HomeMy WebLinkAboutAdopt Resolution No. 2022-12 Approving City Staff to Apply t A'Pco✓ED :7-0 2000 Main Street. _ - Huntington Beach.CA City of Huntington Beach 92W File #: 22-277 MEETING DATE: 4/5/2022 REQUEST FOR CITY COUNCIL ACTION SUBMITTED TO: Honorable Mayor and City Council Members SUBMITTED BY: Sean Joyce, Interim City Manager VIA: Chris Slama, Director of Community & Library Services PREPARED BY: Ashley Wysocki, Deputy Director of Community & Library Services Subject: Adopt Resolution No. 2022-12 approving City Staff to apply to the State Department of Parks and Recreation for the Huntington Beach Sand to Snow Outdoor Education Program through Outdoor Equity Grants Program Grant Funds Statement of Issue: The City Council is requested to adopt Resolution No_ 2022-12 providing approval to apply to the State Department of Parks and Recreation for the Outdoor Equity Grants Program Grant Funds. If awarded, grant funds would support the Huntington Beach Sand to Snow Outdoor Education Program that will offer local day trips, access to environmental educational and skill enhancement programs, and overnight experiences for youth. Financial Impact: The grant program request is not to exceed $700,000, and any funds received may be utilized across multiple fiscal years through FY 2025/26. If City is awarded the grant, another Request for Council Action (RCA) to accept the grant award and appropriate the funds will be submitted to the City Council for consideration. Matching funds are not required and grant expenditures are fully reimbursable. Recommended Action: Adopt Resolution No. 2022-12, "A Resolution of the City Council of the City of Huntington Beach Approving the Application for Outdoor Equity Grants Program Grant Funds." Alternative Action(s): Do not approve Resolution No. 2022-12, and direct staff accordingly. Analysis: On October 5, 2021, City Council approved Resolution No. 2021-57 authorizing staff to apply to the City of Huntington Beach Page 1 of 2 Pnnted on 3/302022 ..h.. P-32 L,.l sva, File #: 22-277 MEETING DATE: 4/5/2022 State Department of Parks and Recreation for the Outdoor Equity Grants Program Grant Funds (OEGP grant funds). Upon review, the State Department of Parks and Recreation requested that the resolution include the official name of the program, "Huntington Beach Sand to Snow Outdoor Education Program." Item 1 of Resolution 2022-12 must be updated to include the following statement: "Approval to file an application for the City of Huntington Beach Sand to Snow Outdoor Education Program, through the Outdoor Equity Grants Program Grant Funds." No other amendments have been requested by the State Department of Parks and Recreation to fulfil the grant application requirements. Item 8 of Resolution No. 2022-12 repeals Resolution No. 2021-57. Via OEGP grant funds, the City has applied for State grant funds that would support a proposed multi -year program operating from July 1, 2022 through June 30, 2026. The program will include opportunities for local day trips that include access to environmental, educational and skill enhancement programs, as well as overnight experiences with a goal to build in volunteer and career opportunities at the conclusion. No matching funds are required for this fully reimbursable grant. If awarded OEGP grant funds, staff will work to develop partnerships to further enhance the program. Environmental Status: Not applicable Strategic Plan Goal: Community Engagement Attachment(s): 1) Resolution No. 2022-12, "A Resolution of the City Council of the City of Huntington Beach Approving the Application for Outdoor Equity Grants Program Grant Funds" City of Huntington Beach Page 2 of 2 Printed on 3/302022 o wereo33 Legistar'• RESOLUTION NO. 2022-12 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH APPROVING THE APPLICATION FOR OUTDOOR EQUITY GRANTS PROGRAM GRANT FUNDS WHEREAS, The State Department of Parks and Recreation has been delegated the responsibility by the Legislature of the State of California far the administration of the Outdoor Equity Grants Program, setting up necessary procedures governing the application; and Procedures established by the State Department of Parks and Recreation require the Applicant to certify by resolution the approval of the application before submission of said application to the State; and Successful Applicants will enter into a contract with the State of California to complete the Grant Scope program. NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby resolve as follows: 1. Approval to file an application for the City of Huntington Beach Sand and Snow Outdoor Education Program, through the Outdoor Equity Grants Program Grant Funds: 2. City certifies that it has or will have available, prior to conunencement of any work on the program(s) included in this application, the sufficient funds to complete the program(s); and 3. If the grant is awarded. the City certifies that it has or will have sufficient funds to operate the program(s) as described in the Grant Selection Criterion response: and 4. City certifies that it has reviewed, understands, and agrees to the General Provisions contained in the contract shown in the Grant Administration Guide: and 5. That the Director of Community & Library Services is delegated authority to conduct all negotiations, sign and submit all documents, including, but not limited to applications, agreements, amendments, and payment requests, which may be necessary for the completion of the Grant Scope; and 6. The City agrees to comply with all applicable federal, state and local laws, ordinances, rules regulations and guidelines; 7. The City will consider promoting inclusion per Public Resources Code §80001(b)(8 A-G). 8. Resolution No. 2021-57 is hereby repealed.
