Rodgers and naming the former Senior Outreach Center building located at 17th Street Park as Memorial Community Hall as recommended by the Community & Library Services Commission. Financial Impact: Not applicable. Recommended Action: A) Approve the recommendation by the Community & Library Services Commission to formally dedicate the central hallway wall at the Senior Center in Central Park in recognition of Michael E. Rodgers; and, B) Approve the recommendation by the Community & Library Services Commission to formally name the former Senior Outreach Building located at 1718 Orange Avenue as Memorial Community Hall. Alternative Action(s): Do not approve the recommended actions, and direct staff accordingly. Rodgers Clubhouse. At the City Council meeting on June 7, 2022, City Council approved naming the parkland as 17th Street Park. However, the naming of the building was tabled in order to allow staff to provide more information regarding options for recognition of Michael E. Rodgers at the Senior Center in Central Park (Senior Center) and to honor veterans at the Building. On June 22, 2022, the Park Naming & Memorials Committee (Committee) met at the Senior Center in Central Park. During the meeting, Committee members toured various options both inside and outside of the Senior Center that could potentially memorialize the humanitarian efforts of Michael E. Rodgers. At the July 20, 2022 Commission meeting, a study session was conducted in order to further deliberate and narrow down options regarding the recognition of Michael E. Rodgers at the Senior Center and to honor veterans at the Building. Committee Chair Pike and staff provided an overview of the June 22 Committee meeting. During the discussion, Commission reached a consensus that the central hallway wall outside of the game room would be the best potential naming opportunity, due to its open visibility and high daily traffic. Commissioners were also presented further information regarding a recommendation for naming the former Outreach Building. Based on previous discussions and research of similar buildings in other cities, staff presented several naming variations including words such as "Veterans" and/or "Memorial," along with "Hall," "Building," or "Clubhouse." Several Commissioners felt that only including "Veterans" or "Memorial" in the name would lead to a misconception by the community that use of the facility is exclusively for veterans. To alleviate the confusion, a majority of the Commissioners in attendance preferred adding the word "Community" to the name. During the presentation, staff also explained that a "Memorial Hall" previously existed in Huntington Beach. From 1923-1974, the Huntington Beach Memorial Hall building was the first home of the American Legion Post 133 (Legion). The Legion was the main resident and manager of the second- floor of the former Memorial Hall during its tenure, while the first floor was used for various general community gatherings. Since the intended use of the Building at 17th Street Park will be similar to the original Huntington Beach Memorial Hall, staff suggested that the use of"Memorial" in the new name could be appropriate. After further dialogue, the Commission narrowed the naming options for the Building as Memorial Community Hall and Veterans Community Hall. Given the history of humanitarian efforts of Michael E. Rodgers specific to senior citizen advocacy, and based on discussions amongst City Council and Commission, staff recommended approving the dedication of the central hallway wall at the Senior Center in Central Park in recognition of Michael E. Rodgers. At their August 24, 2022 meeting, the Commission approved naming the Building as "Memorial Community Hall" and dedicating the central hallway wall outside of the game room at the Senior Center in recognition of Michael E. Rodgers. A Power Point Slide highlighting the meeting agenda items was provided by City staff. 2. Seven (7) public comments were received and provided to Commissioners at the dais. PUBLIC COMMENTS Chris Varga spoke on Administrative Item #1, in opposition of naming the park Rodgers 17th Street Park. Mr. Varga recommended naming the building the "Rodgers Community Center" and naming the parkland "17th Street Park". 721 Community & Library Services Commission May 11, 2022 Agenda Page 2 Amory Hanson, resident and member of the Historic Resources Board - Spoke in support of"Rodgers 17th Street Park" as recommended by the Park Naming & Memorials Committee Barbara Haynes, Chair of HB Preserve Our Past (HBPOP), former Chair of Historical Resources Board (HRB) - Spoke in support of naming the park "17th Street Park" and provided historical information from newspapers and past City Council minutes. Ms. Haynes further suggested naming the building after Mr. Rodgers. Gloria Alvarez, past Chair of the HRB and current member of HBPOP — Ms. Alvarez stated that Commission has received public comments not only from residence, but former Huntington Beach Mayors. Ms. Alvarez provided historical information on naming buildings separate from land. She is in support of naming the park, "17th Street Park", and the building after Michael E. Rodgers. Karen Millet - Supports the recommended name of "Rodgers 17th Street Park", but will accept and support whatever the Commission decides. Catherine Johnson, UCI history student— Ms. Johnson is in support of naming the parkland as "17th Street Park". Ms. Johnson is in favor of compromising by naming the building after Mr. Rodgers. ADMINISTRATIVE ITEMS 1. Naming of the Parkland at 1706 Orange Avenue (former Rodgers Seniors' Center site) — A meeting of the Park Naming & Memorials Committee was conducted on March 22, 2022. The Committee will present the naming recommendation to Commission. Slama provided a quick chronology of how we ended up where we are today with this item. In addition to the chronology, Slama summarized the Park Naming Resolution No. 2017-25. The site master plan diagram was provided with Slama stating that the redevelopment is underway. The parcel is 2.13 Acres, with 13 parking stall, and will retain the 2,623 square foot outreach building. Slama provided clarification on the remaining building, saying that it will be renovated inside and out, with walls moved to enlarge the meeting space. There will continue to be space for the American Legion Post 133, and it will be available for community gathering. It will include two ADA compliant restrooms and other amenities. Commissioner Parker asked if a kitchen would be included. Slama said it would be a small kitchenette. Committee Chair Pike provided a summer of the March 22, 2022 Park Naming & Memorials Committee. He said there were very strong feelings and remarks from the public for the park to be named "17th Street Park". There were also those wanting to retain the Michael E. Rodgers name. The Committee wanting to compromise, therefore, that was the reason for bring forth the name "Rodgers 17th Street". 722 Community & Library Services Commission May 11, 2022 Agenda Page 3 Chair Mantini asked if the building could be named separately. Slama said yes, it is possible. Mantini said that the way she understands the process, the Rodgers name cannot be moved to the new Senior Center. Slama confirmed that there are other naming rights in place at the new Senior Center in Central Park. Commissioner Burns commented that the park should be named "Rodgers 17th Street Park" and that the building should be named "Veterans Hall". Commissioner Pike recommends naming the park "17th Street Park" with the building named after Michael E Rodgers. Commissioner Parker said that as a veteran and member of the American Legions, she is in agreeance with Commissioner Burns. Commissioner Harrison agrees with Pike that the park should be named "17th Street Park" and the building after Michael E. Rodgers. Commissioner Kemmerer is in favor of "17th Street Park" and naming the building separately after Mr. Rodgers. MOTION: Commissioner Burns moved to name the park "Rodgers 17th Street Park" and the building, "Veterans Hall", with Commissioner Parker seconding the motion. The item failed, 2-6, and discussion continued. Commissioner Costelloe feels differently about the naming now than she did at the time of the Committee meeting. She did not realize the significance of the building at the time. She now supports naming the park "17th Street Park" and the building after Mr. Rodgers. Chair Mantini said she prefers a geographical name for the park, and, yet, there is a need to honor those who have done excellence for the City. And, although she feels there should be something named for Veterans, she thinks this building should be named after Michael E. Rodgers. MOTION: Commissioner Costelloe moved to name the park "17th Street Park" and the building as the "Michael E. Rodgers Clubhouse". Commissioner Kemmerer seconded the motion. The motion passed, 5-3. AYES: Costelloe, Harrison, Kemmerer, Mantini, Pike NOES: Parker, Burns, Vogel Additionally, Chair Mantini asked if there were alternative opportunities that could be named after veterans. Slama said that with the Park Naming & Memorials Committee activated, they could look in to it and come back to Commission with ideas. 2. Naming of the City Operated Beach RV Campground —The Community & Library Services Department operates a Recreational Vehicle (RV) camping facility in the south beach parking lot, commonly known as Sunset Vista RV Campground. There 723 Community & Library Services Commission May 11, 2022 Agenda Page 4 is a need to formally name the campground, and in an effort to better reflect the location of this beachside campground and enhance customer service, it is recommended that "Huntington Beach" be included in the name. Recommended Action: Recommend that City Council approve to name the City Operated Beach RV Campground as "Huntington Beach RV Campground." Alternate Action: Do not approve the recommended action and direct staff accordingly. Slama provided an overview of the RV Campground and all of the new upgrades that will be taking place at the campground. Slama introduced Milan Vujole, Parking & Camping Supervisor for Community & Library Services, who provided information on how services and reservations are taken. Vujole said that after researching other campgrounds, he found that most incorporate their geological location (name of the City). It was clear that the name "Sunset Vista" does not represent Huntington Beach and could be located anywhere. Vujole said that "Huntington Beach" is a strong brand name and should be included in the name for identification. Cole said that Vujole reconfigured the campground and provided some of the highlights such as the addition of 4 new spaces and the widening of spaces overall. Cole stated that the City is looking to brand itself, and this is a good opportunity. MOTION: Commissioner Pike moved to approve the action as written. Commissioner Costelloe seconded the motion. All in favor and the motion passed 8-0. AYES: Burns, Costelloe, Harrison, Kemmerer, Mantini, Parker, Pike, Vogel NOES: None DIRECTOR'S / DEPUTY DIRECTOR'S ITEMS — Not Agendized Wysocki provided an overview of the Library tours that were held on April 25 and 27 for Commissioners. In addition to the libraries branches, a few parks were included in the tour, along with the Oak View Family Resource Center, which is slated for a new conceptual design, and Commissioners were driven by the parkland construction site at 1706 Orange Avenue. Wysocki also reported that the Library master plan, which began in 2020, is continuing. The design consultant is currently synthesizing the info received from public comments. This item will come to the Commission in the near future for recommendation to City Council. Slama thanked the Commissioners who went to the tours and said that those who were unable to attend, should contact Gomez to reschedule. INFORMATIONAL ITEMS 1. Project Updates 724 Community& Library Services Commission May 11, 2022 Agenda Page 5 a. Edison Park Conceptual Plan - Wysocki reported that a topographical survey will be conducted this month. Arborgate Consultants will tag, measure and evaluate the existing trees. Afterward, RJM will analyze the information and compile the data for review. Staff continues to provide public outreach, in addition to the project website, which continues to be updated as well. Wysocki reported that 20 signs have been posted around the park, 6 large banners, and a 10,000 piece mailer went out to addresses within a 1 mile radius; 80,000 residents received an eblast, and there will be an announcement in the HB Sands recreation guide, which will go out to 65,000 homes, all in addition to social media posts. b. Playground Improvements - Booster park playground replacement will be in this fiscal year's budget. Ribbon cutting ceremonies for the new playgrounds at Glen View and Sun View parks took place, respectively. c. Blufftop Park Improvements - The railing installation is completed. Widening should be completed by end of June. Upgraded landscaping will take place, and a ribbon cutting celebration is expected in June 2022 as well. Mantini asked about the squirrel issue. Slama said that it is being addressed. 2. Huntington Central Park Non-Profit Groups and Stakeholders Slama reviewed the non-profit groups in Huntington Central Park as requested by Commissioner Mantini at the March 9, 2022 meeting. Slama explained that the Huntington Central Park Collaborative is made up of representatives from each of the groups. Kemmerer asked about the management of the Sports Complex. Slama said that it went out to RFP and a new operator was selected after the retirement of long-time City staff. COMMITTEE REPORTS 1. See Administrative Item #1. MEMBER & STAFF COMMENTS — Not Agendized Mantini thanked staff and the naming committee for their hard work. Costelloe thanked staff for the tour. She also reported that she received a tour from Steve Engel at the Secret Garden. Kemmerer thanked the committee for providing such a complete report so that Commissioners were able to make a sound decision. Rodgers Seniors' Center site as 17th Street Park(for the parkland)as recommended by the Community and Library Services Commission; and, tabled action to formally name the community building at the same location Mayor Pro Tern Posey pulled this item to thank many individuals for their support and explained the rationale for the recommended names. Councilmember Peterson stated his support for the recommended 17th Street Park name. He explained that back in the 1970s when the City took the Veterans Hall on Main Street from the American Legion, the City promised it would be replaced. Therefore, he supports naming the 17th Street community building Veterans Hall, and suggested that recognition of Michael E. Rodgers be used somewhere at the Seniors' Center to acknowledge Michael E. Rodgers' focus on supporting the City's seniors. Councilmember Peterson suggested tabling the naming the building for further discussion by the Community and Library Services Commission. Councilmember Moser stated her support for the 17th Street Park name, and confirmed with Community and Library Services Director Chris Slama that it would be possible to name a portion of the Seniors Center for Michael E. Rodgers. She stated she would appreciate more discussion on the issue. Councilmember Carr stated her support for the recommended park name, and acknowledged the American Legion was promised a building decades ago, and she supports recognizing them. She requested more information on options available to name a wing or portion of the Senior Center after Michael E. Rodgers, and suggested tabling action to formally name the community building so that staff can return with additional information and options. Mayor Delgleize asked if it would be appropriate to have a Michael E. Rodgers room within the Veterans or American Legion Hall. Rodgers, one at 1706 Orange Avenue and one at 18041 Goldenwest Street. While it is unfortunate that the city council became the first city council in Huntington Beach's history to vote to erase a name from a park, I believe that these plaques are an excellent way to restore some degree of Mr. Rodgers' legacy to Huntington Beach. In addition, Mr. Rodgers' legacy can now be honored both at the site he helped create and worked at for so long, and at the site now serving the population he advocated for the most: seniors. I attended as a concerned citizen a meeting of the Huntington Beach Community Services Commission's Park Naming and Memorials Committee, featuring a tour of the senior center in Central Park and felt personally that the rooms available to honor Mr. Rodgers were not appropriate for a variety of reasons.The plaques ensure Mr. Rodgers'presence is ubiquitous at both locations, rather than limited to one specific room. Orange county has a veteran population of 108,000. The three cities with the largest veteran populations in Orange County are Huntington Beach, Anaheim, and Santa Ana. Huntington Beach has a veteran population of 10,000 - about 10% of the county's veteran population and 5% of Huntington Beach's population. By comparison, Anaheim and Santa Ana have almost twice our population (about 360K) but only approximately 2% of them are veterans. Our city takes the lead in the county, where our active military personnel, veterans and their families call home. The average family size is 3.13 individuals per household. This converts to 32K individuals - 16% of Huntington Beach's current residents - that are impacted by what happens to a HB veteran either good or bad. Rededicating a current City building in similar fashion shows acknowledgement and respect for all those citizens who served our Nation. It also acknowledges the great sacrifices made by our Gold Star Families as a vital part of our Country's military community and history. Varga 508 18th Street • Huntington Beach, CA 92648 20/September/2022 City of Huntington Beach City Council/Public Financing Authority Regarding: Administrative Item 2613: Naming the former Senior Outreach building at 17th Street Park Dear Mayor Delgleize and City Council, I wish to express my support and ask you to Approve the recommendation by the Community & Library Services Commission to formally name the former Senior Outreach Building located at 1718 Orange Avenue as Memorial Community Hall. This name will honor the original historic locale of American Legion Post 133, which was known as "Memorial Hall", and it also acknowledges the public nature of the facility and efforts by our community to save this park from development and encroachment. The name Memorial Community Hall would also honor others who have served our community with bravery and honor, such as fallen HBPD Officer Nicholas Vella, who served our community for 18 years and tragically perished in the line of duty earlier this year. The restoration of the park is proceeding along ahead of schedule, and the site is now really looking more like a park than it has in 100 years. This project is a major accomplishment for our City and the community, and represents the culmination of years of work bringing together multiple interests and groups. We ask you for what we hope will be the last vote on this topic, and hope the next time we are together will be at the ribbon cutting celebration.
