Statement of Issue:
In May 2021 . the City began coordinating the public outreach process related to developing a
conceptual plan for the reconfiguration of Edison Park. Development of the 2021 conceptual plan
included extensive community outreach, and staff and our design firm consultant RJM Design Group,
solicited public input in the form of two virtual on-line surveys, an in person community survey
meeting, and an in person design charrette conducted at the Edison Community Center. Additional
details related to the local community input and conceptual planning process are available on the
dedicated Edison Park Conceptual Plan website, available online at:

The Community & Library Services Commission (CLSC) is meeting on Wednesday, November 10,
2021. to review and consider approval of a final design concept for Edison Park. The full CSC
agenda report, along with the current proposed conceptual plan, are included as Attachment A & B to
this report. Pending CLSC determination regarding the design concept, the final recommended
design plan as reviewed by the CLSC will be transmitted via supplemental communication and
presented for full City Council consideration at our November 16, 2021 meeting.
Financial Impact:
Funding in the amount of $300,000 has been included in the City's FY 21-22 Capital Improvement
Program (CIP) for Edison Community Park design services, which is sufficient to begin the design
development process. Additional funds will need to be identified and budgeted as the project
proceeds through the design and construction phases.
Recommended Action:
Approve the final Edison Park reconfiguration conceptual plan, and authorize staff to move forward
with initiating development of the design and bid package for construction of the updated facility.

Analysis:
Edison Park, located at 21377 Magnolia Avenue, was constructed in the early 1970's and was
opened to the public in 1974. Since that time, the 40 acre park has functioned as one of the main
recreation facilities in the City. With multiple sports facilities and a community center building, Edison
Park offers a wide range of programs for sports leagues, cultural and recreation classes to meet the
recreational needs of the public.
Based on the public outreach efforts engaged by the City as part of the Edison Park reconfiguration
process, a variety of proposed improvements have been included in the proposed conceptual master.
Among the elements that are incorporated into the draft plan include:
Reconfigured parking lot with enhanced entries
• New basketball courts (4 full and 4 half-court)
• New dedicated tennis courts (2)
• New dedicated pickleball courts (8) on two of the existing tennis courts
• New dual striped courts (2 tennis, or 8 pickleball)
• New sport court plaza with seating and shade
• Enclosed dog area with water, seating, and shade
Reconfigured walkways
• New trees
• New shade shelter
• New outdoor exercise stations
• New tot lot with rubberized surfacing, equipment and shade
• 4 new U-10 youth soccer overlays, with 2 full size overlay options
• Enlarged skate area
• New pump track
Reconfiguration of existing batting cages
• New park restrooms and concession stand near softball fields
• Expansion of the exterior community restrooms
Pending approval by the CLSC and authorization by the City Council, the next step in the process
would be the development of detailed engineering plans and specs, including preparation of a
preliminary construction estimate.
Environmental Status:
The project will go through appropriate CEQA clearances as identified in the entitlement process.

Statement of Issue: Staff has worked with RJM Design Group to conduct a public input
process and develop a conceptual plan to make needed improvements at Edison
Community Park (Edison Park). There is a need for the Community and Library Services
Commission to review the conceptual plan and make a recommendation to City Council
for approval.

Approve the conceptual diagram for Edison Park reconfiguration and forward to City
Council for their consideration.
Alternative Action:
Do not approve the recommended action and direct staff on how to proceed.
Analysis:
Edison Park, located at 21377 Magnolia Avenue, was constructed in the early 1970's and
was opened to the public in 1974. Since that time, the 40 acre park has functioned as
one of the main recreation facilities in the City. With multiple sports facilities and a
community center building, Edison Park offers a wide range of programs for sports
leagues, cultural and recreation classes to meet the recreational needs of the public.
Development Background
In the past, Commission and City Council have approved changes to the park in order to
keep up with recreational programing trends and demographic changes. One such

change occurred in 2010 when approval was given to reconfigure portions of the park to
function as a youth sports complex. At the time, the Fountain Valley School District
decided to sell Wardlow and Lamb Schools. The Huntington Beach City School District
was also in early discussions to consider claiming LeBard and Kettler Schools as surplus.
Each of the four school campuses included multiple sports fields utilized by local non-
profit youth sports organizations. Facing the possibility of losing the school sports fields,
a master plan was created to develop multi-use sports practice fields, a competition level
soccer field, and additional parking at Edison Park. The approved master plan update for
the park was designed to be completed in four phases. Phase I was completed in 2011
and included additional parking to the south of the community center building and three
multi-use, lighted practice fields running parallel to Hamilton Avenue. Additional phases
were to include more parking at the northeast section of the park and the competition level
soccer field to be an overlay on the two existing softball fields.
The City was later able to purchase areas at certain closed school sites, which acquired:
• 6 acres of land at Wardlow School, preserving six baseball fields utilized by
Huntington Valley Little League
• 2.6 acres at Lamb School, preserving a lighted soccer field to be utilized by AYSO
• 6.6 acres at LeBard School, preserving the ballfields being used by Seaview Little
League
The ability to preserve these fields eliminated the need to provide additional youth sports
fields within Edison Park at that time, so the remaining three phases of the Edison Park
Master Plan were not executed.
Today, existing park amenities at Edison Park include two lighted softball fields, three
lighted multi-use practice field areas, four tennis courts, four full and four half-sized
basketball courts, six outdoor racquetball courts, open turf areas, walkways and a 17,361
square foot community center building and parking. The interior of the community center
was remodeled in 2021 , modernizing the building and improving the functionality. A
temporary skate spot was also recently developed in the location of the former picnic
shelter area to utilize space during the Edison Park community outreach and design
phases.
Sections of the park have been affected by land settlement over the years. A portion of
the park was developed over a former construction material landfill. While the former
landfill is mainly covered with turf, there are certain park amenities that have been
impacted. Sections of the existing tennis courts are located within the landfill limits. The
courts were constructed with a post-tension slab design in an effort to minimize settlement
issues, however, two of the four courts have shifted to the point of creating severe grade
changes and developing cracks in the concrete playing surface. These two courts are no
longer in use by the public. Sections of the tot playground and softball field areas have
also shown significant settling.
In an effort to get a better understanding of the landfill conditions and to determine feasible
park improvements, staff consulted with a geotechnical engineering firm to conduct a
subsurface investigation of the site. A copy of the report is available on the Community
Services webpage for public review. In anticipation of a need to relocate amenities or

repurpose sections of the park, staff began looking at design options not only within the
limit of the former landfill, but throughout the park. Since the park was constructed over
four decades ago, there was a need to assess the current park layout and amenities, and
consider options for reconfiguring the park to meet current demands and enhance
recreational opportunities.
Additionally, the Huntington Beach City School District is currently in the process of selling
the Gisler School site to a private developer. This closed school site also featured a large
field space with lighting, which has traditionally been utilized by AYSO Region 56 for youth
soccer. Staff has coordinated with HBCSD, City Council, and AYSO leadership in an effort
to identify alternate options for soccer field space. The pending reconfiguration of Edison
has been identified as a feasible opportunity to provide significant soccer field space.
While the formerly approved youth sports complex concept at Edison is no longer
completely relevant, new recreational trends and input from the public have generated a
need to develop a revised master plan for the park. To address the current issues and
need for Edison Park rehabilitation, staff has consulted with RJM Design Group to develop
a conceptual master plan that proposes both new and relocated amenities.
Public Outreach
Development of the 2021 conceptual plan included extensive community outreach. Staff
and RJM solicited public input in the form of two virtual on-line surveys, an in person
community survey meeting, and an in person design charrette conducted at the Edison
Community Center. Each virtual survey was open for two weeks. Survey 1 received 160
responses, focusing on how Edison Park is used for recreation, what is most liked and
disliked about the park, what improvements can be made, and what amenities should be
added. Survey 2 received 295 responses, focusing on what respondents felt were the
most important active and passive amenities, as well as maintenance and site
improvements. Utilizing this data, 45 residents participated in the in-person design
charrette, which included an awareness tour around the park. Attendees were separated
into multiple groups, provided a scaled park site plan and various amenity and facility
templates, and were tasked with working together to prepare a plan of preferred park
improvements. A dedicated project website was also created and linked on the
Community & Library Services Department webpage in an effort to keep the public
informed as the project reached various milestones. Additionally, a "Feedback' button
will continue to be active through the life of the development of the master plan, ensuring
residents can continue to provide feedback until the master plan has been approved by
City Council.
Proposed Improvements
Based on the community input received and professional analysis, RJM Design Group
has prepared a conceptual master plan that includes repurposing sections of the park,
enhancing some existing facilities and introducing new amenities. Main items of the
proposed plan are:

regarding the need for additional space that would be exclusive to youth soccer play Following CLSC

Although the initial proposed conceptual plan was approved by the CLSC at their November 10, 2021
meeting. members of the public and CLSC discussed the need for additional space specifically for
youth soccer within the southeast area of Huntington Beach. In response, following the CLSC
meeting, staff consulted with RJM Design Group in effort to address these concerns. As a result, staff
is providing for City Council consideration, Option B (Attachment 3), which essentially features the
CLSC approved plan as exhibited in Option A, but with the addition of one U-10 sized youth soccer
field overlay in the area adjacent to Hamilton Avenue
Pending approval by City Council of either option as proposed, the next step in the process would be
the development of detailed engineering plans and specs, including preparation of a bid package for
construction.

As residents of Park Place adjacent to Edison Park we are disappointed in learning of the proposed
changes to the park We have lived in this neighborhood for 23 years and use the park every day to
walk our dog. We understand that changes need to be made but feel many of these changes are not
in the best interest of the residents and neighborhood The plans proposed are turning the park into a
sports complex
We have two main concerns
1. Parking lots on Stilwell — Putting a parking lot on Stilwell will add more traffic and congestion to
an already congested area on game days. The proposal adds four soccer fields, pump track.
expansion of tennis and pickle ball courts along with the current activity areas will draw 100's of
people and cars Parking is being added but not an adequate amount to accommodate the increased
numbers of cars parking in our neighborhood
We have been dealing with nightmare parking issues in our neighborhood for years but with no help
from the city We have requested parking passes to no avail and now it will only get worse Property
values will be affected by adding parking on Stilwell. We urge you to position parking lots on
Hamilton if possible or at Edison High School. If two soccer fields can be approved by Edison
then parking lots should be to. Keep parking out of our neighborhoods Protect the residents
of Huntington Beach
2. Removal of Mature trees — The removal of these old, beautiful trees will take away from what the
park is and reduce the shade the trees provide. We walk in the park every day with our dog With this
proposal there will only be one spot for him to cool off It will reduce our ability to enjoy the park It
takes years for trees like this to grow to maturity Please preserve what little nature we have left,
any mature tree we can save has a positive effect on climate change.
It is our understanding that adding soccer fields was initiated because the developer needed to
relocate them from the Gisler School Property in order to build a condominium complex.
Please don't allow a developer and design firm to dictate what happens in our park and
neighborhood to maximize profits at the expense of the property owners.
We would like to invite the council members to walk the park and neighborhood with the residents
that this will affect before any decisions are made The proposal as it stands now needs to be scaled
down to protect our property values and way of life. We urge you to listen to the residents of our
wonderful city to keep our neighborhood beautiful.

Hello elected officials who are also my neighbors,
1 am writing to express extreme heartache over plans to cut down champion trees that are decades old.
These treasured beauties are the best thing about Edison Park. They offer much needed shade and a home for birds and wildlife in our
area. They are they only thing in the entire park that are actually irreplaceable in our lifetime. They are priceless.
You can always get more cement. But do cities ever tear up cement and replace it with 50 year old trees?
Nothing adds more value to the immediate area. Their gorgeous canopies watch over very large church meetings on the Stillwell
Street hill every single Sunday. What ajoy to see all the families worship and build community in this lovely setting. Young children
run and play on the rolling grass off to one side. Safely tucked away from busy streets and traffic. Free to just be children in nature.
Where and when does that happen anymore?! 1 am not a member of this particular church but I am crushed to think that where once
loving people gathered in natural beauty and the glory of God to share their faith and support each other... There will be a parking
lot?!
People visit these sky-kissing branching wonders in the park daily to escape the sun and let their dogs enjoy watching the squirrels
scamper safely on limbs high above them. I say limbs because these are living clean air producing beings. It is a sacrilege to murder
healthy trees this old and this beloved for absolutely no good reason.
A building company-NOT the tax paying community - is choosing to kill these magnificent specimens. Why?To tar this precious
green space over with asphalt.
The want to pave paradise and put up a parking lot. Which by the way has already been done in this very park off of Magnolia. A
huge chunk of nature gone forever! Trees,bushes and grass were already siphoned off for extra parking. It is a huge lot but rarely half
full even. But it always has homeless parked there living in cars and campers. And once a huge boat! So...thanks?
If you keep taking park land to make parking lots, pretty soon you can rename the park, " Edison Community Center and Parking
lots". People can drive to the Parking Lot to enjoy...parking lots.
Is more parking needed?Sometimes. Mainly on Saturdays. For a period of hours. That's really it. Sometimes for a really big event.
But there already exists"more parking". The parking is there.
There are two parking lots at Kettler School.On the weekends the front school district lot is unused. People could park there on game
days. Walk straight back to the fields. And/or use the back lot-which actually is the closest to the fields you could possibly park. Isn't
it worth it to work out something there instead of further decimating rapidly diminishing open space? And also spend less money? We
think it is!
If you refuse to look at this existing option-why not extra parking off of Hamilton?Away from people's front doors?There are no
houses over there. The original park design is actually very thoughtful. The footprint cushions the rowdy noisey activities in the center

and other really quite considerate planning. It is why people bought houses nearby. A parking lot where proposed is also dangerous to
the children living and playing so close.
Every one of you claimed to be an open space advocate when you ran! ALI.,of-you! Natalie, will you allow this horrible plan to go
forward as it is? Dan? Please. No. Kim Cart, will you at least accept my invitation to come meet a group of us who live in the
neighborhood, first?
NO construction company_ Just the people and their represtatives. Let the actual residents host you. Please? Eric? Will you accept my
proposal? Rhonda'? You have a home nearby. PLEASE come mcct your neighbors. See how our quality of life and homes values will
be so negatively affected We can take a walk as a group. We can have snacks. Orjust get right to it! The choice is yours Day.

managed a property in our family. Please?
Just hit pause. liear us out. See it through the homeowners eyes. Look at a few alternatives or compromises. Let's not needlessly hurry
something that's so important to the entire city. Our cherished, extensively used and few remaining parks.
Money can be saved. Are you fiscally responsible with city money? And NO green space lost.
But is that in the best interest of the building company who is driving this whole debacle? And by the way - how backwards is that
process?
And why is it structured in this manner? Is that even legal? 'Their push polls do not truly reflect what the many, many homeowners in
the immediate area actually want.
We've been to several of their dishonest "input" meetings. Answer me truthfully, council members- have any of you been to these
sessions? Do you know what the people are really asking for?Orjust what the construction company is reporting?
You du fully understand that they financially benefit by doing the mist possible building and demo?
That is not however, in line with what residents want. They want improvements. Some changes. But mostly-we love it! Keep the
trees. Keep the walkability.
I am begging you to hold off on voting through this current plan. It is being rushed through without proper attention and thoughtful
planning. Many people who own homes closest to the massive proposed demolition and egregious changes have no idea what is
proposed. It is beyond inconsiderate.These homes are the largest investment we have. Our futures. Our nest eggs. It's hitting us quite
literally- where we live.
Some of these meetings were held when covid protocols were still in place. I personally know of a neighborhood family with a high
risk member who could not sit crowded indoors with no masking enforced. They showed up and had to leave.
You know that we lost all the shade structures too, right?The skate park is rad.
See? Open-minded But don't take the remaining natural shade too! Do you know how much hotter it's gonna get with less green and
more cement? Everywhere else people are planting trees. In Huntington Beach you want to rip the best and most valuable of them
out?!
So...
Back to the trees...
I witness high school athletic teams resting there after a a challenging workout in the hot sun. Picnics are a regular thing under their
peaceful shade. Birthday parties. Just one person reading a book. People on a lunch break. Teenagers studying(well. Mostly studying
haha) During the height of covid the park had people on romantic dinner dates nightly. So cute! When summer hits I see so many
people with baby's out there to escape the heat in their unairconditoned homes.
Many seek out these champion trees calming, cooling embrace for a moment of nature in a city pretty bereft of trees that are this
established. Especially in our neck of the non woods.

The incredible mature pine trees feed birds. Squirrels. They shelter nests. We have resident Great Blue Herons. A pair of majestic
hawks. Woodpeckers. Rapidly disappearing from our area bam and tree swallows. A flock of Starlings. Mockiingbirds, Killdeer.
Many protected species and even rare bird sightings.
We are close to the wetlands and many migratory birds pass through yearly. Birders await their return and exalt in their sightings.
Those sightings are sometimes found in Audubon's Sea and Sage newsletter for bird counts.
The breathtakingly beautiful Western Bluebirds have had Boy Scout and Blue Bird Society built boxes hanging in those gloroius trees
serving as their home for many decades.
What message are you sending to all who respect and appreciate nature? What does it really say about you as a council person - if you
will not come to the aid of preserving open space? Is this the record you want?
I see Vic Lizepeg's legacy every time a flash of shimmering sublime blue flies by my head in Edison Park. Because Vic started those
bluebird boxes. And cared for them. And every time my soul stirs watching these charming birds. 1 think of Vic and I thank him
silently. Thank you. Vic! Shout out for bird loving clecteds!
What will you leave behind as your legacy?
I extend to you a true spirit of compromise.The park does need improvements. But not desecration. Let's meet. Let's talk! Let me( us
-all are welcome!) Show you the beauty and value we experience and cherish everyday. See it through our eyes. Share what vision
you see with us.

How about a skatepark at wieder park?
During the summer there is always 10 to 20 teens hanging around the park throwing trash everywhere and
sometimes smoking weed. A skatepark would be a good outlet. They always have their skateboards and trick
bikes with them, and as a mom of toddlers who doesn't want her I and 2 yr old exposed to look lots of cussing I
think this would be beneficial for everyone.

1 am writing to ask you to please reconsider the Edison Park Conceptual Plan being presented today for
approval.
Adjustments needs to be made to include the re-configuring of the soccer/softball fields and to keep the
established 50 year old trees.
The plan while very exciting and full of requested amenities, calls for the removal of countless, very established
over 50 year old trees.
These trees are necessary to this park, to our environment in SEHB, and act as a natural buffer between the park
and the homes.
I have shared some of the trees on the proverbial chopping block, according to the plan in this email.
The plan lacks detail on how many trees exactly will be removed, but looking at the suggested amenities its
clear the ones I have shown won't make the cut.
Edison Park is a great park, i love it so much I co- founded a FB group called "Friends of Edison Park", its a
neighborhood group that gardens and cleans once a month. Some of us go daily to the park and tidy up trash
daily...
It is not my intent to speak on behalf of our group, but many of the neighbors who are part of our group do live
on the streets across from the park and have voiced concerns about having the beautiful greenbelt with trees that
separate the park from the homes on Stillwell Dr, become a parking lot in the future. They feel they weren't
given enough notice through mail, as many are older and dont use computers for information daily. The
Community Center was closed for most of the year and didnt post any information anywhere outside to let
residents know about the changes and master plan update. Our Friends of Edison Park group did post as much
information as we could to let folks know, but as I recall the first in person meeting had 6 people. Nobody
knew...
We are now at a point however where the conceptual drawings have been done and paid for. I understand the
city wanting to move forward on the project, so do I. I just cannot agree with the removal of these majestic
trees and the fact they serve a huge purpose in our community, from protecting the residents from light glare at
night, to creating wonderful migrating nests for our little feathered friends yearly, to creating much needed
shade, and the most important feature THEY CREATE CLEAN AIR. Neighbors in SEHB need and want the

best air filter system we can have and that includes these trees. Ascon being next door makes this extremely
important.
One last thought, if the conceptual plan calls for removal of trees and planting new ones, how we will be able to
maintain them so they flourish? We are in a drought??? It takes a ton of water to help new trees grow. The
current sprinklers and watering system we have at the park and which wasn't mentioned in the conceptual plan
as being upgraded will need to account for a lot of watering for these trees to grow and thrive. Lets' be real,
nothing is better than established trees in a park of this size.
My hope with the photos I am including is that you will agree that these beauties need to be protected. We have
a beautiful community park that will be undergoing a well needed upgrade and it makes sense to keep the
buffers between the residents and the amenities. These trees do that.
Before 1 go, I have to comment on the multi use soccer fields/softball fields. Its my first observation to find a
HBCSD site to add lights too for soccer fields, but everyone tells me Im crazy and that won't happen. So my
second thought is to angle the fields so the current fencing and lighting is sufficient . No changes will need to
be made. Think football lines over the baseball diamond when World Series plays at end of year.. I think that is
what happens every summer when the kids use the fields for the sands programs. This will keep the
existing fence lines intact along with the spectacular large established trees that sit right behind the fence line.
In the end, I hear the plan is"conceptual" , not a done deal. I hope you will make the necessary adjustments to
keep these historical trees from being removed, help the residents who have the potential to be adversely
affected, and help find a compromise that we can all live with. For that to happen we must amend this
conceptual plan and wait to approve it until that happens.

I wanted to request more time for community input regarding the Edison Park reconfiguration plan. As a 30+
year HB resident and park user who lives 1 1/2 miles away (Moffett tract) I just learned about this plan and was
not informed about prior community input sessions and/or how to participate. I believe this is true for many
other HB residents who would like to have a voice.
My concerns are about loss of undeveloped open space including mature trees and grasslands that give today's
park a nice quiet and open experience for leisurely walks with and without our pet dogs. I believe there can be
negative wildlife and other environmental impacts by the creation of large athletic fields that come with
pesticides, herbicides, and fertilizer runoff into our local wetlands along with significant water use. I did not
see evidence of a holistic environmental assessment for the proposed changes.
I support improvements to the existing facilities in this park. Please give us more time to provide
public comment/input and ensure there is a balanced environmental assessment for these big changes.

My name is Robert Trazo. I am a long-term resident of Huntington Beach. Been here since 1999. I live at
8881 Stilwell Drive, HB, CA. I recently became aware of a conceptual plan to construct auto parking directly
in front of my house with the parking entry directly in front of my house. As a tax paying HB resident over the
past 21 years, I am vehemently opposed to this plan as it would drastically increase traffic and the chance for
traffic accidents in front of my house. As well as increase the amount of late-night noise pollution in front of my
house. I do not believe the property and quality of life impact for the neighbors has been studied
properly/accurately. This would likely decrease my property value and decrease my standard of
living. Regarding the need for this parking- I've been a long term resident and the lot usually has a significant
number of available parking spaces so 1 do not see the need for this lot. I've built up a a strong bond with many
of my fellow HB residents over the past 2 decades along with my neighbors. We are very much against this
plan and do not look upon this plan or it's supporters favorably. I'd suggest putting parking on the Hamilton
side instead of the Stilwell side. Please make the correct choice and vote against this conceptual plan.

I'm against Item 27 Edison Park Reconfiguration because in my opinion this is not a good park

Every morning I enjoy looking over at the park and enjoying the beautiful view.
I don't want .o look over and see a parking lot. Please reconsider and move the parking lot on the Hamilton side instead
of Stillwell Drive side. Also consider the effect on our property value.
I'm definitely voting against this plan I hope you do too.

The latest planned upgrade for Edison Park shows parking next to Stillwell Drive. This is next to the Park Place
neighborhood and is not acceptable! Not only is our neighborhood already impacted by Softball and the
overflow parking into our neighborhood. The plan as its now plans to add more parking on the north side of
Edison Park and adding U 10 soccer fields to the south side of the park. Our neighborhood is already impacted
by Edison High School during the week and Softball on the weekends. The parking lots at the park are to close
to our neighborhood now. It's a safety concern. Between the speeding high school students, parents running
late to drop off there kids for sports. I'll say it again, "adding more parking adjacent to our neighborhood is
not acceptable!"
Removing the mature trees that are a natural buffer between the park and our neighborhood to add more parking
is a horrible design. May I suggest moving the parking to the Hamilton side of the park.(south side of Edison
Park) This is away from the neighborhood and will keep the traffic out of the Park Place neighborhood.
How many people are going to be using the softball and soccer fields every weekend and practice during the
week? I also would like to suggest parking passes for residents and guest.
I am for the improvements at Edison Park...... but not at the cost of our neighborhood, property value and
safety.
The school district has extra land behind former School and now district office. The city should purchase this
land to properly develop Edison Park. This area has softball fields on it already and empty grass area. Stop
trying to squeeze so much in, when it can be designed with the parks nieghbors in mind.

1 am late to the conversation about the Edison Park Conceptual Plan,but I am writing to ask the city council to please vote NO on the
plan in its current form.
There are so many great aspects of the park plans,but after reviewing them and speaking with several other residents(who also were
not aware of these plans until now),we all share one major concern: loss of mature trees. Those trees cannot simply be replaced with
new trees.
We understand that some existing trees will have to go,but PLEASE take another look at the plans and ask the RJM Design Group to
make some revisions to maintain several more of the large,shade-and habitat-providing existing trees. Losing any of those trees is a
shame,but removing so many to accommodate parking lots, sidewalks,and new landscaping is a mistake and a failure of foresight.
If the plan is approved as is, 1 have no doubt that the community around Edison(and all of HB)will be sorry when they see how many
of the mature trees and wildlife are gone.

My name is Dan Francis and recently I became aware of plans being considered for the reconfiguration of
Edison Park. As a neighbor who walks this park daily (rain or shine) with my German Shepard I understand the
need for many of the proposed renovations to catch up on deferred maintenance left to us by previous city
councils. 1 am however concerned with any steps that would increase parking at this facility or that would
remove mature trees and vegetation. These mature trees diffuse much of the sound that comes along with sports
fields and provide shade. As a member of the community I have never driven a vehicle to this park, and being
at the park daily can attest the only time parking is a concern is when the lot is overrun by Edison student
vehicles when school is in session.
I think more public input is needed prior to any approval by the council. Further, as an alternative to the prosed
plan which includes additional parking, I would suggest the city work our a reciprocal parking agreement with
Edison High or the district office adjacent to this space rather than taking away open space for a parking lot that
wouldn't serve its community.

A park is a protected public open space with trees, walking paths and picnic areas .It is not a sports
recreation center. The original development plan for Edison park had the foresight to center all the active
uses of the park with the courts basketball,etc. surrounded by grass and trees as a buffer to the homes.

To lose one landmark tree is a tragedy,to lose multiple landmark trees is a disaster. The impact of the loss
of the park trees coupled with the addition of 57 parking spaces will have a grave effect on the air quality.

will increase the temperatures along Stillwell. The residences already face additional emissions from the

to keep a passive park.. The loss of greenspace is irrevocable. Southeast Huntington Beach has few public
green spaces with mature trees. Now the spectre of further loss of green space is casting a cloud over surf
city.
I recently watched an episode of Huell Howser about trees in Huntington Beach.Former Mayor Shirley
Detloff appeared on the show to expound on the city's love of nature and trees and the visitors who
appreciate them.
]The city has touted itself as a bird watching location and a preserve. Ascon has already destroyed
squirrel park and the trees that provided nesting sites. Now further despoilation. Man birds make their
winter homes in this park.
As a daily walker through Edison park 1 frequently encounter a cluster of special needs students from
EHS walking the wide flat paths and getting excited by the nature around them. Some of the students are
in wheelchairs or on other equipment. These students will not derive benefit from turning Edison park
into a sports complex nor will they benefit from the removal of the shade trees and green space. Neither
will other disabled folks.
As our representatives to this type of park destruction, we beseech you to consider your constituents.

Hello,
I've lived in and run a business in HB for over 30 years and am requesting that the city council vote NO on the
Edison Park Conceptual Plan and to request revisions before approving a plan.
Looking at the plans it seems like too many old trees will be removed. Those trees are part of the park and
should remain. It doesn't make sense to remove so many. If some absolutely need to be removed, so be it, but it
will make the park much more enjoyable for a lot of us to keep as many large older trees as possible. If you
authorize their removal, it will be a mistake that can't be reversed. If you think about some of the parks in the
best cities in the world, the trees that span generations are part of the character of each of them.
Most people probably aren't aware of what may happen and won't be happy about it and it will fuel further
cynicism about the city's government and planning process.

In May 2021 . the City began coordinating an extensive public outreach process related to developing
a conceptual plan for the reconfiguration of Edison Park. Staff and our design firm consultant. RJM
Design Group. solicited public input in the form of two virtual on-line surveys, an in person community
survey meeting, and an in person design charrette conducted at the Edison Community Center
Additional details related to the local community input and conceptual planning process are available
on the dedicated Edison Park Conceptual Plan website, available online at

The Community & Library Services Commission (CLSC) convened on Wednesday, November 10,
2021 , to review and consider approval of a final design concept for Edison Park At that meeting, the
proposed concept was approved unanimously (5-0. with 3 Commissioners absent). The full CLSC
agenda report, along with the proposed conceptual plan diagram, are included as Attachment 1 & 2 to
this report. Of note, during public comment and CLSC deliberation, there was significant discussion
regarding the need for additional space that would be exclusive to youth soccer play Following CLSC
approval, staff coordinated with local AYSO representation and RJM Design Group, resulting in the
proposed design of a second conceptual plan option. submitted via supplemental communication on
November 12, 2021, and included as Attachment 3 to this report.

Edison Park, located at 21377 Magnolia Avenue. was constructed in the early 1970 s and was
opened to the public in 1974. Since that time. the 40 acre park has functioned as one of the main
recreation facilities in the City. With multiple sports facilities and a community center building. Edison
Park offers a wide range of programs for sports leagues, cultural and recreation classes to meet the
recreational needs of the public
Based on the public outreach efforts engaged by the City as part of the Edison Park reconfiguration
process. a variety of proposed improvements are included in the conceptual master plan as approved
by the CLSC at their meeting on November 10, 2021 (Attachment 2) Elements that are incorporated
into that plan include
• Reconfigured parking lot with enhanced entries
• New basketball courts (4 full and 4 half-court)
• New dedicated tennis courts (2)
• New dedicated pickleball courts (8) on two of the existing tennis courts
• New dual striped courts (2 tennis. or 8 pickleball)
• New sport court plaza with seating and shade
• Enclosed dog area with water, seating, and shade
• Reconfigured walkways
• New trees
• New shade shelter
• New outdoor exercise stations
• New tot lot with rubberized surfacing, equipment and shade

2021 meeting, members of the public and CLSC discussed the need for additional space specifically
for youth soccer within the southeast area of Huntington Beach. In response, following the CLSC

submitted a supplemental communication on November 12, 2021 , providing for City Council
consideration, Option B (Attachment 3), which essentially features the CLSC approved plan as
exhibited in Option A, but with the addition of one U-10 sized youth soccer field overlay in the area

• In the days after the concept plans for Edison Park were published,
staff received feedback from several neighboring residents to Edison
Park citing additional concerns:
I. Addition of the 57-space parking stall along Stillwell Drive may result in

Dear Mayor Carr, City Council, and City Manager Chi,
I am writing to ask you to please reconsider the Edison Park Conceptual Plan being presented
today for approval.
Adjustments needs to be made to include the re-configuring of the soccer/softball fields and to
keep the established 50 year old trees.
The plan while very exciting and full of requested amenities, calls for the removal of countless,
very established over 50 year old trees.
These trees are necessary to this park, to our environment in SEHB, and act as a natural buffer
between the park and the homes.
I have shared some of the trees on the proverbial chopping block, according to the plan in this
email.
The plan lacks detail on how many trees exactly will be removed, but looking at the suggested
amenities its clear the ones I have shown won't make the cut.
Edison Park is a great park, i love it so much I co- founded a FB group called"Friends of Edison
Park", its a neighborhood group that gardens and cleans once a month. Some of us go daily to
the park and tidy up trash daily...
It is not my intent to speak on behalf of our group, but many of the neighbors who are part of our
group do live on the streets across from the park and have voiced concerns about having the
beautiful greenbelt with trees that separate the park from the homes on Stillwell Dr, become a
parking lot in the future. They feel they weren't given enough notice through mail, as many are
older and dont use computers for information daily. The Community Center was closed for most
of the year and didnt post any information anywhere outside to let residents know about the

changes and master plan update. Our Friends of Edison Park group did post as much
information as we could to let folks know. but as I recall the first in person meeting had 6
people. Nobody knew...
We are now at a point however where the conceptual drawings have been done and paid for. 1
understand the city wanting to move forward on the project, so do 1. 1 just cannot agree with the
removal of these majestic trees and the fact they serve a huge purpose in our community, from
protecting the residents from light glare at night, to creating wonderful migrating nests for our
little feathered friends yearly. to creating much needed shade, and the most important feature
THEY CREATE CLEAN AIR. Neighbors in SEHB need and want the best air filter system we
can have and that includes these trees. Ascon being next door makes this extremely important.
One last thought, if the conceptual plan calls for removal of trees and planting new ones, how we
will be able to maintain them so they flourish? We are in a drought??? It takes a ton of water to
help new trees grow. The current sprinklers and watering system we have at the park and which
wasn't mentioned in the conceptual plan as being upgraded will need to account for a lot of
watering for these trees to grow and thrive. Lets' be real. nothing is better than established trees
in a park of this size.
My hope with the photos I am including is that VOL] will agree that these beauties need to be
protected. We have a beautiful community park that will be undergoing a well needed upgrade
and it makes sense to keep the buffers between the residents and the amenities. These trees do
that.
Before I go. I have to comment on the multi use soccer fields/ softball fields. Its my first
observation to find a FIBCSD site to add lights too for soccer fields, but everyone tells me Im
crazy and that won't happen. So my second thought is to angle the fields so the current fencing
and lighting is sufficient . No changes will need to be made. Think football lines over the
baseball diamond when World Series plays at end of year.. I think that is what happens every
summer when the kids use the fields for the sands programs. This will keep the existing fence
lines intact along with the spectacular large established trees that sit right behind the fence line.
In the end, I hear the plan is "conceptual" , not a done deal. I hope you will make the necessary
adjustments to keep these historical trees from being removed, help the residents who have the
potential to be adversely affected, and help find a compromise that we can all live with. For that
to happen we must amend this conceptual plan and wait to approve it until that happens.

These are more of the beautiful trees that are in the chopping block.
Also, I attended every single meeting and did every survey.
Never was there this much discussed with regards to amenities. We were under the impression we would be
repairing the tennis courts, moving them, due to subsidence, and upgrading existing areas/ not taking away open
space.
That was not the message we received .

My name is Jill Furlong and I have been a resident of huntington Beach for=47 nears. We bought our home
because of the park. We have had many picnics under the shade of those old trees at Edison park and many
peaceful walks with our dogs. The old trees are environmentally friendly and provide fresh air and act as a filter
from the hazardous contaminates being released from the ASCON dump (i.e. arsenic and other toxic substances
in the air that were publicly acknowledged and recognized).
Since sports have been introduced to the park. there have been increased trash. noise. and traffic to a once quiet
and safe neighborhood. By changing Edison Park, it will not only increase the traffic, noise, and trash but also
risks potential acts of vandalism white consequentially risking the safety and health of the residents in the
community. Additionally, removing the trees would greatly effect local wildlife as it is home to many species of'
birds, squirrels. raccoons. and possums.
I am against any changes to Edison park and would like the council to consider the points that I have addressed
in this email.

We have lived in the Seabury tract for over 30 years and I have given my input several times
as to how Edison park renovation should look. Once again we and my neighbors have been ignored.
We do NOT want more PARKING LOTS or SOCCER fields!!!! The lights that are planned
will shine into our homes at night. The lights already there are bright enough. There will be more noise. We bought into this
tract because
the park was a nice peaceful place. We do NOT want a SPORT COMPLEX. We have that by
Central Park which also has a park with trees and gardens. We would like a park with more TREES and plants and gardens and
walkways and beauty!!!
PLEASE revise your current park plans to reflect this. Do NOT approve these current plans.

I would like to request the City Council delay tonight's vote on the new design for Edison Community Park so that you may
hear the voices of this conun Lill ity.
Specifically. I have seen the plans for removing mature trees and replacing them with parking lots and soccer fields. ]'his is not
an acceptable design because it will reduce open space at a time when this city has very little left. Many of us who use the park
enjoy walking on the pathways through the mature trees, having picnics. church groups hold services here, kids play in the
grass, ride bikes through here, dogs love to stroll here with owners, and it was a great place to view the air show for those who
couldn't get to the beach.

fields do not fit into this footprint. The skatepark expansion is a great idea as it will serve our young people and those in
nearby areas such as Costa Mesa who are currently enjoying the skate space there. Also. a redesigned tot area is a great idea for
families.
We are happy there arc improvements planned because over the years. the city has neglected Edison park. Indeed. the past few
years. the parking lot there looked more like a refugee camp for the homeless than a community park.
Most people want to see improvements to the park's aging infrastructure, but please don't take away our green space and trees.
Replace the aging equipment or reconfigure it, but don't expand into green space. Population increases and human activities
such as burning fossil fuels and paving over greenspaces are the top reason for climate change.
There are few grassy areas in our city for people to enjoy. Especially in south HB.
This is it! We must preserve the grassy areas we have for future generations to enjoy.
Our city has a sports park with soccer and baseball areas on Golden West near the library. There are also green spaces for soccer
at most schools.

We live on Breton Lane and Edison Park along with the Kettler property is on the other side of our
back fence. Supposedly the developer (RJM) notified residents within 1000 feet of planning meetings
but we and I suspect others received no such notice.
Fortunately a fellow resident distributed an informational flyer in my tract. We have issue with some of
the items indicated in the flyer. Why remove so many lovely trees? You want to add additional
parking, how about off of Hamilton instead of off Stilwell Dr. What is the rational for converting a
relatively quiet neighborhood park into a quasi sports complex? It would seem this is best when not
directly adjoining a residential area.
The properties of those of us on Breton Lane are a couple feet lower than the park property. If there
is too much concrete so that rainfall does not get absorbed by grassy areas in the park those of us
below the park level can be flooded.
Why not allow more time for neighborhood input, what is the rush? Make sure all local residents
understand the proposal and have more time to make input.
Between Ascon, Poseidon and conversion of Edison Park into a sports complex it feels like South-
East HB is becoming the "arm-pit' of Orange County.

strongly oppose making Edison Park a Sports Complex. As a resident of HB who walks this park daily, it is my opinion
that the park should be better maintained as it is. Walkways, tennis courts and grass areas need more attention to be at
their best but we do not need to add more things that will not be well maintained. We do not need to invite more
traffic to the area with increased parking spaces and more playing fields.

I would like to request the City Council delay tonight's vote on the new design for Edison Community Park so that you may
hear the voices of this community.
Specifically. I have seen the plans for removing mature trees and replacing them with parking lots and soccer fields. This is not

enjoy walking on the pathways through the mature trees, having picnics, church groups hold services here. kids play, in the

I just saw the plans for Edison Park!! I wanted to reach out and just say thank you for improving HB. I LOVE
the conceptual plan. I have 3 young boys that all skate, play soccer and pickleball. That park was something I
usually avoided with my kids because of the homeless and how dirty and gross it was. I am s000000 beyond
excited to have a fun, clean. safe community party area my kids can enjoy! Again thank you for listening and
for making a difference. Ignore all the naysayers ha ha, 1 can't imagine why anyone would want to keep that
dilapidated area the same :)

This is Laura Sire and I'm writing you about the future plans for Edison Park. I watched today online the meeting
recorded last Tuesday night. As a long time (almost 40 year) close neighbor of the Park, I was dismayed to have
somehow missed the workshops and notices on the "Conceptual Plan."
However, I've now visited the website. And after also seeing and hearing the presentation and discussion from Tuesday,
I'm encouraged and excited about what is to come. Thank you all for digging deep with your questions and concerns! I
was so impressed with your thoroughness and genuine care for the community.
I support your unanimous vote for Option C which removes 57 parking spaces, but saves I believe about 20 mature trees.
(Seems the more I mature the more I appreciate mature trees! :) It was reassuring to see that you, City staff and
Consultants are on the same page as far as saving as many older trees as possible while planting new ones. At the same
time it will be fun to have that variety of recreational options available for all ages.
I sincerely appreciate the continuing long hours of your hard work and dedication to our city.

1 am so excited to hear about improving Edison park!!! 4 Pickleball courts are a dream come trite, and soccer
fields being put in (that we desperately need), baseball fields, a useable playground. so many great
IMPROVEMENTS for the people of 1-113!! I also love all the trees you are planting. and I cant wait to see them
mature....hopefully my grandkids will play on those fields, under those trees, one day. Thank you!
Currently. my kids are too vulnerable to even step NEAR Edison park be of the unpredictability of the
homeless population there. I've seen, with my own two eyes, people sticking needles into their anus there—it's
such a run down, dangerous place right now, what a waste!! I'm glad that the city is creating a 17AMILY
friendly place to walk, play, do sports, gather, connect, and create a COMMUNITY. Von so excited!! I drive
by that park every day, and I feel sad to see so much of it unused, unavailable, unkempt. creepy, dark.
depressing, and full of scary people (who are not contributing to a more uplifting vibe). Thanks for raising the
standards here, and making things cleaner/better!
