Neither the City nor the City Council endorses any particular religious belief or form of invocation. 10. 21-908 Mayor Carr called on Rev. James Pike from Lutheran of the Resurrection in Huntington Beach and member of the Greater Huntington Beach Interfaith Council CLOSED SESSION REPORT BY CITY ATTORNEY-None AWARDS AND PRESENTATIONS 11. 21-916 Mayor Carr presented the Mayor's HB Excellence Award to Jennifer Carey Community Relations Officer for the Huntington Beach Police Department City Council/PFA Regular Meeting Minutes December 7, 2021 Page 3of6 Mayor Carr explained that in December the Mayor actually chooses the awardee , rather than co-workers, based on humility, social awareness, passion, exceptionality , integrity, and being team oriented . Mayor Carr stated she relied very heavily upon the skills and expertise of Ms . Carey from the moment she was hired for the position in May. As Community Relations Officer, Ms. Carey is instrumental in deciphering information from many sources and determining what is accurate and pertinent in promoting the very best of Huntington Beach. Ms. Carey thanked staff for their support and friendship during the last six months, and as a life-long resident of Huntington Beach expressed her appreciation for the opportunity to be of service . 12. 21-838 City 2021 Retrospect Presentation by Outgoing Mayor Carr Mayor Carr preceded her comments with a video showcasing the many activities that occurred during her tenure this past year, and noted the musical background was performed by indie band Best Coast for a recent U. S . of Open for Surfing . Mayor Carr expressed her appreciation for a strong and dedicated team which made her year of service possible. She stated gratitude for her fellow Councilmembers who are not afraid to address the hard issues , and are focused on finding solutions . She noted the resiliency of the residents which makes everyone stronger, and thanked her family for their love and support as she shared highlights of accomplishments during this unique year. 13. 21-839 Presentations by Mayor Carr to Colleagues Mayor Carr presented each of her fellow Councilmembers , City Clerk Robin Estanislau , and City Attorney Michael Gates with a personalized jacket, and a bottle of spirits to City Manager Oliver Chi as she thanked each for their support during her term as Mayor. 14. 21-840 Public Comments and Presentations by Community Members to the Outgoing and Incoming Mayor Luisandres Perez, representing State Senator Tom Umberg , District 34, was called to speak and presented a Certificate of Recognition to acknowledge Mayor Carr's year of service. Mr. Perez also expressed best wishes to Incoming Mayor Delgleize . Patricia Macias, representing State Senator Dave Min, District 37, was called to speak and commended Mayor Carr as a pillar and role model for the community. Ms . Macias presented a Certificate of Recognition for Mayor Carr. Ms. Macias expressed support for continued collaboration with Incoming Mayor Delgleiz e in the year ahead . Nick Anas, Chief of Staff for Orange County Supervisor Katrina Foley , was called to speak and thanked Mayor Carr for leading with grace and leadership, and presented a Certificate of Appreciation . Mr. Anas also congratulated Incoming Mayor Delgleize. Rachel Carr, daughter of Mayor Carr, was called to speak and shared what an inspiration her mother has been this past year. She also congratulated Incoming Mayor Delgleize, shared a heartfelt good-bye to City Manager Oliver Chi, and thanked the Councilmembers for their care for the community. Laura Sire, representing Homeless United , was called to speak and thanked Mayor Carr for her service and leadership, and congratulated Incoming Mayor Delgleize . City Council/PFA Regular Meeting Minutes December 7, 2021 Page 4 of 6 ANNOUNCEMENT OF SUPPLEMENTAL COMMUNICATIONS (Received After Agenda Distribution) Pursuant to the Brown "Open Meetings" Act, Assistant City Clerk Patty Esparza announced supplemental communications received by her office following distribution of the Council Agenda packet: Awards and Presentations #14 (21 -840) One (1) email communication to the Outgoing and Incoming Mayor PUBLIC COMMENTS (3 Minute Time Limit) -7 In -Person and 1 Call -In Speakers The number [hh:mm:ss} following the speakers' comments indicates their approx imate starting time in the archived video located at http://www.surfcity-hb .org!governmentlagendas . Ralph Bauer, long -time resident of Huntington Beach , Former Mayor and Councilmember, and Korean War Combat Veteran, was called to speak and shared that this is a time to remember not only those servicemembers who died at Pearl Harbor, but also the young Americans who have died in various wars around the world . (01 :07 :35) Cathey Ryder, a resident of Huntington Beach since 1985, was called to speak and thanked Mayor Carr for her service and welcomed Incoming Mayor Delgleize. Ms . Ryder also expressed appreciation for the City's efforts to improve bike and pedestrian safety , address the needs of the homeless, park and playground maintenance, and addressing the issue of pension liability . Ms. Ryder thanked City Manager Oliver Chi for his service and ex pressed best wishes for his future endeavors. (01 :09:49) Pano Frousiakis, City Council Candidate in 2022 , was called to speak and shared his opinions and e x amples of ways the City Council could be more transparent. (01: 12:33) Kathy Carrick was called to speak and shared her opinion that this Council is not listening to the voters and residents of the city. Ms . Carrick asked that Councilmembers evaluate whether they are truly serving the residents , or whether they are focused on their own ambitions . Ms . Carrick closed her comments by asking people to visit www.savesurfcity .org . (01: 15:43) Tim Geddes, a 38-year resident of southeast Huntington Beach , was called to speak and acknowledged Pearl Harbor and all veterans and uniform service personnel. Mr. Geddes thanked Mayor Carr for her leadership, stated he is looking forward to the service of Incoming Mayor Delgleize in 2022 , and thanked City Manager Oliver Chi for his service . (01 : 18:40) Guest was called to speak and thanked Mayor Carr for her leadership , stated they are looking forward to the service of incoming Mayor Delgleize , and thanked City Manager Oliver Chi for his service . (01 :21 :49) John Genovese, 96 years old, former Serviceman, and 40-year former resident of Huntington Beach , was called to speak and stated since he was unable to find anyone honoring the heroes of Pearl Harbor, he decided the City Council was an appropriate place to acknowledge that event. He also noted the lack of proper signal light synchronization in Huntington Beach, and as a former Design Electrical Engineer he offered to help solve that problem. (01 :23:25) Caller Stephen Shepherd was invited to speak and congratulated Mayor Carr and Incoming Mayor Delgleiz e . He e x pressed his appreciation for the focus on pedestrian and bicycle infrastructure projects and the efforts of Public Works to ensure a well -maintained City. (01:26:10) COUNCIL COMMITT EE -APPOINTMENTS -LIAISON R EPORTS, AB 1234 REPORTING, AND OP ENNESS IN NEGOTIATIONS DISCLOSURE S-None City Council/PFA Regular Meeting Minutes December 7, 2021 Page 5 of 6 CITY MANAGER'S REPORT -City Manager Chi provided clarification regarding the Homekey Program Grant Funding Initiative and procedures to move forward with the County of Orange. CONDUCTED ELECTION OF MAYOR/MAYOR PRO TEM 15. 21 -841 Mayor Carr called for a motion to elect new Mayor A motion was made by Posey, second by Carr to elect by consensus Barbara Delgleize as Mayor of Huntington Beach. The following councilmembers voted in favor by acclamation: Peterson, Bolton, Delgleize, Carr, Posey, Moser, and Kalmick Oath of Office administered to new Mayor Delgleize by Assistant City Clerk Esparza Presentation of gavel by outgoing Mayor Carr to new Mayor Delgleize Presentation of the "Ultimate Challenge" sculpture by new Mayor Delgleize to outgoing Mayor Carr Mayor Delgleize presided 16. 21-843 A motion was made by Delgleize, second by Kalmick to set aside City Council Resolution No. 6320 and elect Mike Posey as Mayor Pro Tern of Huntington Beach. The following councilmembers voted in favor by acclamation: Bolton, Delgleize, Carr, Posey, Moser, and Kalmick Oath of Office administered to new Mayor Pro Tempore Posey by Assistant City Clerk Esparza COMMENTS BY NEWLY ELECTED MAYOR, MAYOR PRO TEMPORE AND COUNCILMEMBERS Mayor Delgleize expressed her optimism for the future of Huntington Beach and stated her focus as Mayor will include considering how decisions made in 2022 will affect residents five and ten years down the road . She described her three considerations when making decisions in 2022 as 1) the youth as future leaders; 2) reinvesting in Huntington Beach to maintain and,expand recreation, safety and services; and 3) supporting Huntington Beach businesses to bring back tourism beyond pre-pandemic numbers. Mayor Delgleize expressed her gratitude for the opportunity to serve as mayor again . Mayor Pro Tern Posey expressed his deep gratitude for being elected by the voters to serve as a Councilmember, and the opportunity to serve as Mayor Pro Tern in 2022. He stated gratitude for his fellow Councilmembers and their proven ability to compromise in spite of their very diverse points of view. Mayor Pro Tern Posey stated his objective this next year will be to assist where needed to support Mayor Delgleize. Councilmember Moser commended and thanked Councilmember Carr for her steady and strong leadership as Mayor in 2021. Councilmember Moser congratulated Mayor Delgleize and Mayor Pro Tern Posey. She expressed her excitement at serving under their leadership and continuing collaboration with her fellow Councilmembers. Councilmember Kalmick thanked Councilmember Carr for her leadership and representing Huntington Beach with great dignity as Mayor. He congratulated Mayor Delgleize and stated his support for the City Council/PFA Regular Meeting Minutes December 7, 2021 Page 6 of 6 great plans she has for the City. Councilmember Kalmick also congratulated Mayor Pro Tern Posey and echoed the fact that the Council's diversity provides different paths to making decisions that are best for the City. Councilmember Peterson congratulated Mayor Delgleize and stated his hope that this year Councilmember Carr will be able to spend more time with her family. Councilmember Bolton congratulated Mayor Delgleize and Mayor Pro Tern Posey, and stated there cannot be government without compromise. Councilmember Bolton expressed her pride at serving with a diverse team , and her excitement at serving under the helm of Mayor Delgleize to continue the good work of Mayor Carr.
