City of Huntington Beach Page 1 of 1 Printed on 5/26/2021 ne L241, 1 e�s.A. l CITY OF HUNTINGTON BEACH CITY COUNCIL MEETING—COUNCIL MEMBER ITEMS REPORT TO: THE HONORABLE CITY COUNCIL FROM: KIM CARR, MAYOR DATE: JUNE 1, 2021 SUBJECT: ESTABLISH A RECOVERY FUND TO SUPPORT BUSINESSES IMPACTED BY THE MAY 21-23 INCIDENTS Over the May 21-23 weekend, an event called "Adrian's Kickback" was promoted on TikTok and become a viral sensation garnering nearly 200 million views. As a result of that social media post, the City saw large crowds of unruly party-goers gather at the Pier and Downtown. The groups that gathered on Friday, May 211` and Sunday, May 23'd were dispersed by the Huntington Beach Police Department (HBPD) without incident. However, on Saturday, May 22"d a crowd of around 2,500 people gathered in the downtown area and eventually engaged in criminal conduct requiring a significant police response. Thankfully, HBPD and other allied law enforcement professionals expertly managed the situation and there was not a single significant injury, violent crime, or burglary reported to the police. Furthermore, the City saw minimal property damage which included: • Property Damage (as of 5/26/21): o A broken glass door at CVS located at PCH and 61h Street o Overturned and damaged tables, chairs and EZ-Ups associated with the Surfin' Sunday Market o Reports that merchandise left in the canopy tents overnight were vandalized and stolen o Minor damage to the roof at Lifeguard Tower 13 o One police sedan suffered a broken rear window • Graffiti Reports (as of 5/26/21): o Graffiti on the PCH side of Pacific City o Graffiti on a condo complex located on PCH o Graffiti on the 500-block of PCH and the 300-block of Main Street o Three police SUVs suffered graffiti damage I am proposing that the City establish a $20,000 fund to support recovery efforts for local downtown businesses impacted by the May 21-23 incidents. This fund could help small business owners replace stolen or damaged merchandise, replace equipment needed for the Pier Plaza vendors and help with any additional graffiti clean- up needs. RECOMMENDED ACTION I recommend that the City Council direct the City Manager to develop a $20,000 recovery fund program to support local downtown businesses that were impacted by the events from the May 21-23 weekend. 1242
