Recognizing Problem Coyote
Behavior
Predictable pattern of behavior change:
1. Increase in coyotes on streets and in yards at night
2. Increase in coyotes approaching adults and/or taking pets at night
3. Coyotes on streets, and in parks and yards in early morning/late
afternoon
4. Coyotes chasing or taking pets in daytime
5. Coyotes attacking pets on leash or near owners; chasing adults
6. Coyotes seen around children's play areas, school grounds and parks
midday
7. Coyotes acting aggressively toward adults in midday

Hi,
Very saddened to hear that a child was injured by a coyote this evening by the pier. It was inevitable that
something like this would happen given the out of control coyote situation in our city. As you are well aware. I
have desperately contacted various agencies over the last few months to try to get more action regarding the
coyote situation in our city. Unfortunately whatever is being done to address the coyote situation in our city is
not working, and had a tragic outcome this evening.

Hello again.
One more question about the coyote situation.
During my conversation with OC Animal Care, the representative I spoke to was not at all familiar with the City
of HB's coyote sighting website. However, the city is telling us to report all coyote sightings on the city's
website. What is the purpose of the city's coyote sighting website? Is it actually being shared with other
agencies?
The residents are trying to diligently report the coyote sightings on the city website as we've been asked to do,
only now to find out that other agencies are not even aware that such a city website exists. Our neighbors don't
understand the rationale for this.
A response would be appreciated.
Thank you,

Hello,
I think there needs to be more clarity regarding the city's coyote management plan. I was told by the city that
they contract with OC Animal Care regarding the coyote issue, trapping, relocating, etc. and I was told that a
trapper has been hired by the city specifically for the Goldenwest Park neighborhood/Glen View Park area.
However, when I talked to OC Animal Care this morning, the representative said OC Animal Care never does
trapping or relocating of coyotes. So I'm wondering what service the city is actually hoping to achieve through
a contract with OC Animal Care. It does not seem like the city is addressing the coyote situation in this
neighborhood in a well thought out manner.
OC Animal Care today told me that any trapping or relocating of coyotes would need to be done by CA Fish
and Wildlife. However, when I talked to CA Fish and Wildlife, they indicated that their primary role was to
attempt to identify the people who are feeding the coyotes and that they are not doing any trapping in this area.
So from what I can gather, there is no actual comprehensive plan being implemented to address the coyote issue
in this neighborhood.
Can someone please contact me to let me know what is actually being done to comprehensively address the
coyotes in this neighborhood???? Whatever has been done so far by the city and agencies is not working.
The coyotes are seen daily in the Glen View park area - right near the new playground that is being celebrated
by city representatives at the event this Thursday. It seems tremendously irresponsible to encourage families to
visit a park that is known to be dangerous in terms of coyote activity. The residents of this neighborhood are
becoming increasingly frustrated that the city does not seem to be taking the coyote situation seriously. We have
well documented our efforts to request action by the city regarding the coyote situation in the neighborhood,
which may be needed should a coyote cause further damage to people or property in this neighborhood.
Thank you for your assistance with this. It is a very serious issue and needs to be addressed in a comprehensive
manner.

Hello,
Just to follow up again about the serious coyote situation in the Goldenwest Park neighborhood. I recently
became aware that there is a grand opening ceremony this Thursday for the new playground equipment at Glen
View Park. Given the very serious coyote situation in the neighborhood and park, you may want to consider
putting up coyote warning signs by the play equipment. The coyotes in this neighborhood have no fear of
people and people have been feeding the coyotes in Glen View Park. Hopefully those families who use the new
play area will be alert and on the watch for coyotes, since with all the coyote activity in this area, it has the
potential to have a disastrous outcome if someone is injured by a coyote.
Thank you for you attention to this,

Hi,
Just to follow up again about the very serious coyote issue in Goldenwest Park. Large piles of food for the
coyotes continue to be found in the neighborhood:
On the evening of 3/26 five large piles of food/meat -a total of about 5 pounds - was found in Glen View Park.
Around 7 AM on 3/28 3 large piles of meat was found in Glen View Park.
This morning 4 more piles of meat were found in Glen View Park - behind Dixie's Childcare.
It seems as though every few days very large quantities meat is being left in the Goldenwest Park neighborhood.
Coyotes are continuing to approach residents. One neighbor was sitting in the park and had a coyote come right
next to him. Another was recently aggressively approached by 3 coyotes.
Please help us ASAP! The coyote situation in Goldenwest Park is completely out of control!

Hi,
Volunteers from the CA Department of Fish and Wildlife were in the Goldenwest Park neighborhood today
regarding the reports of people feeding the coyotes.
From what I have been told by the volunteers, the implementation of the city's 'Coyote Management Plan' is
the city's responsibility.
Again my question to the City Council is:
Who in the city is responsible for implementing the city's Coyote Management Plan?
Please let me know so our coyote problem can be addressed.
It makes absolutely no sense(including being incredibly irresponsible)to have a plan, but not implement it or
even let the community know who is responsible for implementing it.

Hello again,
Just to follow up yet again about the serious coyote issue in the Goldenwest Park neighborhood. This afternoon
at about 4:30 in the afternoon a bag of what is assumed to be food for coyotes was hanging on a tree at Greer
Lake. See photos. It appears to possibly be be dog food, noodles, sausage, etc.
A similar type bag was seen hanging on that same tree at the start of last weekend, but was empty a day or so
later.
The coyotes issue in this neighborhood has gotten out of control with people deliberately feeding coyotes. The
coyotes are now roaming the neighborhood in groups-4 were seen in a neighbor's yard the other day. It's an
extremely dangerous situation. We can not wait for something catastrophic to happen before significant action
is taking to address this issue.
Our neighbors continue to report sightings on the city website. Our neighborhood appears to have the highest
number of coyote sightings in the entire city - and that is a significant underestimation of the actual sightings
since not all residents are reporting sightings.

Hi,
Just another update regarding the very severe coyote problem in the Goldenwest Park neighborhood.
1 heard from a neighbor that 3 large plates of lunch meat were seen around 10 pm on 3/18 in the easement at the
comer of Oakshire and Gas Light - it's a pathway from Glen View Park into the residential area of the track.
The neighbor threw away the plates of meat, but shortly afterwards saw a coyote coming to the area. apparently
looking for the food. Attached are photos of the 3 plates of meat - the pictures of the meat were taken after the
neighbor removed the plates from the area.
Neighbors are VERY concerned, especially since there seems to be such deliberate actions of individuals to
feed the coyotes in the neighborhood and endanger residents.

Please help us! We need to know what can be done and who in the cite is responsible for implementing the
city's Coyote Management plan.

Hi.
Our neighborhood continues to report coyote sightings on the city's website. Who is responsible for
implementing the city's official coyote management plan?
I have spoken to multiple neighbors and no one has any awareness of a `volunteer hazing team' being set up in
our neighborhood, which is one of the steps in level yellow. (Neighbors have attempted on their own to haze the
coyotes and the coyotes are not very responsive to hazing.)
I believe our neighborhood is at the orange and possibly red level now. Can you please direct me to whomever
is responsible for implementing the steps in the city's coyote management plan? To develop a coyote
management plan, but not implement the steps seems irresponsible and potentially sets the city up for legal
repercussions when pets and potentially humans are injured. Many, many neighbors are very concerned by the
lack of action.

Again to follow up regarding the serious coyote problem in the Goldewest Park neighborhood (Goldenwest and

Who is responsible for implementing the city's coyote management plan? The response for Level Yellow
(which seems to be well below where my neighborhood is) indicates "Response— Education and aggressive
hazing needed, volunteer hazing team created." Haven't heard of a volunteer hazing team in my neighborhood
yet. (My neighborhood is very likely at the Red level.)
We are at a very critical point in my neighborhood regarding the coyotes. The coyotes are approaching residents
daily - there have been reports of coyotes following people to their cars, trying to enter cars and aggressively
growling when the door is open, walking right up to people in the park, following residents(who do not have
pets) as they walk down the street. The coyotes seem to have lost their fear of people and hazing- likely in part
due to multiple reports of people feeding the coyotes in this neighborhood.
Please HELP!!!!! Or please direct me to someone who can help. It has become a very dangerous situation.

Subject:Goldenwest Park Neighborhood
Hello,
Regarding ongoing coyote incidents in the Goldenwest Park Neighborhood (near Goldenwest and McFadden/
Glen View School /Greer Lake). Today I had a very concerning, close encounter with a coyote in my yard.
For approximately the last month we have had increasing contacts with coyotes in the neighborhood. (See
attached screenshot from the coyote reporting map from the city's website.) Our neighborhood may have the
highest number of coyote sightings in the city. Based on information I have received from neighbors, the
number of reported sightings from our neighborhood on the city's website is a significant underestimation since
not all residents report the sightings on the website. I know of at least 2 neighbors' cats that have been recently
killed by coyotes. Last Wednesday I became increasing concerned about the coyotes after seeing multiple
coyotes in neighbors' yards 3 times that day, and that day I contacted Captain Martin to see what could be done
about the situation.
However, this afternoon a coyote aggressive approached me and was less the 10 feet away. I was in my front
yard (it is gated and has one entrance) and the coyote was in the entrance to the yard near my front door,
blocking my escape. The coyote did not show immediate response to hazing. [ have no pets and no food, fruit,
etc in my yard that would be attractive to coyotes. Had I not engaged in hazing behavior with the coyote I
believe there is a good chance he may have aggressively attacked me.
Neighbors believe someone in the neighborhood may be feeding the coyotes and luring them from Glen View
park through the small walking entrance to the park near Oakshire Lane.
We are in need of immediate assistance regarding the coyotes in our neighborhood. I have reviewed the city's
coyote management plan and it is becoming increasingly apparent that further immediate action is needed to
help manage the coyote situation in this neighborhood. 1 believe we are very much in danger of having further
coyote attacks in our neighborhood, especially with the spring approaching.
I would appreciate hearing from you regarding this situation.
Thank you,

When are you going to actually do something about the coyote infestation? It is past the time for a cull. This issue
cannot be ignored anymore. Citizens live in fear, pets get eaten every day, and now a child is bitten on our beach. I have
lived here my entire life, and this situation that the council has allowed is out of control and completely unacceptable
nor is it tolerable any longer. The utter negligence is astonishing.

Subject: Coyote Activity
Dear Citv Council Members.
I am writing to you today as a concerned citizen over the increased coyote activity across the city. 1 live in
SeaCliff and have seen covotes in broad daylight trotting down the sidewalks.
The other morning at Discovery Well park at 7 am I was picking up after my two large dogs- while walking
them at the park and when I stood up there were 2 very, large coyotes about 10 feet away from me and my
dogs. They literally came out of nowhere and were clearly comfortable getting that close to us and staring us
down. Thankfully my dogs did not react and 1 was able to back up slowly and get my dogs safely in the car.
This situation could have turned into a disaster quickly. ']'he thought of me having to fight off two coyotes
while trying to protect myself and my dogs is terrifying.
The coyotes continued to stare at us for several minutes before leaving. They then proceeded to rummage
through a homeless person's bags while the homeless person was sleeping right neat to the bags
The week before that I was driving down Gothard street at 4 pn1 and I saw a coyote going under a chain-link
fence into what appeared to be some sort of storage facility.
I moved here 2 years ago. The first year 1 didn't see any coyotes although I had spoken to neighbors who
had. This year, however. it seems to be at least a weekly/daily occurrence.
I am scared to walk my dogs in my own neighborhood and that is not a good feeling.
I am urging you. especially after the attack on the little girl at the beach to increase trapping and or use other
more aggressive forms of mitigation to get this problem under control. It is affecting residents quality of life
and it is incumbent upon you to take immediate and swift action.
I would appreciate a response. I have reported my coyote encounters on the tracker.
Thank You
