Administrative Services Manager Subject: Adopt Resolution 2022-21 adopting a list of projects for Fiscal Year 2022123 fund by SB 1 : The Road Repair and Accountability Act of 2017 Statement of Issue: The City is required to identify the projects that will utilize this funding via the adoption of a resolution to receive State of California SB 1 funding. Financial Impact: Adoption of the resolution is a pre-requisite for receipt of an estimated $4.487,676 of SB 1 funding from the State. which will be deposited in the RMRA Fund 1247. Funds will be used toward eligible street and transportation projects. Recommended Action: Adopt Resolution 2022-21. "A Resolution of the City Council of the City of Huntington Beach Adopting a List of Projects for Fiscal Year 2022/23 Funded by SB 1 : The Road Repair and Accountability Act of 2017." Alternative Action(s): Do not adopt the resolution and instruct staff on how to proceed. By this action, the City would forego the $4,487,676 of estimated funding for Fiscal Year 2022/23. Analysis: Senate Bill 1 (SB 1 ), the Road Repair and Accountability Act of 2017. was passed by the Legislature and signed into law by the Governor in April 2017 to address the significant transportation shortfalls statewide. Based on the City of Huntington Beach's population, it is estimated the City will receive S4,487.676 of FY 2022/23 for use on eligible street and transportation projects. A pre-requisite to receiving funds is the submittal of a City Council resolution to identify proposed projects that will utilize this funding. The proposed Capital Improvement Program (CIP) Budget for FY 2022/23 identifies the use of these funds, in addition to other local funds, for the annual Arterial Rehabilitation City of Huntington Beach Page 1 o1 2 Printed on I1274022 as File #: 22-353 MEETING DATE: 5/3/2022 Project. The arterial streets proposed to be fully rehabilitated are: • Banning (Magnolia to Bushard) • Bolsa (Graham to Edwards) • I3rookhurst (Indianapolis to Bushard) • Edinger(Goldenwest to Gothard) • Edinger (Saybrook to Countess) • Garfield (Ward to City Limits) • Hamilton (Newland to Magnolia • Heil (Goldenwest to Gothard) The City retains the ability to alter this list as long as the funds are spent on eligible projects. Since FY 2017/18, the infusion ol'these funds has helped to increase the City's overall pavement condition index (PCI). Environmental Status: Not applicable for this action. Resolution 2022-21 " A Resolution of the City Council of the City of Huntington Beach Adopting a List of Projects for Fiscal Year 2022/23 Funded by SB 1:The Road Repair and Accountability Act of 2017" City of Huntington Beach Page 2 of 2 Printed on 4/27/2022 oowerec88 Legistar'" RESOLUTION NO. 2022-21 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH ADOPTING A LIST OF PROJECTS FOR FISCAL YEAR 2022/23 FUNDED BY SB 1: THE ROAD REPAIR .AND ACCOUNTABILITY ACT OF 2017 WHEREAS, Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017 (Chapter 5, Statutes of 2017) was passed by the Legislature and Signed into law by the Governor in April 2017 to address the significant multi-modal transportation funding shortfalls statewide; and WHEREAS, SB 1 includes accountability and transparency provisions that will ensure the residents of our City are aware of the projects proposed for funding in our community and which projects have been completed each fiscal year; and WHEREAS, the City of Huntington Beach must adopt by resolution a list of projects proposed to receive fiscal year funding from the Road Maintenance and Rehabilitation .Account (R-MRA), created by SB 1, which must include a description and the location of each proposed project, a proposed schedule for the project's completion, and the estimated useful life of the improvement; and WHEREAS, the City of Huntington Beach, will receive an estimated $4,487,676 in RMRA finding in Fiscal Year 2022/23 from SB l; and WHEREAS, this is the fifth year in which the Cite of Huntington Beach is receiving SB 1 funding and will enable the Citv to continue essential road maintenance and rehabilitation projects, safety improvements; repairing and replacing aging bridges, and increasing access and mobility options for the traveling public that would not have otherwise been possible without SB 1: and WHEREAS, the City of Huntington Beach has undergone a robust public process to ensure public input into our community's transportation priorities; and WHEREAS; the City of Huntington Beach used a Pavement Management System to develop the SB 1 project list to ensure revenues are being used on the most high-priority and cost-effective projects that also meet the communities priorities for transportation investment: and WHEREAS, the funding from SB 1 will help the City of Huntington Beach maintain and rehabilitate six arterial street segments throughout the City this year and similar projects into the future: and 22-11188/280814 RESOLUTION NO. 2022-21 WHEREAS, the 2018 Califomia Statewide Local Streets and Roads Needs Assessment found that the City of Huntington Beach's streets and roads are in good condition and this revenue will help us increase the overall quality of our road system and over the nest decade will bring our streets and roads into an excellent condition; and WHEREAS, the SB 1 project list and overall investment in our local streets and roads infrastructure with a focus on basic maintenance and safety, investing in complete streets infrastructure, and using cutting-edge technology, materials and practices; will have significant positive co-benefits statewide. NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby resolve as follows: l. The foregoing recitals are true and correct. 2. The following list of newly proposed projects will be funded in-part or solely with Fiscal Year 2022/23 Road Maintenance and Rehabilitation Account revenues: Project Title: Fiscal Year 2022/23 Arterial Rehabilitation Project Description: Rehabilitate asphalt concrete, replace deteriorated curbs, curb ramps, gutters, and sidewalks. Adjust manholes and valves to grade, install roadwa} striping and pavement markings; and install traffic loop detectors.
