Hopkins, Assistant City Manager Subject: Approve appointment to the Mobile Home Advisory Board (MHAB) as recommended by City Council Liaisons Kim Carr and Mike Posey Statement of Issue: The City Council is asked to approve one new owner member appointments to the Mobile Home Advisory Board. Financial Impact: Not applicable Recommended Action: Approve the appointment of Chris Houser as an owner member of the MHAB, effective immediately through August 5, 2025. Alternative Action(s): Do not approve the appointment and direct staff accordingly. Analysis: The Mobile Home Advisory Board (MHAB) is an advisory body to the City Council that works on issues that may improve the quality of life in Huntington Beach's 16 mobile home parks. The MHAB addresses these issues by providing a forum for communication among mobile home residents, park owners, and the City Council, The MHAB is comprised of nine members who equally represent mobile home park residents, park owners, and the Huntington Beach community at large. The MHAB has vacancies for two park owner members, with a third vacancy opening on July 25, 2021. The City duly advertised the vacancies and received two applications. City Council liaisons, Kim Carr and Mike Posey, interviewed the applicants and recommend appointing Chris Houser as an owner member. Mr. Houser has owned the Rancho Del Rey Mobile Home Estates on 16222 Monterey Lane for the past 5 years; he has also worked as the park operations manager for 15 years prior to becoming an owner. Should he be appointed, his term would become effective immediately and expire on August 5, 2025. I believe that my experience owning and operating a manufactured housing community in the city will help bring some perspective and insight to the board. I work with my park residents on a daily basis to help resolve their questions and concerns. I believe that I will be able to work with other members of the board to address issues involving mobile home communities. He and his brother were part of the group of four that sued the City in 2006 over our City Council passing the Mobilehome Park Conversion Ordinance in 2004. What our City Council did in 2004 by passing this Ordinance set a precedence throughout the State of California with other municipalities using our Ordinance as an example. Interesting that this last year, Assemblymember Mark Stone and co-sponsor Senator Tom Umberg were able to get AB 2782 passed into Law which is a Mobilehome Park Conversion law for the entire State and will protect the cities and counties that do not already have such a local law. We have been contacting "onsite" Park Managers to get them to apply for the position of Park Representative. They can best answer the questions asked by mobilehome homeowners who speak up at the MHAB meetings. Onsite Park Managers work with numerous types of issues and have the knowledge and skills to bring about solutions. They are the community organizers who work directly with the homeowners in solving these issues. Major projects are elevated to the Park Owners for their analysis. Please consider my input.
