SUBJECT: THE CITY OF HUNTINGTON BEACH DENOUNCES ANY MOVEMENTS PROMOTING
WHITE SUPREMACY WITHIN ITS COMMUNITY
Whereas, the City of Huntington Beach recognizes the values of a diverse community and the
strengths each resident and business contributes towards supporting and enriching the values
and missions of the City for generations to come; and
Whereas, the City of Huntington Beach has become aware of a forthcoming event titled "White
Lives Matter" to march and rally at all major city centers including the Huntington Beach Pier;
and
Whereas, the City denounces any and all movements or events that threatens the diverse fabric
of our great community through the use of inflammatory rhetoric and veiled threats against
minority communities; and
Whereas, while the City respects and values the First Amendment rights of all Americans, it
unequivocally denounces hate speech and the promotion of any false narratives that White
Americans are unduly subject to "anti-White racism and violence" in our community; and
Whereas, the City continues to promote equity in every respect, yet its steady inclusion on all
levels should not be construed as an attack upon any group's freedoms and inherent privileges.
Resolved that the Huntington Beach City Council, on behalf of the City and all residents:
1. Denounce any and all acts of White Supremacy, which promote fear and division within
our community.
2. The City of Huntington Beach will remain vigilant against future movements the promote
white supremacist sentiments in our community.
RECOMMENDED ACTION
I recommend that the City Council:
• Adopt this Declaration of the City Council to denounce any movements promoting or
supporting White Supremacy within our community.

The Greater Huntington Beach Interfaith Council Executive Committee approved the attached statement
regarding acts of violence and extremist hate groups gathering in Huntington Beach. I will read it at tonight's
city council meeting during public comments. Thank you all for standing together to oppose such immoral
expressions of hate and violence. We were proud to also endorse O.C. Human Relations' statement identified
below. A founding principle of world religions is the dignity of the human person. Any suggestion that a race is
superior to another is abhorrent to this principle and cannot be tolerated.

The GHBIC Executive Committee has taken two actions to affirm our GHBIC position of unity within diversity and speak
out against violence and hate. These actions are in response to a planned rally on Sunday, April 11 at 1:00 pm by white
supremacist and KKK groups.
I. Through the suggestion of our member, Rev. Rayna Hamre, the GHBIC Executive Committee unanimously
approved the attached statement. We thank Rev Rayna for her suggestion and preparing the statement

Dear HB Councilmembers:
I support Councilmember items 21,24 and 25, submitted for the April 5, 2021 HB City Council meeting.
Hate crimes and incidents around the country seem to have recently proliferated, and incidents within HB seem
to be on the rise as well, as reported by the Human Relations Task Force.
It is important for the City to make clear that it does not tolerate hate crimes or bigotry. Extremist elements tend
to congregate in HB for demonstrations, leaving an impression that the City and its residents tolerate such
extremist views. And as you know, HB also has a history of hate-inspired violence.
As a result, it is vital the City continue to counter any impression that it tolerates hate groups. 1 believe
Councilmember items 21, 24 and 25 will help accomplish this goal.

demonstrators to block the entrance from main and pch to the entrance of the pier and dukes. Why should people in a

l am concerned and appalled that the city would grant a permit to the White Lives Matter rally scheduled at the
Pier on April 11.
Our city should not give a megaphone or a platform to white nationalist groups or KKK members.
Hate speech is not free speech. Our tourism economy and downtown businesses are already hurting, as is the
reputation of our city. This will just perpetuate the distinction of Huntington Beach as a breeding ground for
white supremacy.
I hope the city sends a strong message against this event and refuses to grant a permit to this group. In addition.
I hope our police department investigates who is behind the planning and funding of this event.

Esteemed Council Members,
I'm emailing in support of agenda items 21, 24, and 25. As you know, there has been an increase in hate crimes on
a national level as well as an increased social media presence of white supremacist sentiments. Just this past week,
there were fliers dropped around Huntington Beach advertising a White Lives Matters demonstration. While it's quite
probable that the organizer is not an HB resident, we must proactively address these issues and make sure all our
residents feel safe here and know that hate speech will not be protected. As a member of the HB Human Relations Task
Force, I feel particularly invested in us addressing these issues head on with dialogue and actions that illustrate what
Huntington Beach is and what it is not. I'm tired of extremists hijacking our city's public image and giving us a bad
reputation. I attended a Stop Asian Hate rally at Mile Square Park Saturday and many of our neighbors currently feel
very unsafe, with white supremacy at the root of incidents they've experienced. Please support agenda item 21, 24 and

about a potential "WLM" march downtown a week from today. 1 am hoping that the HB City Council can put
out a unanimous statement condemning this type of behavior and provide a robust police response. During the
BLM march last year, a friend of mine was hit with a rubber bullet and I feel as though, if this was the response
in the face of demands for equality and justice, then surely the response will be more aggressive in the face of
active hate, racism, and barbarism. Hopefully Huntington Beach, out police department, our city council, and
our community can come together as one and denounce this behavior. As leaders of our community, this begins

The KKK "white lives matter" flyers found on downtown Huntington Beach driveways on Sunday morning,
April 4, use familiar rhetoric regarding "cultural genocide" and the usual inferences there is only one
interpretation of American history instead of a multitude of American stories. It looked almost identical to the
flyers distributed on my driveway in Huntington Beach in 1995, in a ziploc bag with a rock.
Hoping that racism and those who weaponize it will go away is not a solution. Silence emboldens worse
behavior. As Warren Furutani concludes in his column, taking a public stand against hate "could thwart a
potential tragedy and reveal that the haters are a small minority of people with the vast majority of every
background being good folks of conscience and action." Be the voice of the good folks.

Dear Huntington Beach City Council Members:
When we moved to Huntington Beach in 1985 from a quiet suburb outside Philadelphia, our
children were young. We researched school districts, but not the city's history of Neo-Nazism
going back to the 1920s.
The white supremacy influence in the pro-Trump demonstrations held in our city in 2020 were
disturbing. But a KKK rally on April 11 is scary. This announcement has come more than 10
days prior to the rally, no doubt to attract like-minded skinheads to protest in our city. I expect
many klansmen all over the state, perhaps from neighboring states, to congregate at the pier
area. I will not be surprised if there is a riot.
I urge our City Council to take strong and immediate action, issuing a declaration against this
rally in order to prevent HB turning into another Charlottesville, and for the Police Department
to enforce the law to the full extent, not only to "observe" activity.
I pray that Tito Ortiz, as a City Council member and mayor pro tem, doesn't go out to support
the KKK rally. It would send an awful message for years to come.

On April 11th, the KKK is set to use Huntington Beach as a worldwide stage to broadcast their vile racist hate and MUST
be stopped! Disgusting, terrifying and threatening propaganda is being found on doorsteps around the city and
community. Mayor Carr, and Council, what is your plan? Denouncements are good, but not enough.
Have you met with, directed HBPD Chief Harvey to use every ounce of power and authority at the city's disposal to
prevent/end this? Are you investigating to identify the persons behind it- publicly name them and expose them, plainly
denouncing their white supremacist incitement to hate and violence, and warn that there will be the harshest of legal
consequences?We need you to assemble the strongest police force showing possible, and utilize all investigative
powers, laws and ordinances available- against hate speech threats, incitement to violence, un-permitted unlawful
assembly, blocking traffic, unlawful use of amplified sound.., all you've got.
While I urge you to pass the three proposals on tonight's agenda to this end, and I wholeheartedly do, it is not enough.
The KKK is coming here because they think that you will do nothing. They see bully racists who've come to downtown
this past year, in one guise or another, facing zero consequences. They see Tito Ortiz himself spewing hate and lies that
Black Lives Matter wanted to burn down the city and other things too disgusting to repeat, only to be named Mayor Pro
Tem! They see him engaging in all manner of bad faith provocative behavior- attacking local businesses, school districts,
and even this City Council for trying to protect our community, and getting away with it- NO vote to remove him as
Mayor Pro Tem, NO vote to censure, only coddling and interacting with him as if he's a child rather than a grown adult
man UFC fighter who's used his celebrity and office so that HB makes worldwide headlines as a hub of racists and white
supremacy (and please spare us the pretend offense and denials, Mr. Ortiz, that you as a Latino couldn't possibly harbor
or express anti black racist hate). It's an embarrassment.
This is on you, Mayor Carr and Council Members, and your lack of leadership. It is serious. It is bad, in the worst of ways,
for us and our community. If allowed to happen, it will have lasting consequences. It will not fade away or evaporate
afterwards. It will reverberate, for decades to come. It will be your legacy, to the shame of Huntington Beach.
The KKK believes that this Council is weak. They do not believe that you will back up any denouncements of hate crimes
and white supremacy with real action in concert with our PD

My wife and I have lived in Huntington Beach for over 45 years. We
moved here because of the beach, friendly residents and close access to
metropolitan areas. Our children did all their undergraduate schooling in
public schools here. We have been involved in charities, public service and
religions in Huntington Beach. We have always supported the diversity of
its residents politics, religions and skin color.
Our fathers both fought in WWII to protect our democracy to end the
world threat of fascism, Nazis and white supremacy. We were both
involved in the turbulent years of the late 60's and the peaceful protests in
which the 1s' Amendment was regularly challenged. We have always
supported free speech for all opinions as long as it is based on truth and
does not lead to violence.
The recent white supremacist movement in Huntington Beach has
been disturbing to us, especially with the open carry of guns policy that
raises the risk of violence. We have discontinued visiting the pier and Main
street because of this potential for violence and disregard for masking and
social distancing, especially in light of the events of Jan 61h
We support the city to have all peaceful protests and especially the
one for denouncing racism and violence.
There is no room for white supremacists in Huntington Beach and
their fomenting of lies, hate and violence. This city should be featured on
the news as a safe haven for all people with a focus on truth and
antiracism, not what has been recently seen on national news.

Dear Mayor Carr, Mayor Pro Tem Ortiz and Council Members Posey, Kalmick, Delgleize, Peterson, and Moser,
am writing in support of several agenda items scheduled for the April 5, 2021 City Council Meeting and urge your
support as well.
Agenda Item 20: Domestic violence continues to be a scourge in our society. Accepting the state grant to fund a large
portion of the cost of providing domestic violence services in Huntington Beach under the authority of the Police Chief is
a logical and responsible approach to continuing efforts to reduce and eradicate domestic violence and violence against
women. Please adopt item 20.
Agenda Item 21: Huntington Beach is no place for hate. In the past several months, there has a been a documented rise
in hate crimes and hate incidents nationwide, as well as countywide. This resolution clearly states that Huntington
Beach will not tolerate such actions. Please adopt this item.
Agenda Item 24: Please adopt this item. The rise in the brazenness of white supremacists in our area is
unacceptable. Huntington Beach must remain a safe and welcoming place for all.
Agenda Item 25: Huntington Beach has maintained a good relationship with OC Human Relations. The city should uplift
the efforts of OC Human Relations to facilitate welcoming people from all backgrounds. The virtual event scheduled for
April 11 is a good opportunity to do that in an effort to show the true character of Huntington Beach while others are
planning on holding a "white lives matter' event. Furthermore, hosting a city-wide event at Central Park on April 18
emphasizing diversity and inclusion is an appropriate expression of the city's values.

I am 100% in favor of the following agenda items. Huntinton Beach has a history and reputation of white
supremacy and bigotry, real or not. We need to make a stand that we will not tolerate hate crimes or white
sumpremacy, and that we DO STAND for diversity, equity and inclusion.
Agenda Item 21, submitted by Mayor Carr and Councilman Dan Kalmick.lt asks the City Council to denounce

I was disturbed to find out about a "White" lives matter rally planned to take place on Sunday the 11th in downtown. I
have lived in Huntington Beach my whole life and it saddens me that racists and bigots feel like Huntington Beach is a
place that they can feel free to share their views publicly. As a City I feel like we need to stand against hatred in any form
and this starts with you and the other members of the city council coming out publicly and condemning this rally and the
organizations.There are so many wonderful reasons to visit Huntington Beach but this rally puts HB in a negative light.
Let's show the world that we are SURF City HB and Not HATE City USA.

Dear City Council,
For far too long hate, racism& intolerance have quietly been associated with the City of Huntington Beach.
More recently our city has been publically stained by the takeover of our downtown by conspiracy-soaked
dullards and malcontents seeking their 15-minutes of social media fame.
While I can appreciate the Huntington Beach residents who repeatedly claim "this isn't who we are", sadly this
is who we are until our city stops passively hosting racists, grifters, and conspiracy theorists.
I believe reaffirming our community values is a very worthwhile first step, but until the City of Huntington
Beach actively intervenes to stop the co-opting of our downtown by those seeking to propagate hate,
disinformation,and hurtfiil conspiracies, Huntington Beach will continue to be defined by the malignant
opportunists misusing our city's public space.
A simple reminder: hateful and intolerant rhetoric is not "Free Speech". It is Hate Speech. And the City of
Huntington Beach in no way benefits from harboring the hateful.
I strongly support the reaffirmation of our values.

There has been so much hatred and xenophobia in our city that it's becoming what we're known for. We have
friends who won't come to visit us because they think they're not safe here in Huntington Beach. As leaders, you
can either be silent and hope it goes away on its own (it won't), or you can take a stand for inclusion, kindness,
and peace. We urge you to take a stand and show people that Huntington Beach is a place where hatred and
violence are not welcome.

Regarding Agenda Item No. 21:
I am writing to encourage you to support Mayor Carr and Councilmember Kalmick's efforts at denouncing all
manner of hate crimes and encourage you to state that the City of Huntington Beach values all people and is
committed to the safety of all people who live in, work in, or visit the City of Huntington Beach.
Regarding Agenda Item No. 24:
Given the recent news stories about a potential white supremacy rally that may be held in Huntington Beach, I
urge you to denounce any movement that fosters and encourages the beliefs that one race or ethnicity is better
than any other race or ethnicity.
Regarding Agenda Item No. 25:
1 encourage the City Council to support Council Member Moser's proposal that the City co-sponsor with the
Orange County Human Relations Commission a virtual event focused on the themes of societal diversity,
inclusion, and equity.
I am a 30+year resident and homeowner in the City, and as a business owner in the City, I am increasingly
concerned that the City of Huntington Beach is being defined as a focal point of racial strife.

I am writing in support of these 2 resolutions, which appear to be synergistic.
Both of these resolutions are aimed at reducing the impact of outside hate groups in Huntington Beach. For
reasons that 1 don't entirely understand, HB has become a focal point for racist demonstrations, to the point
where my friends on the East Coast comment on the appearance of Huntington Beach on the news - for bad
reasons. I know that these demonstrations are often driven by outside groups, but it is difficult to discern that
from the 60 second reports on national news. This kind of publicity is not only embarrassing to our residents,
but hurts the image of a town that depends on tourism.
Positive actions like the resolutions of Council members Kalmick and Moser will help dispel the idea that these
racist demonstrations occur here because they are welcomed by the City.

Hate crimes, White Supremacy, Diversity, Equity and Inclusiveness are undefined or ill-defined terms meant to
stimulate emotions rather than convey meaning. They are exercises in meaningless virtue signaling at best and
mischievous at worst. In practice, this terminology is used to foment division in the community and undermine
the principle of equal justice under the law. Resolutions of this type should never be submitted and these three
should be rejected by the council.

As a citizen of FIB for many years, I object to the "White Lives Matter' (KKK) Protest on April 11. The entire
intention is disgusting to me. It is not white people who are being targeted and attacked by racists and
haters. Peaceful protests should be for meaningful good intentions to improve lives or circumstances. This
particular event seems to be supported by vengeful hateful people who are racist and continue to instill harm on
those who are not white. The fact that it is sponsored by KKK members is especially disgusting as most of the
civilized people in this nation object to that organization entirely. I agree with Councilman Kalmick and NIayor
Kim Carr that FIB should denounce white supremacy and that we do not want it here in FIB in any wax., shape
or form. It does not represent the citizens of FIB. I oppose this rally and hope that the council denies'
permission for it to be held in FIB. Peaceful protest should be approved based on intentions. This is not
intended to be a peaceful protest but rather to create more hatred and violence. If I had a vote. I would advise
these protestors to take their fight somewhere else. We don't want it here!

You may be aware of the attached flyer. I learned of it through a Seacliff neighborhood group. It was reported that the
flyer was distributed to a number of homes on 18th street this past Friday/Saturday.
This is despicable and has provoked an outrage among many in the Seacliff group. One member mentioned that the KKK
plans to hold a rally at Pier Plaza on April 11.
I certainly hope that the City Council and the HBPD will not condone this activity. It is disgraceful and certainly doesn't
represent how I want my city viewed.
