City Clerk to provide a brief recap of action taken at the July 19. 2021 Special Meeting Recap of Action Taken at the July 19, 2021 Special City Council Meeting Meeting called to order at 6:01 PM Roll Call — All Councilmembers Present City Clerk announced receipt of Supplemental Communications for Administrative Item #1 (21 emails) Public Comments (3-Minute Time Limit) — 22 In-Person, and 3 Call-In Public Speakers Administrative Items 1. Failed to appoint a candidate to serve the remaining term of former Councilmember Jacob "Tito" Ortiz. City Manager Chi reviewed actions taken to date by Council to address the current vacancy, and described the "rounds" process approved on July 10 to appoint a candidate by majority vote. ROUND 1 Mayor Carr invited each Council, in order of seniority, to submit up to 3 final candidates for consideration: Posey — Jeff Morin, Charles Ray, John Piekarski Delgleize —John Scandura, Janis Mantini, Jeff Morin Peterson — Gracey Van Der Mark Kalmick — Rhonda Bolton, Oscar Rodriguez Moser— Oscar Rodriguez, Rhonda Bolton, Jenny Braithwaite Carr — Rhonda Bolton, Oscar Rodriguez, Jenny Braithwaite ROUND 2 Mayor Carr asked that each Councilmember vote for their top candidate from the developed list of nine (9): (Rhonda Bolton, Jenny Braithwaite, Janis Mantini, Jeff Morin, John Piekarski, Charles Ray, Oscar Rodriguez, John Scandura, Gracey Van Der Mark): Kalmick — Rhonda Bolton Moser— Oscar Rodriguez Posey — Jeff Morin Carr — Rhonda Bolton Delgleize — Jeff Morin Peterson — Gracey Van Der Mark ROUND 3 Mayor Carr asked that each Councilmember vote for their top candidate from the new list of four (4): (Rhonda Bolton, Jeff Morin, Oscar Rodriguez, Gracey Van Der Mark): Peterson — Gracey Van Der Mark Delgleize —Jeff Morin Carr — Rhonda Bolton Posey — Jeff Morin Moser — Rhonda Bolton Kalmick — Rhonda Bolton ROUND 4 Mayor Carr asked that each Councilmember vote for their top candidate from the new list of three (3): (Rhonda Bolton, Jeff Morin, Gracey Van Der Mark): Kalmick — Rhonda Bolton Moser — Rhonda Bolton Posey — Jeff Morin Carr — Rhonda Bolton Delgleize —Jeff Morin Peterson — Gracey Van Der Mark ROUNDS Mayor Carr asked each Councilmember to vote again on top candidates from the list of three (3): (Rhonda Bolton, Jeff Morin, Gracey Van Der Mark): Peterson — Gracey Van Der Mark Delgleize — Jeff Morin Carr — Rhonda Bolton Posey — Jeff Morin Moser — Rhonda Bolton Kalmick — Rhonda Bolton A motion was made by Posey, second Peterson, to call for a Special Election to fill the vacant Council seat. Motion failed by the following vote: AYES: Peterson, Posey NOES: Delgleize, Carr, Moser, Kalmick ROUND 6 Without support to call for a Special Election, Mayor Carr asked each Councilmember to vote again on top candidates from the list of three (3): (Rhonda Bolton, Jeff Morin, Gracey Van Der Mark): Carr — Rhonda Bolton Delgleize — Jeff Morin Posey — Jeff Morin Peterson — Gracey Van Der Mark Moser — Rhonda Bolton Kalmick — Rhonda Bolton RECESS Called at 7:18 PM; meeting reconvened at 7:28 PM ROUND 7 By a vote of 5-1 (Peterson-No), Council voted to cast either a yes or no vote for each of the top three (3) candidates: (Gracey Van Der Mark, Jeff Morin, Rhonda Bolton). Individual votes taken for candidates: Gracey Van Der Mark AYES: Peterson, Posey NOES: Delgleize, Carr, Moser, Kalmick Jeff Morin AYES: Delgleize, Posey NOES: Peterson, Carr, Moser, Kalmick Rhonda Bolton AYES: Carr, Moser, Kalmick NOES: Peterson, Delgleize, Posey Mayor Carr called for discussion on a motion to reconsider a call for holding a Special Election. City Manager Chi reiterated details associated with holding a Special Election (date, costs, candidate timeline). A motion was made by Delgleize, second Peterson, to call for a Special Election to fill the vacant Council seat. Motion failed by the following vote: AYES: Peterson, Delgleize, Posey NOES: Carr, Moser, Kalmick -----Council Discussion----- ROUND 8 Motion by Carr, second Kalmick, to call for a yes or no vote to appoint candidate Rhonda Bolton. AYES: Carr, Moser, Kalmick NOES: Peterson, Delgleize, Posey RECESS Called at 7:59 PM; meeting reconvened at 8:15 PM ROUND 8, Continued ... Mayor Carr continued by asking Council to cast either a yes or no vote for the remaining two (2) top candidates: (Jeff Morin, Gracey Van Der Mark): Jeff Morin AYES: Delgleize, Posey NOES: Peterson, Carr, Moser, Kalmick Gracey Van Der Mark AYES: Peterson, Posey NOES: Delgleize, Carr, Moser, Kalmick A motion was made by Posey, second Peterson, to adjourn to August 1, 2021. A substitute motion was made by Carr to adjourn to July 31, 2021 (no second). A substitute motion was made by Kalmick, second Carr, to adjourn and reconvene the special meeting within the next seven (7) days to continue the process of appointing a candidate to the vacated Council seat. The substitute motion passed by the following vote: AYES: Delgleize, Carr, Posey, Moser, Kalmick NOES: Peterson Meeting adjourned at 8:19 PM
