Crty of Huntington Beach Page 1 of 1 Printed on 3131 2f121 465 pow ed by LepMar^ CITY OF HUNTINGTON BEACH CITY COUNCIL MEETING—COUNCIL MEMBER ITEMS REPORT TO: THE HONORABLE CITY COUNCIL FROM: KIM CARR, MAYOR AND DAN KALMICK, CITY COUNCIL MEMBER DATE: MARCH 31, 2021 SUBJECT: THE CITY OF HUNTINGTON BEACH DENOUNCES ALL HATE CRIMES AND REAFFIRMS ITS COMMITMENT TO SAFETY AND INCLUSIVITY FOR ALL Whereas, Huntington Beach is home to a vibrant and diverse community where one in eight Huntington Beach residents is of Asian or Pacific Islander descent and one in five is of Hispanic or Latino descent; and Whereas, Black, Indigenous, and other People of Color (BIPOC) communities including Asian immigrants are vital to the cultural richness and prosperity of Huntington Beach; and Whereas, when the COVID-19 pandemic began, inflammatory and xenophobic rhetoric referring to the pandemic as the "Chinese Virus" or "Kung Flu" put Asian American and Pacific Islander (AAPI) families, communities and businesses at risk for bullying, harassment and hate crimes; and Whereas, the use of anti-Asian terminology and rhetoric related to COVID-19 have perpetuated anti-Asian sentiment and a surge in hate crimes and incidents against AAPIs; and Whereas, the Orange County Human Relations Commission documented a ten-fold increase in hate crimes and incidents against AAPls in Orange County during 2020; and Whereas, combatting racial discrimination, harassment, and violence require the immediate attention and action of local and national policy makers and community members; and Whereas, as a nation, we must confront, at interpersonal and institutional levels, the pervasiveness of racism and its impact across communities, so that we may establish safe and inclusive communities for all; and Whereas any act of hate against one person is an act against the community as a whole; and Whereas Huntington Beach is no place for hate; Resolved that the Huntington Beach City Council, on behalf of the City and all residents: 1. Denounces hate crimes, xenophobic rhetoric, racism and harassment against AAPIs and other minority communities. 466 Declaration Denouncing Hate Crimes March 31, 2021 Page 2 of 2 2. Reaffirm our commitment to ensure that AAPls and all residents and visitors in Huntington Beach feel safe and welcome, both during this COVID-19 pandemic and beyond. The Huntington Beach City Council also directs the Huntington Beach Human Relations Task Force working with the Huntington Beach Police Department to: 1. Publish data summaries of reported hate crimes and incidents on the Task Force's website and the City's Diversity, Equity, and Inclusion website on a quarterly basis. 2. With community stakeholder input, submit written recommendations for responding to race-based hate crimes and incidents in Huntington Beach to the City Council. Hate crimes and incidents around the country seem to have recently proliferated, and incidents within HB seem to be on the rise as well, as reported by the Human Relations Task Force. It is important for the City to make clear that it does not tolerate hate crimes or bigotry. Extremist elements tend to congregate in HB for demonstrations, leaving an impression that the City and its residents tolerate such extremist views. And as you know, HB also has a history of hate-inspired violence. As a result, it is vital the City continue to counter any impression that it tolerates hate groups. I believe Councilmember items 21, 24 and 25 will help accomplish this goal. Agerae No. I applaud and urge support he the City Council on Agenda item 21.289 Submitted by Mayor Carr and Councilmember Kalmick - The City of Huntington Beach Denounces All Hate Crimes and Reaffirms Its Commitment To Safety and Inclusivity For All I have added a suggested addition (attached) to the declaration regarding the long history of the AAPI community in Huntington Beach dating back to circa 1893 with Chinese laborers at the Earl Fruit Company farmland (in the area of present-day Golden West College) and the arrival of the first Japanese circa 1899-1900 This addition is based on research as a nationally recognized historian and author on local history specific to the Asian American community. It addresses the issue of the "perpetual foreigner central to hate directed at AAPI communities and organizations The fact that the AAPI community historically has been part of what is now Huntington Beach for over 125 years should be acknowledged My comments also are regarding the multi-year experience (2016-2020) of online cyber harassment and threats directed at the Historic Wintersburg preservation effort, for which there were multiple police reports and briefings of council members Historic Wintersburg represents 110+ years of Japanese American history in Huntington Beach, https Nsavingplaces orgiplaces/historic-wintersburq# YGYY2D9ICM9 This ongoing public harassment included racist content and graphics that purported to target Historic Wintersburg The reality is those involved used preservationists as a proxy to publish hateful rhetoric and images targeting Japanese Americans There is no constructive discourse necessitating racist rhetoric. slander and racist graphics. and to say otherwise is gaslighting The racist rhetoric and images were widely circulated in Huntington Beach on public platforms on an almost daily basis. with orchestrated harassment on each December 7 A few of these images were shown at a special meeting of the City's Historic Resources Board in February 2018 attended by representatives of Japanese American historical organizations and preservationists The HRB expressed concern regarding the harassment and affirmed their support of Historic Wintersburg preservation in a letter to the City Council Police reports were initiated in 2016 The Human Relations Task Force was briefed in August 2017 (this discussion was omitted from their minutes) Council members in office during that time period were frequently briefed There were no known actions taken by police in response to multiple threats posted online. including implied death threats and what constitutes hate incidents At one point. I was told by a Council member that there is a history of skinheads in Huntington Beach and that there remained some with those attitudes There were no public actions or statements made by City officials regarding hate speech It is saddening that it took extreme acts on a national level to generate awareness 1 You are now seeing what myself and others have been telling you for some time, before the pandemic. Words can incite hateful acts and violence, and there is a direct impact to public safety. I am glad to see this Council making a public statement and urge unanimous support of the Declaration, as a first step. Thank you for your consideration of the suggested addition to the Declaration. As you know, there has been an increase in hate crimes on a national level as well as an increased social media presence of white supremacist sentiments. Just this past week, there were fliers dropped around Huntington Beach advertising a White Lives Matters demonstration. While it's quite probable that the organizer is not an HB resident, we must proactively address these issues and make sure all our residents feel safe here and know that hate speech will not be protected. As a member of the HB Human Relations Task Force, I feel particularly invested in us addressing these issues head on with dialogue and actions that illustrate what Huntington Beach is and what it is not. I'm tired of extremists hijacking our city's public image and giving us a bad reputation. I attended a Stop Asian Hate rally at Mile Square Park Saturday and many of our neighbors currently feel very unsafe, with white supremacy at the root of incidents they've experienced. Disgusting, terrifying and threatening propaganda is being found on doorsteps around the city and community. Mayor Carr, and Council, what is your plan? Denouncements are good, but not enough. Have you met with, directed HBPD Chief Harvey to use every ounce of power and authority at the city's disposal to prevent/end this? Are you investigating to identify the persons behind it- publicly name them and expose them, plainly denouncing their white supremacist incitement to hate and violence, and warn that there will be the harshest of legal consequences?We need you to assemble the strongest police force showing possible, and utilize all investigative powers, laws and ordinances available- against hate speech threats, incitement to violence, un-permitted unlawful assembly, blocking traffic, unlawful use of amplified sound.., all you've got. While I urge you to pass the three proposals on tonight's agenda to this end, and I wholeheartedly do, it is not enough. The KKK is coming here because they think that you will do nothing. They see bully racists who've come to downtown this past year, in one guise or another, facing zero consequences. They see Tito Ortiz himself spewing hate and lies that Black Lives Matter wanted to burn down the city and other things too disgusting to repeat, only to be named Mayor Pro Tern! They see him engaging in all manner of bad faith provocative behavior- attacking local businesses, school districts, and even this City Council for trying to protect our community, and getting away with it- NO vote to remove him as Mayor Pro Tem, NO vote to censure, only coddling and interacting with him as if he's a child rather than a grown adult man UFC fighter who's used his celebrity and office so that HB makes worldwide headlines as a hub of racists and white supremacy (and please spare us the pretend offense and denials, Mr. Ortiz, that you as a Latino couldn't possibly harbor or express anti black racist hate). It's an embarrassment. This is on you, Mayor Carr and Council Members, and your lack of leadership. It is serious. It is bad, in the worst of ways, for us and our community. If allowed to happen, it will have lasting consequences. It will not fade away or evaporate afterwards. It will reverberate, for decades to come. Agenda Item 20: Domestic violence continues to be a scourge in our society. Accepting the state grant to fund a large portion of the cost of providing domestic violence services in Huntington Beach under the authority of the Police Chief is a logical and responsible approach to continuing efforts to reduce and eradicate domestic violence and violence against women. Please adopt item 20. Agenda Item 21: Huntington Beach is no place for hate. In the past several months, there has a been a documented rise in hate crimes and hate incidents nationwide, as well as countywide. This resolution clearly states that Huntington Beach will not tolerate such actions. Please adopt this item. Agenda Item 24: Please adopt this item. The rise in the brazenness of white supremacists in our area is unacceptable. Huntington Beach must remain a safe and welcoming place for all. Agenda Item 25: Huntington Beach has maintained a good relationship with OC Human Relations. The city should uplift the efforts of OC Human Relations to facilitate welcoming people from all backgrounds. The virtual event scheduled for April 11 is a good opportunity to do that in an effort to show the true character of Huntington Beach while others are planning on holding a "white lives matter' event. Furthermore, hosting a city-wide event at Central Park on April 18 emphasizing diversity and inclusion is an appropriate expression of the city's values.
