RENEWABLE ENERGY
The City of Huntington Beach is home to nearly 10 miles of beautiful coastline and due to the
recent oil spill, we saw it directly impacted. This environmental devastation points to the fact
that fossil fuels must be phased out. It is my belief that it would be prudent for the City to
invest in alternative sources of energy to power city operations; thereby setting an example for
the community.
In December of 2020, the City took the first step in moving towards a more sustainable energy
future for our residents by joining the Orange County Power Authority (OCPA.). The City of
Huntington Beach currently uses approximately 1,000 GWh of energy collectively (this includes
all rate classes — residential, commercial, industrial, and street lighting) per year.
The City's current electricity provider, Southern California Edision (SCE), offers a 100%
renewable rate called the "Green Rate." This rate class brings with it complexity due to the fact
that some of the City's municipal accounts are on the original Net Energy Metering program.
Since municipal service from Orange County Power Authority is not scheduled to begin until
April 2022 it would be prudent to explore interim renewable energy options to power our
operations. To that end, I would like to direct staff to perform an analysis of 100% renewable
energy pricing from both SCE and OCPA based on the City's municipal usage across all funds
and rate classes. I would like this brought back to City Council no later than 90 days. The
analysis should include timelines for moving municipal accounts to 100% renewable.
RECOMMENDED ACTION
It is recommended that the City Manager direct the Public Works Department to prepare the
analysis for City Council consideration.

Good afternoon Mayor Carr and City Councilmembers,
I appreciate the consideration to develop a Plan and Cost Analysis to utilize Renewable Electricity. I hope the
Council decides to move ahead with this Plan. Hopefully the SCE "Green Rate" will prove to be the
recommended option of said Plan.
The recent oil spill had impacted the City, local businesses, beachgoers and wildlife. Any steps toward ending
our dependency on fossil fuels should be takes at the earlies reasonable opportunity. This change will be a
fairly easy and inexpensive step in that direction. Our beaches have shown us that we need to stop using oil and

I regard human-caused climate change as the greatest challenge of our time and a major test of our ability to
have a functioning democracy that serves the common good. For anyone who holds the slightest interest in
politics and current events, climate issues cannot be ignored, for they intersect with virtually every other issue,
from national security to energy production to transportation infrastructure to biodiversity to clean air to
terrorism to taxation and regulation, and above all, to morality and ethics. We owe it to future generations to

As our beaches have shown us over the last few weeks, we need to stop using oil and other fossil fuels ASAP.

On another note, Item 31 looks to divest the portfolio holdings in Chevron. I would rather the city look to "add"
renewable energy to the portfolio, while still holding some interest in Chevron,as long as the yield is
acceptable.Not eliminate it in its entirety,just because it is in the oil industry. The oil industry still provides
material that has many uses outside of just providing electricity for powering homes, and therefore it remains a
viable company and industry in which to invest. Invest in multiple sources and diversify the city's holdings is
what I would advise moving forward. Investing in bonds and other dividend yielding companies would be
prudent and,overall, it protects the investment of the city.
Thank you again for passing the Recent City Resolution calling for a ban to new offshore oil and gas drilling in
federal waters, that shows what the city is about...surfing, not cleaning up the catastrophes of man.

As a coalition of organizations representing faith. environmental, justice and other community groups
and interests in Huntington Beach and the broader Orange County community, we appreciate your
work to accelerate equitable climate action in Huntington Beach and call on you to help provide all
Huntington Beach families 100% clean electricity as soon as possible.
The climate crisis will harm all families, but will harm low-income communities and communities of
color the first and worst. In order to clean our air, protect our health. and slash our carbon pollution,
we must power our lives with 100% clean electricity.
We have an incredible opportunity to offer Huntington Beach families 100% clean electricity through
the newly launched nonprofit public power agency. the Orange County Power Authority. In order to
make this happen. the Mayor and Council must vote to make 100% renewable electricity the default
option for all Huntington Beach families.
We also understand that we must evaluate the rate impacts of all OCPA decisions, and we are eager
to have a public hearing on what the projected rate impacts for 100% clean electricity will be
For these reasons, we request that you place an item on the Huntington Beach City Council
agenda as soon as possible to facilitate a discussion and vote on 100% renewable electricity
for Huntington Beach through OCPA. With OCPA's launch planned for April 2022, these
decisions need to be made soon.

selected 100% renewables as their default product through Community Choice, ensure the success

We are at great risk from climate change and from the continued use of fossil fuel—the recent oil spill being one obvious

I support every decision that you make that leads us towards a healthier Earth. Item 430 at the City Council
meeting on 11/2/21 is another opportunity to stop using fossil fuels and start the discussion about 100%carbon
free electricity for H13 citizens through the Orange County Power Authority. Please vote in support of item
#30! At the meeting on November 2nd, please plan to switch the city's power use to 100% renewable energy
and reinvest financing away from fossil fuel companies.
Polling data shows that people overwhelmingly want leaders to take dramatic action to tackle the climate
crisis. There is a very strong level of public support in favor of a 100% renewable energy option upon the CCA
rollout next year(preferably this would be the default).
In this moment of crisis and uncertainty. I remain hopeful that together we all prioritise the climate crisis and

Dear Mayor Carr and City Councilmembers.
As a coalition of organizations representing faith, environmental, justice and other community groups
and interests in Huntington Beach and the broader Orange County community, we appreciate your
work to accelerate equitable climate action In Huntington Beach and call on you to help provide all
Huntington Beach families 100% clean electricity as soon as possible
The climate crisis will harm all families, but will harm low-income communities and communities of
color the first and worst In order to clean our air, protect our health, and slash our carbon pollution.
we must power our lives with 100% clean electricity.
We have an incredible opportunity to offer Huntington Beach families 100% clean electricity through
the newly launched nonprofit public power agency. the Orange County Power Authority. In order to
make this happen. the Mayor and Council must vote to make 100% renewable electricity the default
option for all Huntington Beach families.
We also understand that we must evaluate the rate impacts of all OCPA decisions, and we are eager
to have a public hearing on what the projected rate impacts for 100% clean electricity will be
For these reasons, we request that you place an item on the Huntington Beach City Council
agenda as soon as possible to facilitate a discussion and vote on 100% renewable electricity
for Huntington Beach through OCPA. With OCPA's launch planned for April 2022, these decisions
need to be made soon
