SUBJECT: LGBTQ PRIDE MONTH RECOGNITION AND FLAG RAISING
Background:
Nationwide, over 11 million Americans identify as Lesbian, Gay, Bisexual, Transgender or Queer
(LGBTQ). LGBTQ business owners have contributed over$1.7 trillion dollars to the U.S. economy
and have helped create over 33,000 jobs. Despite their growing population and contributions, it
is still legal to fire an individual for identifying as LGBTQ in 26 U.S. states; hate crimes against the
LGBTQ community are on the rise; and LGBTQ youth disproportionately make up 40% of our
nation's homeless youth.
California, a state that represents over 1.3 million LGBTQ residents, has embraced the positive
impacts that LGBTQ representation and policies can create. In the past few years alone, the
California Legislature has passed over two dozen new LGBTQ protections and elected the largest
delegation of LGBTQ state officials in the nation. The State also elected Senator Toni Atkins as
the first LGBTQ person to serve as Senator Pro Tempore and Ricardo Lara as the first to serve as
Insurance Commissioner.
Locally, several cities including Long Beach, Anaheim, Fullerton and Irvine to name a few have
taken opportunities to showcase their support for the LGBTQ community by raising the LGBTQ
Pride Flag at their respective City Hall and declaring June as LGBTQ Pride Month.
Conclusion:
The Huntington Beach City Council respects, values and encourages all voices. Our City is
comprised of over 200,000 residents, and we receive over 4 million worldwide visitors annually.
It is imperative that everyone who works, lives or visits Huntington Beach feels welcomed and
safe.
Over the past year, the Huntington Beach City Council has taken decisive action to support a
community that is diverse, inclusive, and equitable. The City Council has reaffirmed their
commitment to a Declaration of Policy on Human Dignity, denounced hate crimes and racist
ideology, created community events celebrating diversity, supported the HB Human Relations
Task Force's programs and events, and is committed to the Police Department's efforts to
prevent, respond and report hate crimes and hate incidents.

In keeping with the City Council's commitment to create an inclusive and welcoming community,
we believe it is time to recognize and support our LGTBQ community by declaring June as LGBTQ
Pride Month and by raising the Pride Flag, which is widely recognized as a symbol of love, unity
and acceptance. If we as a City can espouse greater acceptance and prevent hate crimes through
this simple act of solidarity, then it will have been a worthwhile effort for the City.
Recommendation:
Request the City Manager to fly the LGBTQ Pride Flag each year from the 3rd week of May until
June 30th in recognition of the contributions of the Lesbian, Gay, Bisexual, Transgender and
Queer (LGBTQ) Community; and
Request the City of Huntington Beach recognize the month of June as LGBTQ Pride Month.

I support the proposal by Mayor Kim Carr and Council member Dan Kalmick to fly the LGBTQ Pride Flag

The City of Huntington Beach needs to set standards promoting inclusiveness and rejecting hate. It is time

To Mayor Carr and her fellow HB City Council Members,
Two weeks ago HB held an event in Central Park to celebrate inclusivity, diversity and unity. If that was truly a sincere
effort, then an agenda item to raise the Pride Flag at HB City Hall and to declare June Pride Month should not be
controversial. Either you support the values of inclusivity, diversity or you don't. It's that simple.
We are continually disappointed, that the city were we have owned a home since 1985, contradicts itself on issues like
inclusivity, diversity and unity.
Do the right thing and proudly raise the Pride Flag over HB City Hall and declare June Pride month in Huntington Beach.

I have lived in Huntington Beach for nearly 30 years and have
been an ally to our LGBTQ community for longer than that.

As an ally to the LGBTQ community, I am very aware that the flag
is a powerful symbol of inclusion and unity, something I strive to
help my students and community members to feel every day. The
display of the flag is a beautiful gesture to show our community

community and visitors that Huntington Beach is a safe place for

see this powerful symbol.

Thank you for proposing that the City of Huntington Beach recognize June as LGBTQ Pride Month, and have
the city keep the Pride Flag raised during the month of June.
This item is critical in supporting inclusive values for several reasons; it is still legal to fire an individual for
identifying as LGBTQ in 26 U.S. states, hate crimes against the LGBTQ community are on the rise, LGBTQ
youth disproportionately make up 40% of our nation's homeless youth, harmful transgender laws are being
passed around the country that our youth are seeing. AND after this year of endless shameful things that our city
has done against vulnerable communities, it's time our city did SOMETHING inclusive.
You might remember the Declaration of Policy About Human Dignity; unanimously adopted by the Huntington
Beach City Council on May 6, 1996. Where they stated:
"that everyone should be treated with courtesy and respect, regardless of their racial background, their nation of
origin, the religion they practice, their sexual orientation, gender or disability status. It is the right of all citizens
to pursue their daily lives with the knowledge that they will not be physically harmed or verbally abused..... ...
Remember that silence and apathy are the greatest allies of those committing hate crime."
Saturday night, the Huntington Beach Hyatt hosted the LGBTQ Center OC's largest fundraiser, the Indigo Ball-
marking The Center's 50th Anniversary. Already the city,the businesses, the employers and residents support
the LGBTQ+ Community, isn't it time that the City Council reflects what the city already supports and raises
the PRIDE Flag during the month of June?
I would like to see Huntington Beach join the ranks of other forward-thinking cities visibly supporting the
LGBTQ+ Community during Pride month, such as Fullerton, Anaheim, Aliso Viejo, Laguna Beach, Santa Ana,
Irvine, Costa Mesa, and even over the OC Fair Grounds.
Rather than just making this a social justice performance, I encourage you to spend time educating yourself on
what the city can do to be more inclusive- reach out the LGBTQ Center OC for further training and ideas... and

"From protecting and supporting LGBTQ public employees to addressing the varied needs of LGBTQ
community members and their families, city and county officials play a powerful role in advancing inclusive
reforms and setting a model for other jurisdictions to follow in service of equality and civil rights. As detailed in
this report, executives can shape the lives and livelihoods of their LGBTQ constituents across a broad range of
policy areas and have the opportunity to create lasting partnerships with local service organizations, providers,
and community leaders. Coupled with legislative action or as stand-alone reforms, administrative policymaking
at the local level is a crucial tool in the fight for full equality for LGBTQ people and can spur positive change at
the state and federal level that can lead to the implementation of these vital and long-overdue policies
nationwide."
Thank you again for your strong support of the LGBTQ+Community during this critical time for not only the
City of Huntington Beach, but the Country. Thank you for remembering that in 1996 Huntington Beach's City
Council took a stance against bigotry and for inclusion and beginning to include the LGBTQ+Community
equally in the Huntington Beach Community.

Dear City Council Member,
Thank you for considering resolution 21-375 to raise the Pride flag each year to recognize the contributions of the
LGBTQ community. To some, this gesture may seem trivial, but it is a huge step forward for a community that has been
defined by outside groups who have chosen Huntington Beach to voice their hateful views. It is time that we take back
the narrative to show the world that Huntington Beach stands for acceptance and inclusiveness.
Your decision is no different than a similar decision I made 20 years ago. I had become a new homeowner, and I wanted
to show my support by flying the Pride flag outside my front door. I wondered what impact it would have on my
neighbors, many of whom were very conservative. I ultimately concluded that it was the right thing to do, and so the
flag went up. What ensued was a barrage of support that I never anticipated. Neighbors thanked me for having the
courage to fly the flag, and others mentioned that it made them feel safer. It led to conversations that were healing for
me and everyone with whom I interacted. Some of my neighbors also stated that it helped create a sense of freedom in
presenting themselves to others. What surprised me the most was hearing from neighbors I previously had assumed
would not be supportive, who expressed their enthusiasm, and additional flags soon followed.
Huntington Beach needs these conversations to take place. As leaders of our community, it is our responsibility to act as
good stewards of our city to ensure that we provide an inclusive environment that respects all members of our
community. No one can reach their full potential without the broader community to provide a safe space to
authentically present themselves to the world. While the Pride flag originated in the gay community, please realize that
it is a much broader symbol of acceptance and inclusiveness. Over the years since it was created, new stripes have been
added consistent with this broader theme, and I hope that will continue. A vote of "NO" on this resolution would send
entirely the wrong message and play into an existing narrative that does not cast our city in a good light.
While it may seem like a courageous step to you in this moment, please consider that the Pride Flag has been flown by
people of all backgrounds and multiple governme�n�o�r a,nizat�lll r the country and around the world. It is time
for Huntington Beach to join the rest of the wor a for our community that ultimately will be

At its most elemental level, a flag is a symbol of identity. It tells others who we are. Beyond being a simple identifier,

At a time when current events have labeled Huntington Beach as home to the loud, angry and ignorant, I can think of
few things better than flying the Pride Flag in front of our city facilities. You see, for me, the Pride Flag has always been a
symbol of acceptance and inclusion. It is a simple banner stating that everyone, regardless of race, religion,or sexual
orientation, has a place in our community.
I support both the flying of the Pride Flag and the formal acknowledgment of Pride Month by the City of Huntington
Beach.

-spending is less than income and sets aside for future needs
-fighting the desalination plant demanded by Sacramento

So, now you can settle down and focus on Item 16. Good grief! FIVE out of SEVEN of you
need to FOCUS your efforts on the TASKS AT HAND, rather than finding busywork pet

As an Orange County resident and as a member of the Board of Directors and prior Board President of Radiant Health
Centers, the largest Orange County AIDS service organization that has expanded its mission to provide healthcare to the
broader LGBTQ+ community, I strongly urge you to recognize June as LGBTQ Pride Month and to display the Pride flag
during the month of June in your fair city. Huntington Beach has previously been a much welcomed supporter of Radiant
Health Centers' annual AIDS Walk, having hosted it in 2019. Obviously, because of Covid, it had to be virtual in 2020, but
we look forward to continued partnership with the city for a future AIDS Walks and as a partner in the fight against
HIV/AIDS.
Having the City of Huntington Beach recognize this annual LGBTQ Pride event with the flying of the flag for the month
sends a powerful message that this segment of our community is recognized, embraced, and supported. In this time of
such national strife, you have the capacity to set the tone for that of inclusion and acceptance. This is especially critical
to our youth and is a powerful example for them to witness. They need this type of affirmation as part of their overall

I am writing in strong support of items 16 and 17 on tonight's agenda and urge a yes vote on them.
Regarding item 16,flying the Pride flag from the 3r°week of May and throughout the month of June is a visible symbol
of the resolutions this body has passed and renewed with regard to hate and human dignity. The Pride flag is made of a
rainbow of colors for the simple reason that it includes everyone. This seems to be a no-brainer. Let's fly the flag that
represents the inclusive and welcoming values of Huntington Beach.
Regarding item 17, 1 agree that the city should have a flag policy. However, I caution the staff to be as broad as
possible. In at least one nearby city, the flag policy is so rigid that even the Little League and Special Olympics flags are
disallowed.
Finally, I am very disturbed to learn that Mayor Pro Tern Ortiz has attempted to file for unemployment while still
collecting his paycheck and stipend from the city. That is fraud and that is illegal)I I At the bare minimum, I expect our
elected representatives to abide by the law. Even more disturbing is the fact that making a claim for unemployment
costs the city money. I hope that the Council will take the strongest actions possible to reprimand Mayor Pro Tern Ortiz,
whether that is censure or removal or something in between.

Dear Mayor Carr and Council Member Kalmick and other Council Members,
Thank you for proposing that the City of Huntington Beach recognize June as LGBTQ Pride Month, and have
the city keep the Pride Flag raised during the month of June.
This item is critical in supporting inclusive values for several reasons; it is still legal to fire an individual for
identifying as LGBTQ in 26 U.S. states, hate crimes against the LGBTQ community are on the rise, LGBTQ
youth disproportionately make up 40%of our nation's homeless youth, harmful transgender laws are being
passed around the country that our youth are seeing. AND after this year of endless shameful things that our city
has done against vulnerable communities, it's time our city did SOMETHING inclusive.
You might remember the Declaration of Policy About Human Dignity; unanimously adopted by the Huntington
Beach City Council on May 6, 1996. Where they stated:
"that everyone should be treated with courtesy and respect, regardless of their racial background, their nation of
origin, the religion they practice, their sexual orientation, gender or disability status. It is the right of all citizens
to pursue their daily lives with the knowledge that they will not be physically harmed or verbally abused..... ...
Remember that silence and apathy are the greatest allies of those committing hate crime."
Saturday night,the Huntington Beach Hyatt hosted the LGBTQ Center OC's largest fundraiser, the Indigo Ball-
marking The Center's 50th Anniversary. Already the city, the businesses, the employers and residents support
the LGBTQ+ Community, isn't it time that the City Council reflects what the city already supports and raises
the PRIDE Flag during the month of June?
I would like to see Huntington Beach join the ranks of other forward-thinking cities visibly supporting the
LGBTQ+ Community during Pride month, such as Fullerton, Anaheim, Aliso Viejo, Laguna Beach, Santa Ana,
Irvine, Costa Mesa, and even over the OC Fair Grounds.
Rather than just making this a social justice performance, I encourage you to spend time educating yourself on
what the city can do to be more inclusive- reach out the LGBTQ Center OC for further training and ideas... and
read the attached article on advancing LGBTQ+advocacy at the local level:
