The study determined that the annexation was generally fiscally neutral, but there were outstanding questions on the part of the City Council and no direction was given to pursue the annexation. With the incorporation of Sunset Beach and Brightwater, the annexation of the unincorporated Bolsa Chica area would essentially complete the city's corporate boundary. More importantly, the wetlands and uplands are ecological and tourist resources that would complement the diverse portfolio of amenities that help to make Huntington Beach a destination location. It is expected that some items in the 2009/2013 study would need to be updated. This budget change proposal is for continued operations and management responsibilities for the Bolsa Chica Lowlands Restoration Project in Orange County. The Bolsa Chica Lowlands Restoration Project created or rehabilitated nearly 600 acres of marine and wetland habitat in Orange County,CA, restoring part of what had historically been a vast estuarine ecosystem.The project,the result of decades of planning and cooperation by the public and government agencies, is the largest wetland restoration in Southern California history.The design includes mandatory maintenance of an open ocean inlet to ensure the wetland continues to function and to protect the biological benefits gained by the restoration investment. The existing operations and maintenance fund for the Bolsa Chica Lowlands Restoration Project is nearly depleted and can no longer support baseline costs. It is imperative that we continue to fund this restoration project that has biological impact and benefits for our community and the surrounding wildlife.The Bolsa Chica Lowlands provide critical additional habitat for the tens of thousands of shorebirds and other species in our community. In regards to today's agenda item 22-132 we would like to submit the following statement: It has recently been announced that the City of Huntington Beach is voting tonight to undertake an update of the Bolsa Chica Annexation Feasibility Study. The Bolsa Chica Ecological Reserve is fully protected critical wildlife habitat owned and managed by agencies of the State of California. It is also classified as unincorporated within the County of Orange. BCLT welcomes the review of the feasibility study and the discussion of annexation, which would not change any protections, management, ownership, or regulations at BCER, but would create opportunities for local collaboration to continue to improve BCER for the wildlife which depends upon it. If this item is for building houses ect and not for a park reserve monetization and access expansion effort please remove it from the city council agendas permanently. Please do not listen to any requests to "not water the parks" and things of this nature as I do believe this is development oriented and of foul intent. I would ask the city council to consider annexing Midway City or Westminster instead due to more versatility in natural resources if any annexation is necessary. Please remember that the entire Bolsa Chica Wetlands area and creatures, ect is extremely important to the agriculture system being healthy. I question if the oil or perhaps byproducts could have gotten in the county aquifer water supply so I'm very disappointed. Regarding this and everything else: I think the city council has made multiple city planning errors that I can go into the details about over and over again. I have also made several specific detailed requests that have not been taken seriously enough. I think I have observed resident and police time being wasted and endangerment from the oil spill and covid. I also question if the city council and other elected officials could have made specific communication efforts to prevent covid or what type of knowledge they should have had. Covid is a serious threat to the children and the country's agriculture system and I think The Masks need to come off because of health risks due to lack of oxygen and more extensive, more intelligent efforts need to be made to protect the children ect. permanently.
