A recent inspection determined that the arena surfacing must be replaced due to age related deterioration. Currently, those funds are budgeted for the World Skatepark Development Planning Project, which remains on hold. Financial Impact: If approved, $250,000 of HB Recovery Funds will be reallocated to the HB Sports Complex Outdoor Soccer Arena Improvement project. No additional appropriation is required to complete the improvements. Recommended Action: Approve the reallocation of$250,000 of HB Recovery Funds toward the replacement of artificial turf surfacing at the Sports Complex outdoor soccer arena. Alternative Action(s): Do not approve the recommendation, and direct staff accordingly. Analysis: In 2006, several sections of the turf areas in the HB Sports Complex outdoor area were transitioned to artificial turf. Based on use levels within the Sports Complex, it was expected that the artificial turf would have a lifespan between 8-10 years. That original turf lasted approximately 10 years and was replaced in 2016. However, usage and programming at the arena have increased significantly over the last year under the new Sports Complex operators. Throughout the arena, the turf is torn, exposing the rubber underlayment, and the seams are failing. While it was planned to include replacement of this turf into the Capital Improvement Program in Fiscal Year 23/24, it is recommended to expedite the replacement in Fiscal Year 22/23, in order to continue providing quality recreational facilities to the community. Due to this immediate need, it is recommended that $250,000 of HB Recovery Funds be reallocated from the World Skatepark Development Planning Project to this HB Sports Complex Outdoor Soccer Arena Improvement project. Re-allocation of these funds will allow this project to move forward this fiscal year. The anticipated project completion timeline is Spring/Summer 2023. The Skatepark project remains in its initial phases. Should the project move forward, funding discussions can be held at that time and included with future year budgets. If the reallocation is approved, approximately $150,000 of HB Recovery funds will remain budgeted towards the World Skatepark project. "�-1 ,ta "� ,i fii" *fir mil «-'.„��' T IL Huntington Beach Sports Complex Indoor Soccer Field Project History&Explanation This project includes the replacement of the artificial turf on the outdoor arena soccer field at the Huntington Central Park Sports Complex.The turf field was originally installed in 2006,replaced in January 2015 and is now significantly worn and must be replaced immediately. Current safety issues of the turf field include: • Turf Seams-Throughout the arena,seams in the artificial turf are loose or no longer holding and are pulled apart. • Turf Surface-After prolonged use,the turf is actually worn down to the point of the rubber microballs being exposed(which makes pivoting slippery). • Turf Goal Areas-Particularly in the Northwest Goal area,the rubber underlay is exposed and popping up(turf is completely worn through). The average life span of a turf field is 8-10 years depending on use.The usage at our arena has increased significantly over the last year under the new Sports Complex operators.The arena field is used seven days a week and experiences greater wear and tear due to the fact the turf is laid over concrete and exposed to full sun. Each year,the arena hosts approximately 540 adult league games with 1,400 participants, more than 800 hours of youth soccer activities,as well as almost 300 Pee Wees payers(ages 3-5). 652
