Consider adopting Resolution No. 2021-55 supporting efforts to host surfing, skateboarding,
BMX events for the LA 2028 Olympics
Statement of Issue:
Los Angeles will host the Summer Olympics from July 21 through August 6, 2028. The City of
Huntington Beach has the opportunity to secure hosting sporting events for the LA 2028 Olympics.
Financial Impact:
Passing of this resolution has no financial impact. If successful in securing any Olympic events,
potential funding and other details will be presented to Council at that time.
Recommended Action:
Adopt Resolution No. 2021-55, "A Resolution of the City Council of the City of Huntington Beach
Supporting the City's Efforts in Securing Future Sporting Events for the LA 2028 Olympics."
Alternative Action(s):
Do not adopt Resolution No. 2021-55.
Analysis:
Surfing has remained a key component of Huntington's Beach culture with over 100 years of history
ingrained throughout the community. Huntington Beach is a proud guardian of surf history as home to
the Surfing Walk of Fame, the Surfers' Hall of Fame, The International Surfing Museum, and the U.S.
Open of Surfing. Huntington Beach is known for its surfing and surf culture so much so, that it earned
the nick name Surf City, USA.
The City of Huntington Beach, with its event management expertise, existing infrastructure, natural
resources, and vital partnerships with organizations such as Visit HB, have successfully hosted an
array of large scale events including the U.S Open of Surfing. VISSLA International Surfing
Association (ISA) World Junior Surfing Competition, NSSA National Surfing Championship, and the
Ultimate Frisbee Beach World Championship.

Economic impacts provided by Visit HB indicate that in 2018, the U.S. Open for Surfing generated
$55.3 million with an overall economic impact of $96.4 million to Huntington Beach. Visitor spending
at the U.S. Open of Surfing also supported a total of 998 jobs and generated $3.3 million in
significant tax revenues for the City.
Environmental Status:
Passing of this resolution does not have an environmental impact. If any project moves forward, the
environmental impact will be assessed in conjunction with appropriate laws (CEQA).

SKATEBOARDING AND BMX) I-OR THE LA 2028
OLYNIPICS
WHEREAS, the City of Huntington Beach, known as Surf City USA, is a world
recognized iconic surf destination attracting millions of global visitors annually; and
WHEREAS, surfing has been an integral part of Surf City USA's culture, since the
early 1900s when surfers first began riding waves in Huntington Beach; and surf culture is
ingrained in every part of the community from its iconic beaches, pier, and classic surf breaks
to its hotels and civic events; and
WHEREAS, the City of Huntington Beach is home to the Surfing Walk of Fame, the
Surfers' Hall of Fame, and the International Surfing Museum, which chronicle the rich surf
history of the community; and
WHEREAS, the City of Huntington Beach and its partners have the experience and
expertise to successfully host an array of world class outdoor sporting events including the
U.S. Open of Surfing, AVP Huntington Beach Open, VISSLA International Surfing
Association (ISA), World Adult and Junior Surfing Championships, Surf City Marathon,
Ultimate Frisbee Beach "I oumament, NSSA National Surfing Championship, Guinness World
Records "Largest Surfboard," Jet Ski Freeride, and Motosurf Racing; and
WHEREAS, the City of Huntington Beach is committed to hosting new and innovative
large scale events such as the Pacific Air Show and Concerts on the Beach, as well as future
sporting events such as the 2021 Ultimate Frisbee Beach World Championships, 2022 U.S.
Open of Surfing, and the NCAA Women's Beach Volleyball Championships in 2025 and
2026; and
WHEREAS, the City of Huntington Beach has the extensive management expertise.

The City Council is dedicated to proving the time and resources, including constructing
new infrastructure and facilities that are necessary to host certain events of the LA 2028
Olympics in Huntington Beach. The events would include, but not be limited to, surfing,
skateboarding, BMX, and other competitions and events that promote the culture and history
of Huntington Beach.

Hi there,
I'm a journalist with the Orange County Tribune, and I have some questions/ clarifications about the 2028 LA
Olympics item on the agenda.
-HB is considering adopting a resolution for "supporting efforts to host surfing, skateboarding, BMX events for
the LA 2028 Olympics" does this mean Huntington Beach will actually be hosting those events for the
Olympics? What do these efforts entail exactly?
Will cost and infastructure be discussed at the Tuesday meeting in regards to this?
Is there an idea of what location(s) the surfing, skateboarding, and BMX will be held in HB?
