LCP Advisory Committee
(LCP Board)
I. Definitions
A. “Plan” shall mean the Sunset Beach specific plan/local coastal program.
B. Orange County Board of Supervisors shall mean the HB City Council
C. “Board” or “LCP Board” shall mean the Sunset Beach LCP Advisory Committee
D. “Organizational meeting” shall mean that meeting of the LCP Board held on the first
Monday of January of each year commencing in 1991.
II. Membership
A. Qualifications
The LCP Board shall be composed of seven (7) members. The membership shall be
composed of persons who are either business owners, property owners or residents
of Sunset Beach.
B. Terms of Office
The term of office of each member shall be three (3) years and shall begin on the
date of the organizational meeting. Each member may be reappointed to the LCP
Board so long as the total term of an individual LCP Board member does not exceed
two consecutive terms.
C. Appointment and termination of members
Members shall be appointed by the Board of Supervisors from a list of recommended
candidates submitted by the Board of Directors of the Sunset Beach Community.
Association for term as specified and until appointment of a successor. The LCP
Board may recommend candidates to the Board of Directors of the Sunset Beach
Community Association.
The Board of Supervisors may terminate the membership of any person at any time.
Failure of a member to attend four (4) consecutive LCP Board meetings shall result
in termination of membership.

D. Vacancies
Vacancies in membership occurring prior to the expiration of a term of office shall be
filled in the same manner as defined in Section C. A person appointed to fill a
vacancy may be reappointed, as long as total services does not exceed two full
terms.
III. Officers
A. The officers of the LCP Board shall be Chairperson, Vice Chairperson and Recording
Secretary.
B. Officers will be elected by the membership of the LCP Board at each organizational
meeting and shall serve until the next organizational meeting and thereafter until
their successors are selected. Vacancies shall be filled by election of the
Membership.
IV. Meetings
A. The LCP Board shall hold regular meetings on the third Tuesday of each month
commencing at 7:30 p.m. The meetings shall be held at a location designated by the
LCP Board in conformance with proper notification procedures.
B. Special meetings may be held in accordance with the Ralph M. Brown Act.
V. Procedures
A. Four (4) members shall constitute a quorum of the LCP Board. No business shall be
transacted in the absence of a quorum.
B. Action may be taken by a majority vote of a quorum of the members.
C. Roberts Rules of Order shall govern Board meetings.
VI. Meetings Open and Public
All meetings shall be open and public in accordance with provisions of the Ralph M.
Brown Act (Section 54950 et seq., Government Code).
VII. Authority
The Sunset Beach LCP Advisory Board was initially established pursuant to Resolution
No. 82-349 of the Orange County Board of Supervisors on March 9, 1982. It was
revised pursuant to Resolution No. 90-1244, which adopted a comprehensive revision to
the Plan.
VIII. Purpose
The Sunset Beach LCP Board was established to advise the City of Huntington Beach
and County agencies on all discretionary actions of the County of Orange in
implementation of the Sunset Beach Specific Plan/Local Coastal Program.
IX. Responsibilities
The LCP Board is responsible for conducting public meetings to review proposed land
development projects including but not limited to general plan amendments, Specific
Plan/LCP amendments, coastal development permits, subdivision maps, use permits,
site development permits, variance permits, and signage, and reporting their findings on
such applications to the appropriate department of Huntington Beach. The LCP Board is
also responsible for advising the County regarding any action of the County in
implementation of the public works component of the Specific Plan.

Article I
Name, Purpose, Responsibilities, Definitions
1. Name:
The name of this organization shall be the Sunset Beach Local Coastal Planning
Advisory Committee, herein referred to as LCP.
2. Definitions:
A. The word “plan” shall mean the Sunset Beach Specific Plan/Local Coastal Program.
B. The words “City Council” shall mean the Huntington Beach City Council.
C. The word “Board” or the word “LCP Board” shall mean the Sunset Beach LCP
Advisory Committee.
D. The words “Organizational meeting” shall mean that meeting of the LCP Board held
in the first regularly scheduled meeting of January of each year commencing in 1991.
3. Purpose:
The Sunset Beach LCP Board was established to advise the Huntington Beach City
Council and City Agencies on all discretionary actions of the City of Huntington Beach in
implementation of the Sunset Beach Specific Plan/Local Coastal Program.
4. Responsibilities:
The LCP Board is responsible for conducting public meetings to review proposed land

Article II
Membership
1. Qualifications:
The LCP Board shall be composed of seven (7) members. The membership shall be
composed of persons who are either business owners, property owners, or residents of
the area subject to the plan.
2. Terms of Office:
The term of office of each member shall be three (3) years and shall begin on the date
prescribed by the Board of Supervisors. Each member may be reappointed to the LCP
Board for a second consecutive term. A member of the LCP Board may serve more
than two consecutive full terms in the event that the member was appointed to a vacant
position with less than 18 months remaining on the vacant term. Thus the maximum
length of time a member could serve consecutively would be 7 1/2years of 90 months. If
a member wished to be reappointed that person needs to wait three (3) years after his
term has expired.
3. Appointment and Termination of Members:
Members shall be appointed by the Board of Directors of the Sunset Beach Community
Association for terms as specified above and until appointment of a successor. Other
local organizations, including the LCP Board, may recommend candidates to the Board
of Directors of the Sunset Beach Community Association (SBCA). Resignations must be
presented in writing to the President of the Board of Directors of the Sunset Beach
Community Association (SBCA) no later than five (5) business days prior to the effective
date of the resignation. No other form of resignation shall be recognized unless they are
due to exigent circumstances (i.e. severe illness, death, etc.). In the event a member
cannot properly notify the Board of Supervisors and the SBCA, any officer of the LCP
may do so on their behalf.
The Huntington Beach City Council may terminate the membership of any person at any
time. Failure of a member to attend four (4) consecutive LCP Board meetings shall
result in termination of membership.
4. Vacancies
Vacancies in membership occurring prior to the expiration of a term of office shall be
filled in the same manner as defined in Article II Subsection 2, Terms of Office.
Article III
Officers
1. The officers of the LCP Board shall be a Chair, Vice Chair, and Recording Secretary.
2. Officers will be elected by the membership of the LCP Board at each organizational
meeting and shall serve a three (3) year term. They will serve in that position until the
next organizational meeting and thereafter until successors are selected. Refer to
Article II, Section 2 and Section 3 for additional clarification on length of terms.
Article IV
Duties of the Officers
1. Chair:
The chair shall preside over all regular, special and emergency Board Meetings. The
Chair, in the name of the LCP, shall execute any documents, which may, from time to
time, be authorized by the Board of Directors. The Chair shall have been an active
member of the Board for at least 2 years. The Chair shall be responsible for overseeing
the other officers and chairs.
The Chair shall be responsible for keeping control of meetings. In addition, during
debates, the Chair shall be certain that all the facts – pros and cons – are discussed so
that the assembly can make an unbiased decision.
2. Vice Chair:
The Vice Chair shall assume the duties of the Chair in case of the Chair’s absence or
inability to perform such duties. In case of resignation or removal of the Chair, the Vice
Chair shall immediately be installed as the Chair. The Vice Chair shall be
parliamentarian, enforcing all articles of the By-Laws at all regular, special, and
emergency meetings.
3. Recording Secretary:
The Recording secretary shall record the minutes of all LCP meetings, record the
attendance of Board members, maintain the By-Laws in an up-to-date manner, and
maintain the permanent records of the LCP, including reports of committees, and special
events. The Recording secretary shall transfer to his/her successor, without delay, all
documents relating to the LCP. The Recording secretary shall forward a copy of all LCP
Meeting Minutes to the Office of the Board of Supervisors, 2nd district. The Recording
secretary shall notify the OC Board of Supervisors, 2nd District when a member’s term is
due to expire within 90 days.
Article V
Meetings
1. The LCP Board shall hold regular meetings in the third week of each month commencing
at 7:30 p.m. (Oras required). The meetings shall be held at a location designated by the
LCP Board in conformance with proper notification procedures.
2. If there is no new business, the Chair may consider canceling a regular meeting.
3. Special Meetings may be held in accordance with the Ralph M. Brown Act and may be
called by the Chair or the majority of the Board.
4. Emergency Meeting: the Chair shall call an emergency meeting in the event of natural
disaster or extreme emergency on twenty-four (24) hour notice.
Article VI
Procedures
1. Four (4) members shall constitute a quorum of the LCP Board. No business shall be
transacted in the absence of a Quorum.
2. Action may be taken by a majority vote of a quorum of members.
3. The most current editions of Robert’s Rules of Order shall govern Board meetings.
Article VII
Meetings Open and Public
All meetings shall be open and public in accordance with provisions of the Ralph M. Brown Act
(Section 54950 et seq. Government Code)
