Per the Huntington Beach Municipal Code (HBMC) 2.107.010, the Board is "to consist of not less than seven nor more than nine members, to be appointed to serve terms of four years." Financial Impact: Not applicable. Recommended Action: A) Approve the appointment of Austin Edsell to the Huntington Beach Historic Resources Board for a term set to expire June 30, 2026, as recommended by City Council Liaisons Bolton and Peterson; and/or, B) Approve the appointment of Catherine Johnson to the Huntington Beach Historic Resources Board for a term set to expire June 30, 2026, as recommended by City Council Liaisons Bolton and Peterson. Alternative Action(s): Do not approve the recommended appointments, and direct staff accordingly. Analysis: The HRB is a maximum nine member advisory body to the City Council with a mission to encourage and promote programs and activities that enhance public awareness of community historic resources. The board has seven appointed board members with two vacancies. The City advertised the vacancies on the City's website. Following this process, City Council Member liaisons Rhonda Bolton and Erik Peterson are recommending the appointment of Austin Edsell and Catherine Johnson. If appointed, their terms would expire June 30, 2026. Mr. Edsell has been a Huntington Beach resident for 14 years. He states "As the city continues to grow, our community must embrace our past, honor those who came before us and incorporate our history into our current decision-making. My experience facilitating events, coordinating volunteers, and working with others would greatly serve the City of Huntington Beach and the Historic Resources Board." Ms. Johnson has been a Huntington Beach resident for 22 years. She states "I'm really interested in the history of Huntington Beach and preservation and awareness of our past. I strongly believe that we can learn so much from the past both in expanding our understanding of events and how they can shape a community, and in applying what we know about the past to our future conduct. I have done multiple research projects that cover parts of Huntington Beach history over the course of my education, and I'm always interested in learning more. I believe I could be an asset to this board in providing my own perspective and research skills, and I think it would be a great opportunity to learn and collaborate." I first became interested in our city's history as a Sophomore at Ocean View High School when our AP US History teacher assigned us a project to research and present historical landmarks in Orange County. During my group's preliminary research,we realized that we would hardly have to leave Huntington Beach's city limits to complete the project. Our historic landmark presentation included the Silo at Seacliff Office Park on Main and Yorktown, the Newland House on Beach, and the site of the former Bolsa Chica Gun club at the Bolsa Chica Conservatory off Warner. I've continued to learn about and appreciate our local history by taking Chris Epting's History of Huntington Beach course through Community Services and watching Chris's excellent Hidden Huntington Beach series. As the city continues to grow, our community must embrace our past, honor those who came before us and incorporate our history into our current decision-making. My experience facilitating events, coordinating volunteers, and working with others would greatly serve the City of Huntington Beach and the Historic Resources Board. I am asking the City Council to postpone action on these appointments and consider the long-standing practice and recommendation from the (HRB)to perform their review regarding qualifications and provide their informed input regarding potential candidates to that board.There are credentialed historians on the HRB and professional standards and practices developed over many years of improvements that they wish to uphold. HRB member Amory Hansen provided supplemental communications to the city council (in your agenda packet)about the HRB's procedural review of candidates' applications and interview process to determine qualifications.This public appointee participation is being ignored by placing this on the June 7 agenda. I question why an HRB review process that has been in place for eight(8)years has been changed without notice.At whose direction is this transparent process being changed over the protest of HRB members? I also note that as of June 4, 2022,the City of Huntington Beach has already posted on the City website the names of these individuals(Catherine Johnson,Austin Edsell)as appointees to the HRB as a "done deal"prior to the City Council taking formal action on the June 7 agenda item (See Attachment embedded with this letter). It is not urgent to immediately fill these positions and there is no reason to disregard the HRB review, which has been an 8-year practice.Again, I urge the City Council to postpone this action and allow the HRB to conduct their normal and historically precedented review of candidates. I just want to emphasize that the building on the property was approved as a community building that can also serve as the American Legion Post. The building was not approved as a Veteran Hall or solely as the Legion Post. Naming of the building after the Legion or Veterans would convey that it is only to be used by those organizations. The building was approved as a community facility that can be utilized by all of Huntington Beach. I would also support naming some part of the new senior center after Michael E Rodgers. His support of Seniors is his legacy. With the City Council approval tonight to the proposed naming will be the final approval needed to complete the journey from the old Senior Center to parkland! For sometime now, the Huntington Beach Historic Resources Board has been allowed to provide input on the applications submitted by applicants to join as boardmen. This was done prior to my and Mr. Zambrano's appointment on January 22, 2019. Unfortunately, city staff have since February 18, 2022, chosen to not release the applications received by the Huntington Beach Historic Resources Board until the agenda for the Huntington Beach City Council's meeting where their appointment will be considered is released .This policy is in my opinion as an individual in violation of the California Public Records Act. At the Huntington Beach Historic Resources Board's Meeting on April 20, 2022, the boardmen, including myself, had an opportunity to express our concerns regarding the refusal to release the applications to Councilwoman Bolton. While I cannot speak for all of the members of the Huntington Beach Historic Resources Board, I know based on my attendance at the Huntington Beach Historic Resources Board's Meeting on April 20, 2022 as a boardman that all boardmen expressed a desire to have the applications released to the board so they could provide input on the applicants, as has been the process for the last 8 years. Based on the board's discussion, Councilwoman Bolton indicated she would speak with Mr. Joyce or, potentially upon his arrival, Mr. Zelinka, about seeing if the original process could potentially be done again the way it has been done for 8 years. Councilmen Bolton and Peterson also invited the 3 applicants to attend a meeting of the Huntington Beach Historic Resources Board. SUPPLEMENTAL COMMUNICATION Meeting Date:_�/�f-Z2 Agenda Item No.- 12 62.2 — Y 9'5-) Mr.Amory Hanson 8102 Ellis Avenue Apartment 121 Huntington Beach CA 92646 At the May 18, 2022 meeting of the Huntington Beach Historic Resources Board, we received no update on if the board would be able to read and provide input on the applicants. One applicant, Miss Johnson, attended the meeting, and I appreciate that she did so. Unfortunately, the two other applicants did not attend the meeting. At this point, since Mr. Edsell and Miss Johnson's applications are now public record due to the release of the agenda for the Huntington Beach City Council's June 7, 2022 Meeting, and the third applicant failed to show up to the Huntington Beach Historic Resources Board's meeting on May 19, 2022, the dispute regarding the applications is in my opinion as an individual, a matter that can be resolved at a later date. Having said that, I would like to be able to provide input on the proposed applicants. While I cannot speak for all of the boardmen on the Huntington Beach Historic Resources Board, I believe they would as well, based on our discussion at the Huntington Beach Historic Resources Board's meeting on May 18, 2022. 1 therefore urge a postponement of these applications to the meeting on July 9, 2022 to allow the Huntington Beach Historic Resources Board to provide input on the two applicants at the Huntington Beach Historic Resources Board's meeting on June 15, 2022. I am also concerned that Mr. Edsell did not attend the meeting on May 19, 2022.Applicants should attempt to attend a meeting of a deliberative assembly they are invited to attend regarding interest in serving on that particular deliberative assembly. Prior to my appointment, I did so, as did Mr. Zambrano, as did several applicants who ultimately chose not to serve. Since my appointment, Miss Johnson and several other applicants who chose not to serve have done so. The Huntington Beach Historic Resources Board has had some boardmen, including Mr. Edsell's predecessor, Mr. Epting, who did not attend regular meetings to the point where they were no longer able to continue serving. Mr. Edsell's decision to not attend the meeting on May 19, 2022 indicates to me that his service may potentially conclude in a similar way to his predecessor, Mr. Epting,though I certainly hope that will not be the case.
