This Memorandum of Understanding(MOU)sets forth the terms and understanding between the
Huntington Beach Police Department (HBPD) and Waymakers regarding the ownership and use of
the Maneri Traffic Control Electric Sign.
In January 2021, Waymakers will use grant funding awarded by the Orange County Health Care
Agency(HCA)to purchase a Maneri Traffic Control Electric Sign from Maneri Traffic Control. The
purchase price for the sign is$17,416.71 The Maneri Traffic Control will be provided to HBPD for
utilization during DUI checkpoints and other purposes HBPD deems appropriate. In accordance with
the contract between HCA and Waymakers,the Electric Sign will be an asset of HCA.
HBPD will be responsible for:
1. Receiving and housing the Electric Sign.
2. Providing Waymakers with the serial number-so that the HCA can create an Asset Tag for the Sign.
3. Permitting HCA access to the Electric Sign so that the Asset Tag may be fixed to it.
4. Permitting HCA access to the Electric Sign annually during their Asset Inventory.
5. Utilizing the Electric Sign during their DUI checkpoints and for other purposes HBPD deems to be
appropriate.
6. Returning the Electric Sign to HCA at the request of Waymakers or HCA.
This MOU may be modified or terminated through mutual consent of authorized officials from
Waymakers and HBPD, or with 30 days notice by either party. This MOU shall become effective
upon signature by the authorized officials from Waymakers and HBPD, and shall end when the
Electric Sign is returned to HCA.
