City of Huntington Beach Page 1 of 1 Printed on 1/13/2021 poweWIZ LegistarTM CITY OF HUNTINGTON BEACH CITY COUNCIL MEETING—COUNCIL MEMBER ITEMS REPORT TO: THE HONORABLE CITY COUNCIL FROM: KIM CARR, MAYOR NATALIE MOSER, COUNCIL MEMBER DATE: JANUARY 19, 2021 SUBJECT: CONSIDER REAFFIRMING THE CITY'S COMMITMENT TO THE DECLARATION OF POLICY ABOUT HUMAN DIGNITY In 1996, the City Council adopted A Declaration of Policy About Human Dignity, which was designed to support a community-wide effort to promote human dignity as an important element in building a better Huntington Beach. The City Council reaffirmed its commitment to this Declaration in 2006, 2017, 2020, and I would like to propose that the City Council reaffirm it once again, especially given the divisions that the nation is currently experiencing. In particular, the "Declaration of Policy About Human Dignity" states that: • "Huntington Beach is a city whose residents represent every walk of life, come from many nations, share varied lifestyles, and hold different religious beliefs. This diversity brings to our city a rich and varied cultural heritage. Our citizens honor and respect the diversity that exists in Huntington Beach. When acts of hate are committed against any citizen, it is considered an act against the entire community." • "The Huntington Beach City Council declares that everyone should be treated with courtesy and respect, regardless of their racial background, their nation of origin, the religion they practice, their sexual orientation, gender or disability status." • "Together, the city of Huntington Beach and its citizens will succeed in their efforts to permanently eliminate all hate crimes. The Huntington Beach City Council declares that it will not tolerate any hate crimes in our community." I also urge each City Council member to consider their personal role as leaders in demonstrating the values expressed in the Declaration of Policy about Human Dignity, as well as the role of City departments. Municipal officials and public safety officials can significantly affect the environment and tone in a community through their actions, statements, social media, and also in their silence. Silence can infer concurrence or acceptance of an environment that produces hate incidents and hate crimes. Creating a community that fosters civility, kindness,and respect is a responsibility of leadership. Please support both recommended actions for agenda item #23 at the January 19, 2021, City Council meeting.
