Subject:
Reaffirm the appointment/re-appointment of Councilmember Dan Kalmick as Huntington
Beach primary representative to the Orange County Power Authority (OCPA) and resignation
as alternate, and accept/re-accept Mayor Pro Tem Mike Posey resignation as OCPA Board
representative and re-appointment as the alternate member, and update the 2022 Council
Liaison List, and notify the OCPA in writing of these appointments per OCPA JPA section 3.2.
Statement of Issue:
Upon the resignation of Mayor Pro Tem Mike Posey from the Orange County Power Authority (OCPA)
Board of Directors on May 17, 2022, the City Council appointed/re-appointed Councilmember Dan
Kalmick as the City of Huntington Beach OCPA Board Member and Mayor Pro Tem Mike Posey as
alternate to the OCPA. In light of recent meritless Brown Act allegations, this action serves to remove
any doubt without acknowledging any validity of such claims.
Financial Impact:
Not applicable.
Recommended Action:
Reaffirm the appointment/re-appointment of Councilmember Dan Kalmick as Huntington Beach
primary representative to the Orange County Power Authority (OCPA) and removal as alternate,
and re-accept/accept Mayor Pro Tem Mike Posey resignation as OCPA Board representative and
re-appointment as the alternate member as follows:
(a) the Council re-accepts/accepts Mayor Pro Tem Mike Posey's and Council Member Dan
Kalmick's proposed resignations as OCPA directors and alternates (respectively);
(b) the City Council re-appoints/appoints Mr. Kalmick and Mr. Posey to their respective new
OCPA roles; and
(c) the City Council directs City staff to notify the OCPA immediately in writing of these
appointments per OCPA JPA section 3.2.

Do not approve the recommended action, and make an alternate appointment

SUBJECT: RE-APPOINTMENT OF THE CITY'S REPRESENTATIVE TO THE ORANGE COUNTY
POWER AUTHORITY BOARD OF DIRECTORS
It has been my honor to have represented the City of Huntington Beach on the Orange County
Power Authority (OCPA) Board of Directors since its inception in December 2020. I continue to
believe that it is incumbent upon current generations to reduce greenhouse gas emissions for
future generations. In fact, doing so becomes more important with every passing day. Working
on behalf of my colleagues on the City Council and alongside my colleagues on the OCPA Board
of Directors in our collective pursuit of securing a reliable source of renewable energy for our
region has been among the highlights of years in public service.
As I contemplate my future in service to the community I acknowledge that my second term on
the City Council comes to an end at the end of this year. As deeply fulfilling as my role of the
Power Authority Board is to me, I believe Huntington Beach is best served if I relinquish my role
now to our alternate Boardmember, Councilmember Kalmick, to ensure proper continuity of
leadership while I am still on the Council, so that I can be a resource to my Council colleague as
he takes up his new post. Given his studious participation in OCPA policy matters to date, I am
confident that Mr. Kalmick is abundantly prepared and capable of representing Huntington Beach
from the very outset of his term.
I would like to thank the City Council for your confidence in me since appointing me to represent
the interests our residential and commercial energy rate payers of our city and for allowing me,
on your behalf, to champion the pursuit of competitively priced sustainable energy source of
which, I am confident, will be a source of pride for many generations to come.
RECOMMENDED ACTION
Accept my resignation as your representative to the Orange County Power Authority Board of
Directors, appoint our Board alternative, Councilmember Dan Kalmick as my replacement, and
appoint a member of the City Council as Councilmember Kalmick's replacement as Huntington
Beach's alternate representative to the OCPA board.

The regular meeting of the City Council/Public Financing Authority of the City of Huntington
Beach was called to order and recessed to Closed Session at 5:02 PM.

A motion was made by Posey, second Kalmick to reaffirm the appointment/re-
appointment of Councilmember Dan Kalmick as Huntington Beach primary
representative to the Orange County Power Authority (OCPA) and removal as
alternate, and re-accept/accept Mayor Pro Tern Mike Posey resignation as OCPA
Board representative and re-appointment as the alternate member as follows:
(a) the Council re-accepts/accepts Mayor Pro Tern Mike Posey's and Council
Member Dan Kalmick's proposed resignations as OCPA directors and
alternates (respectively);
