Request to Cancel the December 8, 2022 Special Meeting and provide the City Council with
briefings on the Housing Element Update
It is requested by Councilmember-Elect McKeon that the City Council vote to cancel the December
8th Special Meeting and cancel the Housing Element public hearing that was continued from
November 29, 2022. He would also like to request the City Manager to work with staff to provide new
Councilmembers with comprehensive briefings at future City Council Meetings on the Housing
Element Update.

During the November 29, 2022 Special Meeting,the City Co cil voted to continue the public hearing of
the Housing Element Update to a Special Meeting on Dece ber 8, 2022. This would require the newly
formed 2022-2023 City Council, which will include four n Councilmembers,to consider the item.

Given that the four new Councilmembers will have beds seated two days prior, it is requested by
Councilmember-Elect McKeon that the December 8/pecial Meeting be canceled at this time. This will
provide the new Councilmembers with an opportity to receive briefings from staff on the Housing
Element and to be fully informed prior to giving 9arection on this important City matter.

Subject: Withdrawn Item No. 12 on City Council Agenda of December 6, 2022
Dear Mayor and City Council,
I was dismayed to see that, though withdrawn,the agenda for December 6, 2022 reflects an item
to consider cancelling the December 8, 2022 City Council meeting where the Draft 2021-2029
Housing Element will be discussed.
As a member of the Seagate community, I have been involved in addressing both the City
Council and Planning Commission about this issue in recent meetings. I do not like the number
of units that the State is requiring the City to plan for in Huntington Beach; however, I believe
that the Draft Housing Element, as it was reviewed by the Planning Commission at a Special
Meeting held on November 16, 2022 and recommended for approval to the City Council, reflects
a reasonable plan. I understand it is the intent of the incoming City Council to challenge the
number of units that the City has to plan for, but I implore the City Council to adopt the Draft
Housing Element as recommended by the Planning Commission while it takes any other actions.
The consequences of not having a certified Housing Element, including massive fines, loss of
grant funding, and the potential loss of local land use control, are simply too great. Should the
City prevail in its proceedings, further community outreach can be sought, and the Housing
Element can be revised.
Again, please adopt the Draft Housing Element as recommended to the City Council by the
Planning Commission at their November 16, 2022 meeting. Thank you for your consideration.
