Haberle, Fire Chief PREPARED BY: Kevin Justen, Senior Administrative Analyst Subject: Adopt Ordinance No. 4260 amending Chapter 17.56 of the Huntington Beach Municipal Code relating to the Fire Code Approved for introduction 9/6/2022 -Vote: 7-0 Statement of Issue: The City Council is requested to adopt an ordinance to amend Chapter 17.56 of the Huntington Beach Municipal Code relating to the Fire Code. This ordinance will add clarifying language regarding allowable exceptions for fire apparatus access road requirements. Financial Impact: Not applicable. Recommended Action: Adopt Ordinance No. 4260, "An Ordinance of the City Council of the City of Huntington Beach Amending Chapter 17.56 of the Huntington Beach Municipal Code Relating to the Fire Code." Alternative Action(s): Do not approve the Ordinance, and direct staff accordingly. Analysis: Ordinance No. 4260 (Attachment 1) would revise Section 17.56 of the Huntington Beach Municipal Code. This section currently allows the Fire Code Official to deviate from existing Fire Code requirements for fire apparatus roads, but does not provide specifics regarding when or how deviations may occur. After reviewing Fire Department operational tactics, and consulting with fire suppression staff, the proposed revision was created to add clarifying language to provide the Fire Code Official and potential developers with the specific requirements for exceeding the current 150 foot access City of Huntington Beach Page 1 of 2 Printed on 9/14/2022 power Legistar- File #: 22-773 MEETING DATE: 9/20/2022 standard currently listed in this section. This requirement relates to the distance from the fire apparatus access road to all portions of the facility. The Department receives multiple requests each year to deviate from this section of the Code and an Alternate Materials and Methods proposal is required for every request. This revision will allow potential developers to meet the requirements for exceeding the 150 foot distance without the need to submit an Alternative Materials and Methods proposal. The maximum distance will be 200 feet and a number of additional conditions must be met to ensure public safety. Section 17.56.120 of the Huntington Beach Municipal Code is hereby amended to read as follows: 17.56.120 CFC Section 503.1.1 Buildings and facilities, Amended. Approved fire apparatus access roads shall be provided for every building, facility or portion of a building hereafter constructed or moved into or within the jurisdiction. The fire apparatus access road shall comply with the requirements of this section and shall extend to within 150 feet (45 720 mm) of all portions of the facility and all portions of the exterior walls of the first story of the building as measured by an approved route around the exterior of the building or facility. Exceptions: 1. The fire code official is authorized to increase the dimension up to 200 feet (60 960 mm) where all of the following conditions occur: 1.1 The building is equipped throughout with an approved automatic sprinkler system installed in accordance with Sections 903.1.1, 903.1.2 or 903.1.3. 1.2 A fire command center for Fire Department operations shall be provided and shall comply with Section 508.1.1 through 508.1.7. 1.3 Smoke detection shall comply with Section 907.2.10.7. 1.4 Additional Class I standpipe hose connections in an approved location. 1.5 A fire hydrant shall be located within 25 feet of all Fire Department connections. 1.6 The automatic sprinkler system shall be designed to one hazard occupancy higher than the minimum hazard occupancy defined in NFPA 13. 1.7 Structures four or more stories above grade plan shall be provided with two stairways to the roof. 22-11573/287388 ORDINANCE NO. 4260 SECTION 2.
