Sam Ewing i Huntington Beach City Council: Regarding the agenda administrative item #24 for the November 1, 2022 council meeting I have the following concerns. I welcome upgrading Main Street and believe it is a past due project. Although the packet and design from Studio One Eleven is nicely done I do not see much regarding infrastructure. What are the plans for additional public restrooms? I see one smart public toilet facility on #216 of the ROM but not where it will be placed on the 2nd block. If Main Street is going to be a gathering place how will it be maintained & cleaned? I asked this question at the 9/14 meeting and city staff did not have an answer. Will there be more police available to patrol the area? Where will the additional parking be to accommodate more guests? Where will the parking be to replace the parking that is lost by the new design? What are the plans for loading zones? Currently the alleys are often blocked with delivery trucks as the second and third block loading zones are not usable due to the temporary street closure. How will it be decided which businesses are able to use the extra square footage in the promenade? Will there be a fee for the usage of the promenade area? Will kiosks be allowed on the promenade and how will they be rented? Will the city be the landlord? If a restaurant is issued outdoor dining area will the same opportunity be available to non-food businesses? How long will the construction take and will businesses be compensated during the down time? Many businesses will not be able to financially withstand a construction project of this magnitude. What is the budget for the project? I asked this question on 9/14 also and was told the budget has not yet been determined. I am now seeing approximately $12 million on the ROM. How can the city spend $12-$16 million but not have added in more police? Has the idea of investing the $12-$16million into updating downtown the way it is with an open street. Please postpone your vote tonight and give the downtown businesses a chance to work out a solution in conjunction with the city to make this plan enhance downtown not hurt it. If you have assumed the Business Improvement District has represented us downtown businesses regarding this plan they have not. Us business owners have not had ONE meeting or town hall with the BID Board regarding this matter. We deserve a fair chance to voice our concerns to you directly.
