Background:
The City does not currently have a policy for what types of flags can be flown at City facilities. As
of now this is taken on an ad hoc basis.
Recommendation:
Direct staff to come back to City Council with a policy and procedure for displaying flags at City
facilities.

Dear City Council—
At its most elemental level, a flag is a symbol of identity. It tells others who we are. Beyond being a simple identifier,
flags can also serve as a symbol of values.
Agenda Item #16
At a time when current events have labeled Huntington Beach as home to the loud, angry and ignorant, I can think of
few things better than flying the Pride Flag in front of our city facilities.You see,for me, the Pride Flag has always been a
symbol of acceptance and inclusion. It is a simple banner stating that everyone, regardless of race, religion, or sexual
orientation, has a place in our community.
I support both the flying of the Pride Flag and the formal acknowledgment of Pride Month by the City of Huntington
Beach.

1 strongly support the creation of a formal City of Huntington Beach Flag Policy.As that flags are often more than just a
colorful banner used for decoration, I believe a policy governing flags in front of city facilities is warranted.

Hello,
I am a resident in Huntington Beach and wanted to submit a comment via email for the city council meeting
today. 1 am in full support of agenda items #16 and #17. If we are to combat the reputation of hate and bigotry
that the small few have given Huntington Beach, we must take steps to demonstrate our support for the LGTBQ
community. A flag is a great start to what I hope will be more actions like this to combat hateful rhetoric in this
community.

I am writing in strong support of items 16 and 17 on tonight's agenda and urge a yes vote on them.
Regarding item 16, flying the Pride flag from the 3'° week of May and throughout the month of June is a visible symbol
of the resolutions this body has passed and renewed with regard to hate and human dignity. The Pride flag is made of a
rainbow of colors for the simple reason that it includes everyone. This seems to be a no-brainer. Let's fly the flag that
represents the inclusive and welcoming values of Huntington Beach.
Regarding item 17, 1 agree that the city should have a flag policy. However, I caution the staff to be as broad as
possible. In at least one nearby city, the flag policy is so rigid that even the little League and Special Olympics flags are
disallowed.
Finally, I am very disturbed to learn that Mayor Pro Tern Ortiz has attempted to file for unemployment while still
collecting his paycheck and stipend from the city. That is fraud and that is illegal!!! At the bare minimum, I expect our
elected representatives to abide by the law. Even more disturbing is the fact that making a claim for unemployment
costs the city money. I hope that the Council will take the strongest actions possible to reprimand Mayor Pro Tern Ortiz,
whether that is censure or removal or something in between.
