HomeMy WebLinkAboutCity Council - 2022-65 RESOLUTION NO. 2022-65 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH AUTHORIZING A REQUEST FOR ESCALATION TO PROJECT P PRIOR ALLOCATION FROM THE ORANGE COUNTY TRANSPORTATION AUTHORITY (OCTA) FOR THE BOLSA CHICA STREET/VALLEY VIEW STREET CORRIDOR PROJECT—PROJECT P REGIONAL TRAFFIC SIGNAL SYNCHRONIZATION PROGRAM—COMPREHENSIVE TRANSPORTATION FUNDING PROGRAM WHEREAS, the Orange County Transportation Authority (OCTA) conducted a Call for Projects under the Measure M2 Regional Traffic Signal Synchronization Program; and WHEREAS, the City of Huntington Beach applied for and received an allocation from OCTA to fund the Bolsa Chica Street/Valley View Street Corridor Project; and WHEREAS, the City of Huntington Beach originally established Fiscal Year 2020/2021 as the program year to commence the design phase for the Bolsa Chica Street/Valley View Street Corridor Project; and WHEREAS, the City of Huntington Beach requested and subsequently received a delay in the project implementation to Fiscal Year 2022/2023 as the program year to commence the design phase for the Bolsa Chica Street/Valley View Street Corridor Project; and WHEREAS, construction cost have experienced increases since the originally programmed project implementation date; and WHEREAS, the OCTA Comprehensive Transportation Funding Program (CTFP) Guidelines requires agencies to request authorization from their governing boards if an escalation in grant funding is requested. NOW, THEREFORE, BE IT RESOLVED that the City of Huntington Beach, does hereby resolve as follows: 1. That the Director of Public Works is hereby authorized to request an escalation adjustment to the original grant allocation for construction activities from OCTA for the Bolsa Chica Street/Valley View Street Corridor, Project P Traffic Signal Synchronization Program. 2. The City of Huntington Beach will continue to provide matching funds at the rate specified in the project's application to the Orange County Transportation Authority.
