COVID-19 Situational Update
Orange County In Orange Tier, With Statewide Changes Pending June 15
• The overall COVID-19 situation in Orange County
continues to improve
- Our regions currently in the"Moderate-Orange Tie/
-Based on recent State rule changes, we will likely be in
the "Minimal-Yellow Tier'later this week
• Across the nation,case rates are well below what
we saw during our prior surge, with current
COVID-19 cases dropping to-35,000/ day
• The State has announced that California's tiered
reopening plan will be replaced effective June 15
with updated and less restrictive guidance

In-Person Council Meetings
June Transition Planned To Allow For Meetings In-Person
•Given the improving COVID-19 situation in Orange County,the City has been making transitional plans to
coordinate the gradual and safe reopening of in-person services
• In-person City Council meetings are currently planned to take place starting in June 2021,with the
implementation of COVID-19 safety guidelines
—Our City Council meetings are transitioning to Tuesday starting in June,with our next meeting scheduled to take place
on June 1
• Per the most recent guidance that staff has developed using CDC and CDPH guidelines, individuals wishing
to enter City Hall will be asked to abide by one of the following 3 directives
—Wear a face covering,or
—Be fully vaccinated,or
—Produce a negative COVID-19 PCR test from within the past 48-hours,or a same-day negative rapid antigen COVID-19
test
Public Participation
Public Attendance At City Council Meetings Will Be Facilitated
• With the move to the State's Yellow Tier status in Orange County,staff will facilitate in-person attendance
at City Council meetings per current State guidelines,with safety protocols in place
—Attendance caps will be instituted while the current Tier System is in place
>While recognizing the need to reserve`20 seats for City staff in the Council Chambers,in-person attendance capacity
would initially be as follows:
—Yellow Tier:50%capacity—capacity for 50 members of the public to be in-person
•City Council meeting attendees will also be asked to abide by safety protocols to enter City Hall
—Wear a face covering,or
—Be fully vaccinated,or
—Produce a negative COVID-19 PCR test from within the past 48-hours,or a same-day negative rapid antigen COVID-19
test

City Hall Reopening Plans
Soft Reopening Scheduled June 1, w/ Full Reopening By June 15
•On June 1, City Hall will reopen to the public with select services available initially while all services will
return to full in-person status by June 15
- Initial reopening will be coordinated via the State's yellow Tier guidelines,with revised safety protocols in place
- In-person services available as of June 1 will include utility bill payments, beach permit parking pass sales,and other
select City operations
- By June 15,all City operations will be available to the public for a return to In-person services
• City Commissions and Boards will also be resuming in-person meetings in June, per the safety guidelines
that have been developed
Wear a face covering,or
- Be fully vaccinated,or
- Produce a negative COVID 19 PCR test from within the past 49-hours,or a same day negative rapid antigen COVID-19
test

Additional Changes Coming After State Eliminates Tier System
•The City will work to institute additional adjustments for our post-June 15 operations
-We are anticipating that the State will eliminate the current California Department of Public Health tier system on June
15,and replace current guidelines with less restrictive public health and safety protocols
-The City will institute further adjustments to our operations once new guidance is published by the State
