-hour transport units and two 12-hour day car units
• Currently deploying eight 24-hour transport units to meet current demands
• HB has the capacity to ad a ninth 24-hour transport unit if needed
• Partnered with local area agencies for sharing of emergency transport
resources to ensure continuity of service
• Contingency planning for taking over patient care while at emergency
rooms to place emergency transports back into service more quickly
COVID-19 Predictions for Orange County
• Current surge of COVID-19, which as far surpassed any previous
surge, is most likely tied to Thanksgiving holiday activities
• With Christmas and New Year's approaching, the potential is high for
an explosion of COVID-19 cases beyond our current surge
• If there is additional exponential growth from the upcoming holidays,
impacts to the public health system could be catastrophic in January
and February
• Public behavior this holiday season will dictate the direction the virus
takes in the coming months

COVID-19 Vaccination Progress
• Orange County Health Care Agency received first shipments last week,
which were distributed to healthcare workers and first responders
• Vaccinations will next be distributed to high risk population and long
term care facilities
• Vaccinations for healthy adults will likely not be available until Spring
2021 at the earliest
• NOTE... vaccinations will not have an impact on the current and
possible holiday surge of cases

Please consider Adopting usage of this image that was created by a Huntington Beach resident.
It was picked by a panel for the city of Los Angeles to promote positive influence is slowing the spread of the
virus. This image is copyright free.
The detriment of having news articles and media about no-masks will harm tourism and lower property values
as people consciously avoid going where they might be around people who don't value community.
This is the image we need to show that the majority of Huntington Beach residents care about community and
will make sacrifices for others. People of influence can also become "Bad Influence" . Stop the spread with a
new image to promote. Thank You.
I would attend tonight's meeting but I am practicing safety, as I have seen the devastating effects of positive
covid cases in my immediate family and friends. Thank you for your service for the benefit of our City.
