I would rather share a short story with you instead .... Samy and I were both born in California are close in age so naturally we had a lot in common growing up . Ever since we were kids we always dreamed of moving back to California .As we reached our early twenties we both knew it was the right time to head back. I started the journey and Samy followed shortly after. We didn't come with much and at times I thought it was a mistake but Samy was the complete opposite ... he made more friends in one week than I had in one year and he had more job offers than he knew what to do with. People were drawn to him. His honestly and genuine personality naturally attracted people to him. Sports we're always his passion.. especially football...after a visit to the beach in Huntington, he came home and said he had found his future on the sand. He struggled , he worked nonstop, he never rested until he accomplished that goal. His determination and passion are what define him. I observed the majority of the interviews and read the applications of those applying for the open city council seat. I applaud each and every one of them! I do not envy you in your position of having to make this decision. However, I would like to make some suggestions to your selection process. First, I must state that I believe you should honor the vote and choose Gracey Vander Mark. Since I'm pretty sure you will not do this, I offer my opinion on the selection process. Since you will not honor the vote and chose the next highest vote-getter in the Nov. 2020 election, you must eliminate all the applicants that competed in the 2020 election. You will create tremendous controversy if you do not select Gracey and select someone else that was on the 2020 ballot. Please give someone else a chance. Although I respect Jill Hardy and Devin Dwyer, the citizens of HB are looking for new voices. Let them get re-elected on the next ballot they are qualified for. Please eliminate those that noted a special interest in their resume, i.e. desalination, HDD, even POA. My opinion but I feel it is important that a HBCC council member be a homeowner in our City. Homeowners/property owners have a vested interest in our City. I'm not sure how you will ascertain this since it was not on the application. As was noted by many of the applicants, our City, our country are very divided. The HBCC is a non-partisan position. I hope you will choose someone that that is truly non-partisan and has the best interests of the residents on HB in mind. I have some definite choices in mind that I would like to see on HBCC, but I will put my trust and confidence in you to be non-partisan and chose the best qualified candidate. Sincerely, t 31 Donna. Hello again City Council members. I am sending a follow up e-mail regarding this council member appointment process as I cannot attend meetings to voice my concerns, but I am following along. It is incredibly disappointing to watch this obviously skewed process take place. Please know that the citizens of I luntington Beach are not falling for this 'fair' selection process show that you are putting on. It is clearly shaping up to be a 1009/6 biased appointment of whoever YOU WANT to join rather than what is best for the City of Huntington Beach, and what the citizens voted for. As I previously mentioned, the ONLY fair way to select this council member would have been to honor the vote of the city and place Gracey in the position. If she is not selected, it will be quite obvious that it was simply because YOU did not want her. She is not only the 4th highest vote getter(and closest in campaign promises to the person who received the highest votes), but she is obviously qualified for the position, and offers the balance a city council SHOULD have, and desperately needs. Aside from Gracey being appointed(fairly and deservedly), the only other option is Jill Hardy because once again, this is someone we KNOW the citizens have actually selected and chosen to represent them at some point, she was never voted out unlike some other candidates that applied. Although Gracey should be appointed far before Jill due to the reasons mentioned above. Beyond those two choices, the only other option is the special election, something 1 believe we MUST do if you do not honor the vote, as I whole heartedly believe the cost of a poor selection will be far greater to this city over the next 3.5 years than the cost of running a special election. Please know that a majority of you (Erik excluded)do not represent the vision and hopes of MANY, if not most, of your citizens, including many I know that voted for you(even myself years ago for some of you)and no longer feel you have the citizens best interests at heart. I grew up here, I'm a homeowner here, and even as a 'millennial', I am so disappointed in the direction our beautiful, once quiet beach community has taken. The overbuilding and high density is atrocious, if I wanted to live in Santa Monica, 1 would move there. Rather than catering to your precious tourists, do what is right for your citizens who live and work here year round, and you know, the ones who actually VOTE here. Each group needs a tailored solution and just building shelters will not cut it in the long run: I- the first group will need affordable housing and supplemental income while getting back on their feet, 2- the second group will need mental and emotional support facilities, where they can be treated so they can function and be placed in jobs that matches their abilities, and that can be done through charitable organizations. I was on the board of such organization 3- The third group will need rehab facilities and support groups thereafter so once they are back functioning in society they stay there and off drugs. Within each of above three groups there are subgroups; teens, older people, women and men with or without children. Each will have to be dealt with differently, and there are charitable organizations that can deal with some of these sub-groups, for example the homeless teens has an organization called the Covenant House, and the city can partner with them and others like them Economic development and housing. From experience economic development has a three legged stool that greatly contribute to its success, they are: 1- quality of life to attract employees, like Safe environment, good schools, parks and recreation etc.. 2- Trained labour force; good skilled labour, and/or community colleges and universities nearby that businesses can tap into it or partner with 3- Low cost power(Gas and electricity). And here I have few ideas that I can share with the council if they so desire. One more that is hobby horse of mine : Conservation and the environment. There are many things that the city controls and can use to make a difference, like traffic light synchronization based on volume of traffic during different time of the day. This can be done suing college students to study the traffic pattern, and design a system which will be good for the students development as well as the city's budget. Again I was party to an initiative similar to that when 1 was a graduate student. i Please do not hesitate to contact me to discuss any of the above regardless whether I was the successful candidate or not. I would like to serve. Best Regards, Nabila Yousef (B.Sc., M.A.Sc.) Catherine. 1 was having some trouble sending my email due to some photos I took this morning of our Huntington Beach facilities. Please see this gets included in my record. Dear council members. My wife and I plan to spend our anniversary at BlueGold. Having secured our dinner reservation well before tonight's meeting was announced. I will attempt to join the meeting (via zoom) from the restaurant at Pacific City on PCH. Last night. I worked on the front lines of FIB Beach Operations. -1-his being 'Surf City.' I choose to do my part in maintaining the core tourist infrastructure of our community. Sadly, attached are images that the public will view of our fair city when they arrive at the oceanfront today. in full view from the Pacific City balconies and other hotels in the area...not to mention the beach Boers. Securing the intellectual property asset of our 'Surf City' community image might need to be an unexpected priority in these complicated times. The work at the beach is grueling and our staff does a remarkable job with the process that is in place. This and many other infrastructure processes need constant reevaluation. The nostalgia of the "Hay Day" of.lan and Dean deserves a spotlight, but a focused nostalgic light can blind us all from the true issues regarding drugs. violence, homeless numbers and a paradigm shift towards the 21 st century in addressing and solving these important needs to be the true focus of the spotlight, or else the blindness o1 searching for nostalgia will truly become the insanity that consumes our businesses and property values in the days and weeks following this meeting. During my "interview" for the city council position last week....I entered the chambers and was met with tired eyes and a glazed stare from council members. I was prepared to answer questions. but none were asked in my "5 minute interview." I put forward that I have experience as a global project manager and instructor. I get my hands dirty at our beaches. We have issues that need teamwork and real world, 21 st century problem solving. Data and action will provide the temperance to guide us through the next 20 years of redesigning a working Citv of Huntington Beach. I don't want to see our 'Surf City' erode away into the nostalgia of the past like re- t runs of"The Life Of Reilly"or"I Love Lucy." We need real people with real world experience and real answers to push through the obstacles into our mutually beneficial future. Lucille Ball was quoted saying: "I'm not funny. The writers are funny. I am BRAVE." The fact that I am not a politician should stand apart....with my engineering, client service, instructional and project management background...and courage. Courage to want to be part of the infrastructure solution and help our community for very little remuneration or thanks. I am moved to be of service to my home community. Please break your glassed over stare and look at my C.V. information and background. I have done some amazing work with amazing teams. I believe Walt Disney said it best : "It's FUN to do the IMPOSSIBLE !" 1 see this as a mantra to open a new level of teamwork and collaboration with business development partnerships that will not only break the old worn out molds, but cast new data based processes that will alter the algorithms and design progress to our community goals further than the Oakland Athletics performed in Story of Moneyball. Surf City is a sleeping data asset giant...waiting to be awakened and step into the sunlight of destiny, not to wait for the sun to set and its light to be consumed by the product of our problems. A new sunrise awaits us all through collaboration and teamwork. My commitment will hold steady in support of our destiny which requires us all to create, develop and nurture through new ways of progress. HB is as much a data technology company as Goldman Sachs and General Electric. As much as McDonalds was a real estate company disguised as a hamburger restaurant, the true potential of Huntington Beach has yet to be designed. Let me help cultivate the team and process to realize this future and manifest this destiny as a self-fulfilling prophecy of data management. The forecast calls for beautiful weather on the horizon. At your meeting on July 19, 2021 you will be considering candidates for appointment to the vacancy on the City Council. A number of residents of our City have stepped forward to apply for the appointment, and a number of them are very well qualified not only by professional/personal background, but also by their history of engagement on behalf of the people of the City and experience with the workings of our City government. With no disrespect to the other well-qualified applicants, I would like to put a good word in for the application of Oscar Rodriguez. In the 2020 City Council Election Mr. Rodrigurz received a very respectable fifth-place vote as a first-time candidate on a long ballot. More importantly, Mr. Rodriguez has already shown an active interest in his community, starting with his Oak View Neighborhood where he stepped forward with others to make sure their interests were represented. However, he was already really representing not just a neighborhood but the whole community in his focus on Environmental matters. This was particularly apparent when he joined in a search for a tangible solution to the air quality concerns associated with the Republic Municipal Waste Facility. As important as this facility is to the infrastructure of our community, there was a clear need to find an environmentally healthier way to operate it. Mr. Rodriguez demonstrated his capacity for community leadership in the long technical process of identifying that solution and advocating for it before the South Coast Air Quality Management District (SCAQMD). Ultimately this led to modifications including the construction of an enclosure that allows the Facility full operation. This solution goes a long way to mitigate the air quality issues from Republic's operation, to the benefit not only for the Oak View Neighborhood but also for the surrounding community. For his community involvement and active role in the Republic mitigation process, Mr. Rodirguez was honored by the SCAQMD in 2016. In his ongoing community work he has expanded his activity to a growing engagement with city-wide issues as most recently demonstrated in his work as a Member of the Huntington Beach Planning Commission. t We are fortunate to have someone of Oscar Rodriguez'caliber actively interested in addressing the needs of our City. 1 hope his involvement on behalf of Huntington Beach continues well into the future. In the context of the current appointment to the City Council. I ask that you give him your full consideration. Thank you for your time and attention to these comments.
