Statement of Issue:
At the conclusion of each school year, the one-year term for each of the Huntington Beach Youth
Board student members concludes. There are nine total vacancies available on the board. Of the
nine, two members have graduated from high school, thereby creating two vacancies and seven
current representatives are seeking re-appointment. The City Council is asked to consider the
appointments and re-appointments of nine students to the Board for the term through May 31, 2023.
Financial Impact:
Not applicable.
Recommended Action:
A) Approve the reappointment of Acacia Bartel, Luke Blankenbaker, Faith Nguyen, Kenady Osborne,
Collin Parrott, Sarah Rizvi, and Adam Vo, to another one-year term on the Huntington Beach Youth
Board with terms to expire May 31, 2023, as recommended by the City Council Liaisons Carr and
Moser; and,
B) Approve the appointment of Olivia Pham and Kai Wong to a one-year term on the Huntington
Beach Youth Board with terms to expire May 31, 2023, as recommended by the City Council Liaisons
Carr and Moser.
Alternative Action(s):
Do not approve the recommendations and direct staff accordingly.
Analysis:
Per the Municipal Code 2.108, the Huntington Beach Youth Board is a voluntary advisory board to

the City Council regarding achievements, issues, and needs of the City's young people and to
represent and promote youth participation in community affairs. This Board is comprised of 9
members - one representative from each high school and five School District community at-large
members.
Each school year, the City seeks to fill the full roster of nine members on the Huntington Beach Youth
Board. All board members serve a one-year term, beginning June through May of the following year.
This year, two representatives have graduated from high school, thereby creating two vacancies and
seven current representatives are seeking reappointment to the 2022-2023 Board term.
Recruitments citywide and at each of the high schools resulted in several applications. After
interviewing potential candidates, Council Member liaisons Kim Carr and Natalie Moser selected the
following two new At-Large Members:
1. Olivia Pham, Huntington Beach High School, and
2. Kai Wong, Huntington Beach High School
Council Member liaisons Kim Carr and Natalie Moser are also recommending the re-appointment of
the following students to an additional term set to expire on May 31, 2023:
1. Acacia Bartel, Marina High School Representative
2. Luke Blankenbaker, Huntington Beach High School At-Large Member
3. Faith Nguyen, Edison High School At-Large Member
4. Kenady Osborne, Marina High School At-Large Member
5. Collin Parrott, Huntington Beach High School Representative
6. Sarah Rizvi, Ocean View High School Representative, and
7. Adam Vo, Edison High School Representative.
All students were instrumental in the fundraising and event coordination for the successful in-person
return of Youth in Government Day and have been active participants in several Ad-Hoc committees.
This board meets on the second Monday of each month in the fifth floor conference room at City Hall
at 3:30 p.m.
The Board's updated 2022-23 member roster and applications for new members are attached.

I have been Ms. Pham's mentor for the past seven years. In that capacity, I have had the opportunity to
become intimately acquainted with Ms. Pham,and have seen her progress as a young lady with a lot of
potential.
I have personally witnessed Ms.Pham's dedication and passion for volunteer work. She has shown
perseverance,flexibility and the eagerness to learn with her assignments. She is willing to step up and
lead group activities, or be a supportive team member when necessary. For example, she holds

Ms.Pham is also passionate about being a part of the Model United Nation ("MUN")program at
Huntington Beach High School{"HBHS"). She has won several Awards in Excellence in various

Ms.Pham truly has a desire to contribute to our society,and to be helpful to those in need.During this
pandemic crisis, she has participated in the 0C3DPPE organization that makes 3D shield masks for
healthcare workers.

The City of Huntington Beach is now accepting applications for City Council appointees to the Youth
Board. The board will hold monthly meetings on the second Monday of each month at 3:30 p.m.
OBJECTIVES: To act as a voluntary advisory board to the Huntington Beach City Council
regarding youth achievements, problems and needs. The board will represent,
involve and promote youth participation in community affairs, including
planning, and implementation of Youth in Government Day.
COMPOSITION: The board will consist of nine members for a term of one year.

qualify for this position)

What do you feel qualifies you to represent the youth of the community?
I feel as,if I am qualified to represent the youth of the community because I exemplify the ideologies of
leadership, integrity, and service to others in my daily life. First, my love and passion for being a leader is
something that started in elementary school. Ever since I was a child in elementary school, I have always
looked up to those working towards making a difference in the community. Since then, I promised myself
that I would always push myself to be that leader. In 4th grade, I became part of my elementary school's
student council/ASB. I wanted to get involved even more in middle school.At Mesa View Middle School,
I was elected Treasurer and President, and was also picked as the"Student of the Year," Despite the
challenges of Covid, we still were able to host school dances, spirit days, assemblies, and Open Houses
promoting school spirit, pride, and kindness. One proud example of giving back to the community is my
idea to collect thank you notes, cards, and uplifting messages for a local hospital during the peak of
Covid-19. It truly meant the world to me that I was making a difference in the lives of our hospital heroes
to show them how much they were appreciated and celebrated. My love for leadership has continued this
year as I am on Huntington Beach High School's ASB and APA Student Council. In ASB, we promote
school spirit and encourage student involvement on campus to make our campus a friendly, positive, and
inclusive place for all. On the APA council, I help with volunteering and making sure that every APA
student feels welcomed and encouraged to pursue their dreams. Through hard work and dedication, I
have been able to maintain my 4.4 GPA during the first semester of high school. I am also highly
involved in.clubs like BRIDGES, Seniors at Sunrise,Amnesty International, Red Cross, Feminism,
Library Club, and Key Club, which all include volunteering with HBHS or the community. I also enjoy
being a Greeter and Docent at the Shipley Nature Center,where I have been able to learn how NGOs
and nonprofits work. Clearly, I believe that I am able to exemplify the Ideologies of leadership, integrity,
and service to others in my daily life, all of which are pillars of character that are essential for an
individual to possess to be on the Youth Board.

Why are you interested in serving on the Youth Board,and what do you feel you can contribute to the Board?
I am interested in serving on the Youth Board because I want to get more involved with the HB
community.Although I am able to be engaged with HB through volunteering and club work, I want to take
new action within the local government.As someone who may be interested in working in the
government in the future, I think that being on the Youth Board would provide me with valuable
experience and insight into potential positions I could do in the future. Last month I was a participant in
Youth In Government Day. I got a glimpse into what being a part of the HB government looks like, and
that is something that I want to dol Thus, serving on the Youth Board could be an opportunity for me to
be able to do exactly that.
Following, what I feel I can contribute to the board is my leadership, outreach, and organizational and
communication skills. To start, I have a wide range of leadership experience in all aspects of life,whether
it be in a school-wide, city-wide, or even state-wide level.Through clubs, volunteering, and NGOs, I have
been able to work in leadership positions that have allowed me to learn valuable information on leading
others through all circumstances and situations, making me fit to do the same on Youth Board.
Additionally, my outreach is a quality that I have due to my plentiful involvement with the HB community.
Due to my participation in a variety of different organizations and programs, I have been able to network
and set myself up for success in regards to being able to potentially market different things to make a
difference. Thus, I could use the connections that I have built up to spread awareness of the Youth
Board, allowing others to raise concerns about what is happening in the community to board members
along with helping make the Youth Board more known. Finally, my organizational and communication
skills have helped keep many of the organizations that I am a part of successful.With them originally not
being able to room smoothly and efficiently, I have been able to put my own skills to use to help organize
and coordinate communication between different members and businesses to increase productivity and
collaboration. I believe that I would be able to apply these skills to the Youth Board, as I could be
someone to rely on to make sure all of the work done on the board is done neatly and efficiently in
tandem with ensuring all members of the board are communicating effectively, especially in regards to
decision making and attendance. In conclusion, through all of these skills, I believe I would be able to
contribute and make a difference if I serve on the HB Youth Board.

Billy Wilson Kai is a dedicated student who has earned an impressive 4.4 GPA. In addition to taking

rigorous classes, including Model United Nations and other honors courses, Kai is very
involved on campus. He has been a part of ASB from elementary through high school.He
is the current freshman class president and has been voted as next year's sophomore class
president as well. Kai is also an active member of the Academy of Performing arts on
campus. He is involved with six clubs on campus,on the Board of Directors at the Shipley
Nature Center, and has completed over 150 hours of community service.
