COUNCILMEMBER ITEMS 20. 21-700 Item Submitted by Councilmember Posey Approved - Establish a "Design-Build-Finance-Operate-Maintain" (DBFOM) Subcommittee Recommended Action: I recommend that the City Council authorize the establishment of a 3-member DBFOM City Council Ad-Hoc Subcommittee Approved 6-1 (Peterson-No) as amended to engage the Finance Commission to provide a financial analysis (date to be determined); and, overview DBFOM Subcommittee/Finance Commission recommendations at future City Council Study Sessions t CITY OF HUNTINGTON BEACH CITY COUNCIL MEETING—COUNCIL MEMBER ITEMS REPORT TO: THE HONORABLE MAYOR AND CITY COUNCIL FROM: MIKE POSEY, CITY COUNCIL MEMBER DATE: SEPTEMBER 21, 2021 SUBJECT: ESTABLISH A DBFOM CITY COUNCIL SUBCOMMITTEE In March and June of this year, the City Council was presented with details related to utilization of a "Design-Build-Finance-Operate-Maintain" (DBFOM) public-private partnership model to address needed major facility capital improvements. Of note, Huntington Beach currently owns, operates, and maintains 1.75 million square feet of facility space, and among the buildings that we've identified as needing significant upgrades include the following: • Police Station • City Hall Civic Center • Lake Fire Station Based on preliminary information, our major facility rehabilitation costs could run north of $60 million. Through the DBFOM process, the City can develop a process to select a private developer,who would coordinate the development and long-term maintenance of new facilities. In addition, the City has been exploring the feasibility of incorporating private development opportunities into the overall DBFOM process, which could lower the City's costs associated with implementing the needed building upgrades. Given the significance, importance, and scale of the overall DBFOM effort, I believe it would be prudent to establish an ad-hoc subcommittee made up of 3 members of the City Council to work with staff in developing and coordinating the overall assessment process, including vendor assessment and selection. Dear Councilmembers: If approved, such a subcommittee should take a hard look at the appropriateness of selling off public city- owned land to a developer in order to fund facility upgrades. As I noted in an August 12, 2021 to the council, I oppose turning over city-owned land to developers in exchange for developer-funded improvements to city property. Revamping city facilities is part of normal operating maintenance and should be funded out of revenues or bond sales, as have past upgrades. Land sales for such purposes are not sustainable, and are indicative of a city unable, or unwilling, to appropriately fund its operations. Yet it appears some city leaders are salivating at the prospect of generating some $60 million in benefits through this DBFOM approach. Such an amount will only come from building market-rate high-density residential units at city hall and the public works yard on Gothard, which directly abuts Central Park. Residents will clearly not want more high-density residential jammed in next to park space or at city hall. The DBFOM approach should not be pursued. Any subcommittee should take a hard look at the idea, and represent all city residents--not just those looking for an easy short-term way to fund operating costs.
