CITY OF HUNTINGTON BEACH CITY COUNCIL MEETING—COUNCIL MEMBER ITEMS REPORT TO: THE HONORABLE MAYOR AND CITY COUNCIL FROM: TITO ORTIZ, MAYOR PRO TEM DATE: APRIL 5, 2021 SUBJECT: CONSIDER DIRECTING STAFF TO DEVELOP PROCEDURES TO FACILITATE TICKETED, STAND-ALONE MUSICAL ENTERTAINMENT EVENTS AT APPROPRIATE CITY VENUES BACKGROUND Currently, while the City does allow smaller scale musical acts as a component of programs permitted through our Specific Events process, the City's practice has been to deny all requests from entities looking to host larger-scale, ticketed, live-music concert events at the beach or other relevant City venues. This prohibition has remained in place even as the State has offered live music concerts at Huntington State Beach and Bolsa Chica Beach over the years Based on Orange County's transition to the Orange Tier of the State's "Blueprint for a Safer Economy," effective April 1, our region will be allowed to host modified outdoor seated live events and performances (see attached). Given that factor, and in an effort to encourage additional post-COVID-19 activities in Huntington Beach, I would like to have staff develop a plan to facilitate outdoor stand-alone musical entertainment events to take place later this year. Councilman Ortiz- I saw your agenda item about ticketed, stand-alone music events. This looks like a great idea and something that I would support. 1 was just wondering if you could give me a few examples of the types of events and the venues that would be used. I'm all for more events that will bring people and/or business to HB. 1 know we used to have concerts at the bowl on the northside of the pier and in Central Park. Are these the types of places where events would be held? 1 would like to support this item with a bit more detail.
