Today I was putting our cats in the backyard for their breakfast and a white service truck went by on the canal road. They were frightened and immediately they hid. The truck was about 15 from their dish as it rumbled past. I could clearly see the driver and he could certainly see me.Now I need to find them, put away their food from the ants...and hope they eat later. Trails to the Sea would be a dreadful series of big and little things. Be honest,you wouldn't want it 15' from your back door. Stop this project. I am writing to you, our elected City Councilmember, to tell you of my extreme opposition to this proposed project and requesting that you vote to STOP this proposed project from moving forward in any way I have been a Huntington Beach resident for approx 45 years, and have lived in a location adjacent to the Talbert Flood Control Channel for the same number of years To hear that someone has proposed opening up this County of Orange owned property to the public is absurd There are too many reasons why this is an absurd idea to indicate here. so I will just identify a few 1 Negative impact and harm to the Flood Control Channel ecosystems and the Huntington Beach Wetlands ecosystems if a "Trail" is created along the Flood Control Channel The "Public" would introduce trash and harmful runoff to these ecosystems if they were opened for access 2 Negative impact to local neighborhoods and local schools due to "open" access to the Flood Control Channel. Transient. 'unhoused" persons. as well as others. would travel and "populate" these trails. bringing unsafe conditions to schools (Eader Elementary. Edison High School and Sowers Middle School to name a few) and very likely an increase in crime to local neighborhoods adjacent to the Flood Control Channel. 3 Safety and Liability If a "Trail" were created along the Flood Control Channel there would be great risk to the "Public" (i a someone (a child?) falling into the Channel - as dumb as that sounds ) and extreme liability to some entity (or entities) (for example The County of Orange Flood Control District? The City of Huntington Beach? Others?) Any and all with "deep pockets" would be named in lawsuits Councilmember Bolton I ask that you use your brain's powerful reasoning skills and also your common sense to STOP this proposed project from moving forward t The money that would be spent on this proposed project should be directed to better causes and needs within the City. I picked this location for many reasons, l" Privacy, beautiful sunsets and seeing all the wildlife that uses the channel has a Flyway to the Huntington Beach wetlands. With that said two of our bedrooms are just 14' from the channel wall and Family room 5' from channel wall. We with our children and grandchildren enjoy hours of privacy in our pool. I'm not alone as at less 85 other homeowners on this channel have pools with private backyards. So, by even considering this proposal you have taken the most important reason for buying at this location away (PRIVACY)!!!! I received the information of this proposal from my neighbor(not from the cite where it should have come from) about your plan to turn this service road into a bike path who knows what it will become,only 5' from the back of our homes. When I went through the proper channels to do our remodel, we had many hoops to jump through. We had informed all neighbors within 300' around us about our project and on the other side of this channel,we paid additional fees, as well as giving a date and time for all public hearing so if anyone was opposed to this,they had their opportunity to be heard.None of this has been done, which bring this up, why?? Big SS Has ANYONE thought of how this will impact our neighborhoods? I think not. Given our homeless problem here in our city this will just encourage more homeless encampments, more criminal activity and will allow anyone to stand and peer into our private backyards Penal Code 647. We were robbed and lost thousands of dollars in valuables before this channel was widened and the service road was put in. This idea 8 now will make the access and getaway much easier. My guess is there isn't one person that are kicking this hair brain idea around that actually lives on the channel? Again. I think not! 1 have many concerns: The cost of this project? The environmental impact, on over 90 species of waterfowl. Pollution flowing into the wetlands and our ocean. The Fiscal impact, to keep paths safe, clean.The adding of stop lights at ever crossing. The liability, which will fall on our city. How will this impact out Police and Fire departments when called for the homeless. Penal Code 647 People staring into our backyards Peeping Toms etc. 1 think our tax moneys would be better used by fixing our roads. It is embarrassing that you have let them get this bad. I encourage you and everyone to focus on the paths already in existence, and the huge costs of this proposed project in terms of environmental feasibility, creating a path and then all the maintenance and security costs. If the city council members see what a liability it would actually be, they'll gladly ditch it. If it's about trying to secure their favoritism for the residents of the area, they may cling to the concept. Tell them some (much more worthy) uses of the money they'll save by not moving forward with the project. (Bad enough they already wasted money on it at all.) Huntington Beach City Council, This is in regards to the proposed 'path"you have proposed. This is an awful idea on many levels. For right now 1 will concentrate on a very specific one. This is the outlandish cost of such an undertaking. There is environmental feasibility, the creation ofa path and it's cost, AND the upkeep/patrolling. This could be a huge LIBALITYfor Huntington Beach! This is a horrible idea on so many levels and should be discarded now. Thank you. Well let me say that I believe this is NOT a viable right of way for people seeking trails or walkways to in which to recreate. Not only are they an attractive nuisance for teens and such (who wouldn't want to dare some to go swimming there), but the trail location is abuts homes up and down the trail. Most of the trails would be above the backyards of the connecting homeowner's property, thus allowing people easy access to look "DOWN" on the people who are trying to relax in their own backyards. NO PRIVACY AT ALL. And crime. Many of the homes have chain linked fences so they can enjoy the views they purchased. Some have block walls. To insure privacy, is the city going to build walls for anyone who wants one?The chain link fences offer up easy access to people's backyards so that those who want to perpetrate a crime can easily do so. Why open up this flood-gate of an idea? This idea, which on the surface sounds like fun to many, has too many obstacles to overcome, not to mention getting the approval from O.C. Flood Control and the County of Orange who operate the channels. The idea of attractive nuisance, lost views, decrease in property values, crime, privacy, fighting the county and building block walls seems to be to much to overcome. So please do not proceed with this "Travesty" to the Sea. Thank you everyone for your time. Providing a new protected multi-use path running roughly through the middle of our community would have helped to provide safer routes to schools, parks, and our coastline for thousands of residents. I have engaged with my neighbors who oppose the HB Trails to the Sea project, and I understand and empathize with their concerns. However, acknowledging these concerns does not diminish the needs this project sought to address. In southeast Huntington Beach there is a distinct and undeniable need for better pedestrian and bicycle infrastructure. In our small corner of Huntington Beach, an area of less than S square miles, our community has 11 K-12 schools, two major Little League complexes, countless public parks, and a large senior living community with more than 2,000 residents. In addition, our little corner of HB provides a primary point of access to our local beaches and wetlands for HB residents and tourists alike. Why do I mention these specific statistics? Because all these residents, the school children, the seniors, the Little League baseball players, the beachgoers, and the wetlands bird watchers all primarily walk or bike through our community.The local school children and seniors living in southeast Huntington Beach alone number well over 10,000 residents. Clearly, southeast Huntington Beach and the entire HB community desperately need safe pedestrian and bicycle infrastructure. So, if we are to end the HB Trails to the Sea project and redirect our efforts, so be it. However, we must then commit to implementing alternatives that provide equal access and safety for pedestrians and cyclists in our public rights-of-way. In redirecting our efforts, we must resolve to never forget the need we initially sought to address. We have heard that the project is changing, rerouting or that the project might be coming to an end. If this is true, then a great many citizen's in HB will be relieved. The continued viability of the wetlands and the safety of the seniors, the kids and the general residences surrounding the vicinity, has been our common goal. Our continued concern is about future ambitions in regards to these channels and service roads. My own neighborhood worked diligently for many years on the 19th street bridge project, and at the end, successfully had the bridge removed from the master plan (for good). We would all like to see something similar in regards to the storm water channels and access roads. While we do understand these roads and channels are owned by the county, and only the county can rezone, we hope the council (and all those in NB involved with the trail project) will remove these areas from further consideration in regards to any future public use. Certainly the county wouldn't want the liability of having the general public next to the storm channels anyway. >Access for service roads and emergency vehicles only >Not open for public use >Channel gates to remain locked at all times >Maintain all buffers around the wetlands for habitat and species survival This way (5 years down the line)we don't find ourselves back here again, trying to protect the wetlands and the surrounding community. We also have people in our group who do not live along the channels We are all against the Trails to the Sea project for many reasons Our most pressing concerns are for the Wetlands. Cost of the project. and the probability of crime to homes along the channels I attended the SEHB meeting on Tuesday At that meeting. Sean Crumby said that the project would not include any roads along the Talbert channel. This is good news to all of us However. Sean did not mention the Huntington Beach channel or the Wetlands It appears that the project has been handed over to the city managers office (according to the agenda for the Feb 1st meeting). Agenda Item #8 says "Re-scope of Huntington and Talbert Channels Effort". I assume that this refers to the Trails to the Sea project. We don't exactly know what "Rescope" means. If it means revising the project, we have some concerns. We would like to be assured that there will be no use of any of the roads along either the Talbert or HB channels, or any roads that run along the Wetlands. These three items have been the focus of our opposition to the project. We are anxious to hear the new Rescope information at the Feb 1 st meeting We all sincerely hope that these three items will be honored in the new proposal. Regards. I am 12yr resident of Southeast Huntington Beach and a proud environmental activist and bike rider. Your decision this evening on Agenda Item 18 will probably be the most critical action that you take this year to address air pollution and climate change. Choosing a 100%renewable energy default is one of the quickest, easiest, and most effective ways that a city can reduce emissions and fight the climate crisis. Huntington Beach took a bold step in joining the Orange County Power Authority, and now we need to support the OCPA in its mission to source renewable energy at cost effective rates. Save our planet and save money; what a great opportunity! And the beauty of community choice energy is everyone can make their personal choice so that no one will be forced to support a 100% renewable energy portfolio. Regarding Agenda Item 8,1 am very disappointed with the decision to not open the Talbert Channel as a pedestrian and bike path. In my opinion, this would have been a major improvement in my neighborhood greatly improving the quality of life of our residents. I appreciate the City's commitment to improve pedestrian and bike safety and look forward to working with you on alternatives to the Talbert Channel project. Any improvements to street bike lanes will need to be combined with increased traffic enforcement to reduce the rampant speeding and running of red lights that has been getting worse every year along Hamilton Ave and cross streets leading into SE Huntington.
