Illegal Fireworks - Crackdown - Proposal
As many of you know, illegal fireworks have been an issue within the City of
Huntington Beach for decades. Fireworks and loud noises at all hours of the
day and night, especially around the 4th of July, is frustrating for residents.
Illegal fireworks and loud notices can impact how a person sleeps, can impact
people with PTSD, as well as impact several other mental and physical health
conditions. Illegal fireworks and loud noises also impact animals. Illegal
fireworks also pose fire and safety dangers, as well as posing many other
threats and dangers.
This proposal involves the City of Huntington Beach utilizing drones. The
drones would be equipped with GPS and video cameras. If a drone
unequivocally identifies illegal fireworks were ignited from a specific GPS
coordinance, a fine will be given to the resident of the GPS coordinance. Fine
amounts can be determined by the City of Huntington Beach.
In speaking with residents of Huntington Beach, many residents voiced their
concerns with drones and privacy. Some residents are uncomfortable with
drones flying overhead and possibly compromising their privacy. Because of
privacy concerns, I propose the drones only be used for a 2 week period. The
2 week period would be the week before and week proceeding the 4th of
July.
I believe this proposal is a win-win, for both the City of Huntington Beach and
the residents of Huntington Beach. The City of Huntington Beach would
receive additional revenue. And the residents of Huntington Beach would
receive increased peace and quiet, and safety.

Subject: Illegal Fireworks
Not sure why I am being re-directed to send this as supplemental for an agenda item as it was not intended..
. So .. I guess I will start all over assuming what I sent through the portal did not get sent...(non-agenda item)
I can only imagine that you will /have or will be inundated with complaints over the illegal fireworks. From
what I understand this year was by FAR the worst year for illegal fireworks being lit off and lobbed through the
air.. I say "as I understand" because things were getting so bad in my neighborhood in the week leading up
that once again I left my home to escape being in a war zone. I have left the area a few years in a row now... [
know some will say.. people had to blow off steam after the pandemic... well NO.....I could also say that this
pandemic should also have made people be a bit more compassionate for their fellow neighbor... and NOT light
off a bunch of bombs.. but nope... it is human nature and why we have Police officers, Firemen and a City
government... It is YOUR responsibility to serve and protect your citizens... That means ALL not some or the
majority.... That includes the minority that have stress disorders including their pets...They have rights
also... YES.. 1 have the right to a peaceful existence in my own home.... I see the illegal fireworks to be a
complete management disaster that the City has failed or is unable to manage ... It also causes destruction to the
environment and now damage caused to my renter and neighbors cars when projectals landed on them... Forget
sound pollution... what the heck is happening to our environment with all those chemicals, smoke and residue..
My street is littered with trash.. 1 can only imagine that now some of this stuff will go in the storm drain and to
our ocean... 1 can only imagine that some of the people that light these things off do care.. but perhaps are not
educated as to how they are causing so much damage for s little bit of"fun"... not even realizing how their fun
hurts others...
Anyhow.. long story short.. what the City has done to control this problem is not working and this year was
utter proof you have no control (or desire )to manage the issue.... Residents like me should not have to leave
my home because you fail to enforce Iaws..But worse yet.. you probably would not have to do a lot of
enforcement IF you did a much better job at getting in front of the problem.... Where we went was a good
example of managing a problem.. Very little fireworks were lit...
If you can't fix the problem then it is time to think outside the box and look at other ways to manage the
problem.. How about some "safe zones" or a safe place residents can go with their animals? If you are not
going to enforce the law.. then an alternative solution needs to be provided...
Anyhow... I have plenty of ideas... if anybody is SERIOUS and wants to do something..

am glad this 4th celebration is over.. I dread next year.... but remain hopeful you MIGHT finally do
something... but not going to hold my breath....

Subject: Fireworks in Huntington Beach
Sparklers and small firecrackers, for children to let off steam and have some fun are, OK. Larger fireworks should only be
handled by qualified and city authorized individuals and organizations. Having our communities turned into, literally,
"battle zones", before, during and after the 4'", does not help enhance the enjoyment and recognition celebration of the
birth of our nation.
Rather, for most of our HB citizens, the current use "flash bangs" and high explosive sounds does nothing but detract,
from the celebration. Last July 4'", 2020, 1 took my dog out for her evening walk around 9 PM. A very loud percussion
bomb/grenade went off with in about 50 feet from us, between two buildings in our complex.
I still have severe ringing in my left ear from that episode and my dog has refused to go out side, at night, for the last 12
months.
I respectfully request the council to strongly consider ending this needless "lunatic" activity.
