Consider the following action concerning the Orange County Power Authority (OCPA):
A) Discuss concerns regarding an apparent lack of transparency at the Orange
County Power Authority.
B) Support Irvine's consideration of authorizing an audit of the Orange County
Power Authority to, among other things, obtain access to records that should have
been made readily available to member agencies and members of the general
public that, in the interest of transparency, would facilitate public accountability of
the appointed OCPA management.
C) Consider making a public statement concerning the management of the Orange
County Power Authority.

C) Considered making a public statement concerning the
management of the Orange County Power Authority.
A substitute motion for item "C" was made by Kalmick, seconded by Moser for a Vote of No
Confidence in the Orange County Authority CEO.
Vote: 4-1-2 (Posey, No— Peterson, Carr, Absent).
An amended motion to discuss concerns regarding an apparent lack of transparency at the
Orange County Power Authority, and support Irvine's consideration of authorizing an audit of
the Orange County Power Authority to obtain access to records that should have been made
readily available to member agencies and members of the general public that, in the interest
of transparency, would facilitate public accountability of the appointed OCPA management.
Vote: 5-0-2 (Peterson, Carr, Absent).

Council members:
As we all know, the Orange County Power Authority is under fire from the California Public Utilities
Commission, the OCPA having received a 'citation' relating to a "Resource Adequacy proceeding," as a result
of which the OCPA has been fined some $2 million.
On May 23rd, I filed a CPRA request with both the CEO, Brian Probolsky, and General Counsel, Ryan Baron,
Esq., of OCPA to obtain a copy of the 'citation,' and am statutorily entitled to receive a response to my request
within 10 days [Government Code § 6253(c)]; of course, I received no response.
On June 8th, I sent a follow-up reminder/request to the General Counsel for OCPA, Mr. Baron, and received
the following 'auto-reply': "I am out of the office on parenthood leave until July 11. 1 will return your email [sic]
at my soonest convenience. If you need immediate assistance, please contact my assistant, Monica
Brozowski, at (925) 977-3306 or Monica.Brozowski(a-)bbklaw.com."
I immediately sent a follow-up email to Ms. Brozowski at the email address provided by Mr. Baron, and
received the following message: "'Monica.Brozowski@bbklaw.com.' on 6/8/2022 9:19 PM Server error: 'Invalid
recipient"'
Both the name `Monica Brozowski' and the phone number '925-977-3306' are associated with a house on
Channing Way in Berkeley that contains 2 bedrooms and one bath in 965 square feet.
In the absence of the General Counsel, Mr. Baron, who is fulfilling the duties and obligations of that positon for
OCPA?

If allowed to proceed, I will opt out of OCPA at my earliest opportunity, and I will talk to everyone I know
suggesting they also opt out.

Good Day,
I would like to request that the City of Huntington Beach remove themselves from the OCPA CCE process.
There is to many unknowns and seems that it keeps getting worse. From the very start this has not be
transparent with the votes of Huntington Beach. Mr. Posey and Mr. Kalmick are named specifically. This is not
good and many have speculated their involvement in this scam.
I hope the cc does the right thing this evening.

Hi,
Looks like OCPA is taking up a lot of our city council time and staff time. Maybe it's time to consider focusing
on quality of life issues for the residents of our city, and not being involved in the
electricity wholesale/brokering business. If it's still possible to withdraw from the OCPA, that should be
considered.

I have always been against the City of Huntington Beach being involved
with the Orange County Power Authority (OCPA). The HB City Council
should do everything possible to disengage from the OCPA
agreements. Control of electric power should rest with the City. The
negative financial impact of the OCPA agreement is substantial and it is
time to walk/ run away - even if the City has to pay some penalties.

Dear Mayor and City Council Members,
I have lived in Huntington Beach since 1973. The city decisions over the years have changed
our beach city into a non beach high rise environment. Buildings with non beach ghetto
colors and no character. Tragic loss of wet lands and city landmarks. Now you want to add
more than 13,000 housing residences mandated by Sacramento. This past winter we had 4
blackouts in one day.
Southern Californias average rainfall is 12 inches with no infrastructure to capture run off.
We need to stop high density housing because our current electrical and water supply cannot
support it.

I am a long time resident of Huntington Beach and would like to express to you my concern
for our water and electrical availability in our city. I see that you recently approved a new
development on Talbert and Newland. This project needs to be put on hold, and other brand
new projects you have in the works need to be halted. We do not have enough electrical
capacity nor water capacity to support these new developments. We need the water and
electricity for our current residents.
