HomeMy WebLinkAboutOrdinance #4239 ORDINANCE NO. 4239 AN ORDINANCE OF THE IL'• CITY COUNCIL OF THE CITY OP HUNTINGTON BEACH AMENDING TI-IE HUN'TINGTON BEACH MUNICIPAL CODE CHAPTER 2.109 EN'FIl'I..ID FINANCE COMMISSION WHEREAS. the Cite Council established an Ad-hoc Committee in March 2021 to perform an assessment of the duties, priorities, current relevancy, and overall framework of the City's Boards. Commissions. and Committees, as well as providing recommendations to streamline any overlapping functions for consideration by the City Council. WHEREAS, the Citv Council desires to amend the City's provisions applicable to the Finance Commission. 'The City COLIrtCiI of the Cite of Fluntington Beach does hereby ordain as follows: SECTION 1. Chapter 2.109.020 is hereby amended as follows: 2.109.020 Composition The Finance Commission shall consist of seven (7) members, preferably with a professional finance or budgeting background. Each City Council Member shall appoint one member of the Commission to serve the same term as the City Council Member. The Commission shall adopt such bylaws and rules as it deems necessary to provide for its Chair and officers and their method of selection, time and place of meetings and for such other matters relative to its work and administration of its duties; which are not otherwise provided for by statute or ordinance. SECTION 2. Section 2.109.030 of the Huntington Beach Municipal Code is hereby amended to read as follows: 2.109.030 Purpose The Finance Commission shall act in an advisory capacity to the City Council in matters pertaining to financial planning. aligned with the Finance Department's fiscal year milestones outlined in Section 2.109.040. SECTION J. Section 2.109.040 of the Huntington Beach Municipal Code is hereby amended to read as follows: 2.109.040 Duties and Agenda Items The Finance Commission may review and make recommendations to the City Council on the following specific topics: 1. .lanuary — Mid-Year Budget Review and Budget Kick-Off 2. March — Year End Audit, Single Audit, and new GASI3 Standards Review 3. \•lay — CIP and Infrastructure Calculation Review 4. July — Adopted Budget Review 5. September— Investment Update, Debt and Refinancing Opportunities ORDINANCE NO.4239 6. November/December— Year-End Review 7. Additional agenda items with a financial impact at the request of the City Council, or by Finance Commission request with the approval of the City Council. 8. Perform such other duties or studies as may be directed by the City Council. SECTION 4. Section 2.109.060 of the Huntington Beach Municipal Code is hereby amended to read as follows: 2.109.060 Meetings The regular meetings for the Finance Committee shall be bi-monthly or six times a year. SECTION 5. Section 2.109.070 of the Huntington Beach Municipal Code is hereby amended to read as follows: 2.109.070 Operating Policies Except as otherwise provided in this Chapter, the Commission shall conform to operating policies for Boards and Commissions as set forth in Chapter 2.100 of the Huntington Beach Municipal Code. SECTION 6. Section 2.109.080 of the Huntington Beach Municipal Code is hereby amended to read as follows: 2.109.0811 Financial Disclosure In accordance with California Law, members of the Finance Commission shall be required to file appropriate statements of economic interest. SECTION 7. This Ordinance shall become effective immediately 30 days after its adoption.
