SUBJECT: FORMATION OF CHARTER REVIEW BALLOT MEASURE AD HOC COMMITTEE
With the final meeting of the Charter Review Commission on May 12, 2022, multiple
recommendations were made to the City Council. These recommendations will need to be
evaluated, packaged, and put together as different ballot measures for the voters in November.
I believe that an ad hoc committee should be formed to review the massive amount of work
completed by the Charter Review Commission and to make a recommendation to full Council on
how and what items should be presented to the voters. This committee should also be tasked
with writing the arguments for the charter amendment ballot measures.
RECOMMENDED ACTION
Form an ad hoc committee to review Charter Review Commission work product and make a
recommendation to the full Council on what ballot items should be presented to the voters and

Dear City Council members,
We, my husband and myself implore you to vote yes on the City Attorney election process versus city council
appointment. We have been resident's for over 42 years and have so appreciated deciding on how our tax money's are
being spent by city legal council.
We would like to ask you to keep the city attorney position as an elected official. We so appreciate how Mr. Gates has
fought for our city. Recently he won a case that supported our city and HB police officers.
Recently I read that he also won a case with the state of California and that millions of dollars will be coming back to our
city.
City council members are voted in and out and are not consistent in their beliefs and values in relation to HB citizens.
This is been apparent as HB citizens and activists have recently advocated for our city.
Again, I implore you to keep the city attorney as an elected position and listen and hear your constituents.

Thank you for the opportunity to write to you today to express my concerns about the proposed creation of
arguments for the charter amendment ballot measures. I believe it goes beyond the scope and intention, as well
as good fatih, of the members of the City Council to try to change a city's charter documents for the express or
indirect purpose of removing an elected official whom the council finds inconvenient or dislikes.
Section 313. CONFLICT OF INTEREST,
NEPOTISM.
(a) Conflict of Interest. The City Council shall adopt or approve rules and regulations regulating conflicts
of interest and promoting fair dealing in all City business.
I urge you to reconsider using this method to remove Michael Gates from office. This seems like a reactionary
move on the part of the Council, and does nothing to promote the financial or legislative health of our fair city.
I recommend you table this discussion, and barring that, perform a study to better understand the benefits and
pitfalls of appointing a city attorney instead of electing one. It is a decision that is not without ramifications.

Dear HB Council Members,
I write to you today as a 46 year resident and property owner in Huntington Beach. I love this town and I've been an
active and involved member of many communities within this city throughout those 46 years.
I read widely—both sides of opinions and political aisles—and strive to be fair and balanced in my understanding of
issues and my stance on them. I'm not afraid to realize I was wrong about something and will admit it. But when I see
something happening that seems blatantly wrong, I feel both called and compelled to speak out about it.
Appointing the City Attorney and other positions, which are currently elected positions under the current Charter of
Huntington Beach,takes away a citizen voter's input into representative democracy.
YOU are an elected official who is to represent the citizens of this city.You are not supposed to pick and appoint
everyone else to align with your point of view. You represent your own understanding of our local issues,which is
supported by the people you surround yourself with.There are other valid opinions that need to be heard.And that is
why we have elections.The more people and interpretations we have represented in governing and administering this
city,the better off we will be.
I ask that you preserve and protect the existing City Charter, and in this case, keep the City Attorney as an elected
position.

I am writing to you today to say that I find it ridiculous that you are proposing to change our charter to make the positions
of City Treasurer, City Clerk and City Attorney all appointed by the council. Specially the City Attorney who is there to
protect the interest of the citizens and not the interest of the council. These positions should remain as elected positions to
be voted by the citizens of HB. It is bad enough that the Planning and Financial commissions are not elected positions.
You should be focusing on fighting the rampage crime and homeless problems we have instead of changing out charter to
fit your ideologies.

Dear Huntington Beach City Council Members:
I would like to comment on the above agenda item in tonight's meeting, specifically regarding the formation of
an Ad Hoc Committee and its "recommendation to the full Council on what ballot items should be presented to
the voters and how those items will be packaged together".
Please note that I strongly oppose removing the City Attorney, specifically Michael Gates, from the ballot
where the citizens of Huntington Beach have the ability to vote for the City Attorney of their choosing as has
historically been done in Huntington Beach. I also oppose removing any currently held office that has been
previously voted on by the citizens of Huntington Beach.
It is important that the City Council provides their constituents the ability to vote on whom they believe would
represent the office in the best interest of Huntington Beach.

I as my neighbors are totally against the position of the City Attorney being an appointed position by
the City Council. This leads to corruption and a small group of people having too much control. With
all the meetings that have been held behind closed doors during the Covid pandemic you have too
much secrecy and control over items that need to be addressed to the citizens of our city. Never in
all the over 45 years of living here in Huntington Beach have I felt that our City Council are working
more for themselves, big business and land developers.

If we understand this correctly, an ad hoc committee was formed by the City Council to review how to go about
appointing the city attorney as opposed to electing one, which is how it is done now. We are not in agreement with the
formation of this committee, nor do we want to lose our rights as citizens to elect the city attorney. Please count this as
our"vote" against the formation of this ad hoc committee and the loss of the citizen voice regarding same.
