Approve four reappointments to the Harbour Commission, as recommended by City Council

Statement of Issue:
The City Council is asked to approve four reappointments to the Harbour Commission to fill four
vacancies that will occur on December 31, 2022.
Financial Impact:
There is no fiscal impact to the proposed reappointments.
Recommended Action:
A) Approve the reappointment of William Larkin as a Member of the Harbour Commission through
December 31, 2026; and,
B) Approve the reappointment of Kimberley Milligan as a Member of the Harbour Commission
through December 31, 2026; and,
C) Approve the reappointment of Chris Nielsen as a Member of the Harbour Commission through
December 31, 2026; and,
D) Approve the reappointment of Craig Schauppner as a Member of the Harbour Commission
through December 31, 2026.
Alternative Action(s):
Do not approve the reappointments to the Harbour Commission, and direct staff accordingly. An
alternate action may include publicly advertising the vacancies to solicit and consider new applicants
with the existing members seeking reappointment. Depending on the speed in which all applicants
can be considered, this may delay the filling of vacancies by December 31, 2022.

Analysis:
The Harbour Commission is a seven member advisory board to the City Council in matters pertaining
to the Huntington Harbour, its beaches, facilities, and parks. The Commission advises on issues
concerning waterway safety, general harbor infrastructure, water quality, usage and Municipal Code
amendments. The Harbour Commission also cooperates with other governmental agencies and civic
groups in the advancement of the Huntington Harbour and recreational planning under the direction
of the City Council.
The terms of four Harbour Commissioners, William Larkin, Kimberley Milligan, Chris Nielsen and
Craig Schauppner will expire on December 31, 2022. They have requested re-appointment for an
additional four year term, and City Council Liaisons to the Harbour Commission, Mayor Pro Tem Mike
Posey and Councilmember Erik Peterson, have recommended their reappointment through
December 31, 2026. Their applications are attached, along with an updated Harbor Commission
roster.

Bio
My name is Bill Larkin,
I have been a Huntington Beach resident since 2009 and live in Huntington Harbor. Married for 37 years,
with three adult children,l'm an avid boater,diver,fisherman and have been on and around the water
my whole life.As such, I have a keen interest in issues and events involving our oceans environment,
water quality,safety,boating and water recreation activities.
Since moving to Huntington Harbor, I have worked with several businesses and homeowners,on various
issues related to the Harbor,water quality or safety. I am familiar with the issues and policies of the
State Lands Commission,Coastal Commission,the Coast Keepers andl have pretty good ties to the
Harbor community through various club memberships and activities.It was also my efforts working with
the city,several council members and former owners of the Harbor Fuel Dock that kept our community
from being surprised with a planned closure of the fuel dock.
Most of my professional career centered around Orthodyne Electronics,(1981-2009)a leading supplier
of robotic equipment to the Semiconductor,Automotive,Medical,Aerospace and Power Hybrid module
industries.
While working at Orthodyne,my career covered a range of activities and success,starting as a Electrical
/Mechanical designer,later managing the design groups,transitioning into International Sales and
Marketing where as VP,I oversaw and managed all outside activities,including sales,negotiations,
contracts,marketing,equipment integrations,installations,after sales support,oversight of offshore
offices,reps and distributors worldwide,and all front office activities at the main office.
in 1998,myself and three other partners did a management buyout of Orthodyne Electronics and
continued to grow the organization to the largest and most profitable technology and equipment
manufacturer in our field,capturing 80%of the market worldwide,with gross margins over 58%.
We sold the company to a public firm(KLIC)in 2008 and in later in 2009 I retired.Since then I have kept
myself busy with a few construction projects as well as number of hobbies that include travel, boating,
fishing,offroad adventures,building/collecting Classic Cars,and involving myself on a few boards,
Including a directorship on CU Boulders Leadership Foundation and President of our HOA(Portofino
Patio Cove Homeowners).i also currently sit as a Huntington Beach Public Works Commissioner.
I am interested in serving as a member on the newly formed Huntington Harbor commission as I believe
in contributing back to our community and believe my experience in boating,water recreation,my
ability to research complex issues and provide solutions as well as my ability to work with people from
all walks of life and cultural backgrounds would be an asset in addressing not only some of the
challenges with implementing a newly formed commission, but help insure this new commission is a
success.

information from other harbors facing similar issues through my yachting connections. My

the harbour is my home means that I have its best interests at heart. I have lived in other
communities so I also know what has worked and not worked in other areas.

I believe it is important to give back to one's community and I believe this particular commission is
particularly suited to my interests as someone who lives in the harbor and my background as an
attorney, boater and director amongst various different yachting associations.

presentations: Brown Act by HB City Attorney staff. The Seal Beach Naval Weapons Station turning basin
re-construction. The City of Stanton sewage spill. Calif. Land Commissions overview.
H.B. Public Works overview by Tom Herbel. So. Calif. Watershed and Basin draining overview.
HOW WILL YOUR QUALIFICATIONS BEST SERVE THE NEEDS OF THE COMMUNITY?
As a member of the public I made three presentations to the Harbor Commission about bridge jumping and beach safety.
Last summer the Nextdoor community site had a string of 20-25 emails complaining about unruly behavior and over crowded
harbor beaches. I hope to work with the Harbor Commission to recommend solutions for the HB City Council.

I wish to respond to the needs of the residents and help provide beach safety to the harbor beaches.

My wife and I are relatively new to Huntington Beach, having moved frequently as an Officer in the Navy.
We recently(2+years ago)bought a home on Sunset Island and have observed first hand how one
civic minded individual can make a difference in the community. We have also observed people complain
but do nothing to solve the problem. My civic interest stems from a sense of responsibility and
desire to solve problems and improve the community.
HOW WILL YOUR QUALIFICATIONS BEST SERVE THE NEEDS OF THE COMMUNITY?
As an operations research analyst for the US Navy, I provide data driven decision support to the Chief of
Naval Personnel and resource allocation optimization support for the Chief of Naval Operations. In that
capacity I have extensive experience in math modeling and data analysis, two skills that may be of use to
the Harbor Commission and the city in making informed decisions with respect to allocating limited resources
and solving complex problems.
WHY DO YOU WISH TO SERVE ON A VOLUNTEER CITIZEN'S BODY?
I have served my country for over 30 years as a naval officer and government service employee. My father,
a retired Marine,instilled that sense of responsibility in me at an early age. While service to country has its
own rewards, service to community provides a tangible reminder of how an individual, as part of a larger
team,can make a measurable difference in the lives of one's neighbors and city.
