To the Honorable Huntington Beach Mayor and City Council Members,
Rumor has it this gentleman is being strongly considered for our next police chief. Please consider ALL of the
information below.
The city of HB deserves better.
• One of the officers told the Sentinel, "It is common knowledge within the rank-and-file that Chief
Johnson is just an administrator and lacks basic law-enforcement skills.
• It has been said numerous times that Chief Johnson has theoretical knowledge of police work and very
little practical application of law-enforcement."
• "Hired in March 2015, Johnson had a softer touch with homelessness than many liked, including
Thouvenell, himself formar Upland police chief, who stepped in to bring some order to Memorial
Park. And Johnson had a Jeff Sessions-like approach to marijuana, with a suprising degree of personal
involvement: He led at least two raids on..."

ECD officer facing lawsuit from prior job
EL CENTRO-An Ell Centro Police officer is named as a defendant in a federal constitutional rights lawsuit alleging excessive
force stemming from an incident at his previous job, federal court records show. Grant Hasselbach began his job at EI
Centro Police on Dec. 15, 2020,the City Manager's Office reported. Previously, he was an officer in
Huntington Beach in the Los Angeles area from March 29, 2014. to Aug. 27, 2020. an ofticial from that
city reported.

"Each and every one who left did so mostly due to turmoil and dissatisfaction with the chief of police,"
Bierbaum asserted. "The Upland Police Department lowered hiring standards subsequent to his
hiring. There have been eight officers that he hired and subsequently fired. An additional four quit
because they decided police work wasn't for them. That is a failure of the management structure
within the Upland Police Department."
Bierbaum laid the responsibility for the exodus of experienced police officers at the feet of Upland Police
Chief Brian Johnson.
"It costs about $50,000 to hire an officer," said Bierbaum. "By one measure, the losses suffered by the city
since Chief Johnson was hired equates to about $12 million in lost investments in personnel, salary,
benefits, training, overtime and pension costs. Upland is still responsible for the pension costs of those
officers leaving or who have left. Chief Johnson has opened the floodgates and the devastation has only
begun."

Former Upland police Capt. Anthony Yoakum, who was dismissed by the city, has sued former Upland
Police Chief Brian Johnson and the city, alleging Johnson gave confidential personnel information about
Yoakum and made false statements about his performance to other law enforcement agencies.

the Upland Police Officers Association had called for, and held, a vote of no confidence against Johnson.
The Sentinel was told that 78 percent of the association voted against Johnson or"no confidence." Ten percent
voted that they yet had "confidence" in Johnson's leadership of the department. The balance, some 12 percent,
rendered a verdict of"undecided."
For slightly more than six months, the investigation of Teague was ongoing, and the suspensions of
Yoakum and Simpson continued. During that time, all three remained in limbo and on paid leave,
representing a cost of roughly $270,000. Taken together with the $30,000 spent on the management
consultant's inquiry into Johnson's action, the cost to Upland's taxpayers growing out of the January 21
incident approximated $300,000 monetarily, and the loss of Yoakum's, Simpson's, and Teague's services
throughout the six-month plus duration.
